PROJECT SUMMARY: Applicants propose to construct a docking facility with two fixed slips to provide dockage for a planned charter service. Mrn The applicant's property is located adjacent the Roanoke River in downtown Plymouth off Water Street in Washington County, North Carolina. The site to be developed is an urban area situated behind existing businesses housed in a continuous line of buildings along Water Street. Existing onsite are a 6'x 7' deck adjoining the back door of business owned by applicant Scott Styons which is adjacent a 12'x 16' deck adjoining the back door of a business owned by applicant Robert Hutchins. A single lane asphalt drive is located behind the buildings. A maintained grassed area exist betWeen the asphalt drive and the river. Although not readily visible, some broken concrete and cinder blocks have been placed in the past along the waters edge in an attempt to stabilize the shoreline. A lone sycamore tree Platanus occidentalis is located at the waters edge on the down stream end of the property. Project Description The applicants propose to construct a 6wide x 32' long dock with a Y x 5' finger pier dividing two fixed slips to be created by placing three mooring pilings 30' waterward and parallel to the dock. The purpose of the dock and fixed slips is to provide dockage for a charter service. The applicants also plan to replace the existing 6'x 7' deck behind Styon's building with a 10'x 12' deck adjoining the existing 16'x 12' deck located behind Hutchin's building. A sandwhich shop is proposed in the building owned by applicant Scott Styons. The decks located behind the buildings are to be used by the sandwhich shop as a dining area for patrons. Anticipated Impacts Environmental impacts will include short term, localized turbidity from the installation of pilings. The dock will result in shading of ±207 ftz of river bottom.
