Parrish, P.E., CFM Director of Engineering Town of Holly Springs 128 South Main Street Holly Springs, NC 27540 Subject: Compliance Fvaluation Inspection City of Holly Springs Wastewater Collection System Permit No. WQS00192 Wake County Dear Ms. Parrish: On November 15", 2019, Jason Robinson and Josh Brigham of the NC Division of Water Resource's Raleigh Regional Office (RRO) conducted a compliance evaluation inspection of the City of Holly Springs' Wastewater Collection System. The assistance of Holly Springs staff Wayne Wilhelm (Public Works Assistant Director), Deon Johnson (ORC), Kendra Parrish (Engineering Director), Davy Jones (Collection Supervisor), Joseph McCoy (Pump Station Supervisor) and others was appreciated. Please see the inspection report below: Pen -nit Information: A. The most recently issued permit (October 1, 2016) states that The City of Holly Springs operates a wastewater collection system consisting of approximately 169 miles of gravity sewer, approximately 22 miles of forcemain, 10 simplex pump stations that discharge to a pressure sewer and serve a single building, and 14 duplex pump stations. The current permit expires on September 30, 2024. A renewal application should be submitted at least 180 days prior to expiration. II. Operator information: A. The collection system is classified as a CS-3. Cleveland Deon Johnson is the Town's designated Primary Operator in Charge (ORC) (CS4). Darr)- Jones is a backup Operator in Responsible Charge (bORC) (CS-4). Jenatus D. Wilson is also a (bORC) (CS-2). (Section IL 1 of permit). Ili. Records Documents were reviewed with Town staff at the Holly Springs Public Works facility at 101 Thomas Mill Rd. Ordinance/Charter: A Sewer Use Ordinance. -Charter was available that addresses sewer construction, grease control, wastewater fees, industrial users, and discharge by septic tank service companies (Holly Springs, NC Code of Ordinances-Articie III. — Sewer Service) (Section 1.3 & 1.4 of permit). B. Fats, Oils and Grease: i. It was explained that the W WTP staff distributed your FOG material twice annually through water bills. This material was not available during the inspection. Material is also distributed at the Holly Fest, and information is provided via a local television channel. Records should be kept of FOG material distribution dates. Please provide an example of the FOG material that is distributed Section 1.4 of ermit . ii. It was explained that the 1AYWTP also inspects and enforces the Town's Grease Trap Ordinance. Please l2rovide more information on this including documentation of inspections-'enforcements (Section _1.4 of permit C. Capital Improvement Plan (CIP): A CIP was available through 2021. The permit requires the CIP to cover a 3 to 5 year period. The CIP should be updated through at least 2022 Section 1.5 of permit). D. Collection System Map: A GIS map was available that includes the pipe size, material, flow direction, and pump stations. A hard copy was also available on the wall at the Public Utilities building. It is recommended that the names of the pump stations be added to this hard copy, and abandoned pump stations should be removed (Section 111.3 of permit). E. High -Priority lines: Documentation was provided that demonstrated high priority lines are inspected at least twice per year as required by the permit (Section VA of permit). F. Annual Inspection: Records were reviewed demonstrating that the entire system is inspected annually. (Section V.3 of permit). G. Right -of -Way 1 Easements: Documentation was reviewed that demonstrated that right-of- ways/easements are inspected -cleared (Section 11.7 of permit). H. System Cleaning: The permit requires that at least 10% of the system is cleaned annually, and the entire system is cleaned every 10 years. Areas are chosen and cleaned. Documentation reviewed showed at least 10% is cleaned annually (Section 11.8 of the permit). I. Maintenance Records: CityWorks shows work orders, citizen complaints, and repairs. This was observed on the computer. J. Spill Response Action Plan: A plan for addressing SSOs was available for review. (Section 11.9 of permit). K. Sanitary Sewer Overflows (SSOs): SSO 5-day reports were available for review. Press releases and public notices associated with the SSOs should be kept with these records (Section 111.2 & IV.2 of permit). L. Citizens Complaints: Work orders associated with citizens' complaints were available for review. M. Collection System Inspection A. High Priority Lines: The Town's current permit lists 38 high priority lines. The High Priority listed below were observed during the inspection, The footing and piers appeared to be in good condition at both Iines. Please provide an updated list of all high priority lines. i. 12-Oaks Aerial ii. Holly Springs High School Aerial B. Pump Stations: The Town's current permit shows 14 duplex pump stations and 10 simplex pump stations. The following four were visited during this site inspection, with comments: i. Avent Ferry Pump Station: Grinder in place. Grease and debris. ii. Twelve Oaks Pump Station: Grinder in place, iii. Union Ridge Pump Station; iv. Autumn Park Pump Station: Grease and debris covered much of the wet well. At all stations high-water alarms were pulled and all audible and visual alarms were in working order. Power was cut to all stations and the generators automatically started. Upstream manholes were opened. No issues were observed. Log books were available at each station. Please provide an updated list of the Town's du lex and simplex pump stations. Please develop a contingency lan for each pump station Condition 1.7 of permit). It was observed that a few of the wet wells contained excessive grease/debris. Holly Springs staff explained that their regular cleaning schedule was being delayed because of construction at the wastewater treatment plant for a station that will accept wastewater from vehicles. Please provide -an update on this construction.
