Dear Mr.Hennessy:
Motiva Enterprises LLC(Motiva)owns and operates the Charlotte North Terminal located at 410 Tom
Sadler Road,Charlotte in Mecklenburg County,NC.This petroleum bulk storage and distribution facility
discharges stormwater under NPDES Permit No.NC0022187 which will expire on June 30,2020.
Enclosed is a copy of the Permit Renewal Application Form—Short Form C—Minor Industrial,a flow
diagram of the wastewater system,a map of the facility location and surrounding area,and effluent data
for the last three years.There is no change at the facility since the 2015 permit renewal,and Motiva is
respectfully making the following requests for this permit renewal:
Reduce monitoring frequency for BTEX and Naphthalene
Motiva is respectfully requesting reduced monitoring for BTEX(Benzene,Toluene,Ethyl Benzene and
Xylene)and Naphthalene based on the facility's exceptional performance for the past three years.All
monitoring results for BTEX and Naphthalene were below the limits of detection(LOD)except for one
sample of Benzene at 0.14 µg/L in the past three years. The statistics are as follows:

Based on the effluent data from past three years,Motiva requests that monitoring frequency for BTEX
and Naphthalene be reduced to annually.
Removal of MTBE monitoring requirement
Motiva has stopped using MTBE as oxygenate in gasoline since 2010,and monitoring results from the
past three years have shown below the limits of detection for 27 out of 36 samples,with an average value
of 0.65 µg/L for MTBE. Currently the Division's recommended criteria for MTBE is 19 µg/L,and
Motiva's effluent does not show any reasonable potential to exceed the surface water criteria. In addition,

Motiva has been actively monitoring MTBE in the groundwater wells and is not planning to use MTBE
for future production and operation.Therefore,Motiva respectfully requests the monitoring requirement
for MTBE be removed from the permit.
Reduce monitoring frequency for Acute Toxicity Testing to Annually
Motiva has passed all quarterly WET tests as required by the last permit renewal with no demonstration
of toxicity. In accordance with the Division's 2005 Permitting Strategy for Petroleum Bulk-Storage,
Motiva respectfully requests that monitoring frequency for Acute Toxicity Testing be reduced to
annually.

7. Describe the treatment system List all installed waste treatment components with capacities,
describe the processes that generate wastewaters. If the space provided is not sufficient attach a

Stormwater from the loading rack flows to a 10,000 gallon in-ground SPCC tank. Water
from the SPCC tank flows to the storage tank containment dike and commingles with
storm water collected within the diked area. The water in the diked area is periodically
transferred to the retention pond and is eventually discharged from the pond through
Outfall 001 under operator supervision. Accumulated product in the SPCC tank is
transferred off-site for recovery as needed. At times, groundwater from portions of the
facility is remediated in place via air sparging or pumped through a carbon filtration
system and discharged to the storage tank containment dike where it commingles with
stormwater. (See Figure 1)

The facility is a distribution terminal for gasoline and petroleum distillates. It does not produce,
manufacture, or consume products or raw materials. Gasoline and distillates are received via pipeline.
Ethanol and other additives are received via tanker truck. All products are distributed via tanker truck
through the terminal's truck loading rack.
