Directions to Site: From Ral. , take Hwy 70 East to Clayton, turn to the right just past the Hwy 42 (south) exit into the Cemetery. Follow the road through the Cemetery to the WWTP. (see attached map) . 6. Topography (relationship to flood plain included) : Facility is located adjacent to the flood plain of Little Creek. 9 . Location of nearest dwelling: greater than 500 ft. 10. Receiving stream or affected surface waters : Neuse River a. Classification: Neuse River WS-IV NSW CA Index #: 27-41 . 3 b. River Basin and Subbasin No. : 03-04-02 C. Describe receiving stream features and pertinent downstream uses : This WWTP discharges into an upper Costal Plain portion of the Neuse River (Right Bank) , downstream from Raleigh's wastewater outfall. The next significant/large downstream water supply use is Smithfield. PART II - DESCRIPTION OF DISCHARGE AND TREATMENT WORKS 1. a. Volume of Wastewater to be permitted: 1 .9MGD b. What is the current permitted capacity of the Waste Water Treatment facility? 1.9MGD C. Actual treatment capacity of the current facility (current design capacity) ? Treatment Capacity is 1.9 MGD, d. Date(s) and construction activities allowed by previous Authorization to Construct issued in the previous two years : An April 29, 1997 A to C was issued for the construction of a dual-train, traveling-bridge tertiary filter, backwash return pump station; installation of a U.V. disinfection unit in the existing chlorine contact tank; and all associated site work, and yard piping. Note: no change in flow capacity would be achieved by this A to C. e. Please provide a description of existing or substantially constructed wastewater treatment facilities : The facility located in Clayton is a 1.9 MGD activated sludge wastewater treatment plant whose influent treatment consists of an automatic bar screen, and grit removal. Here the wastestream splits . A portion of the wastewater is pumped up hill to the primary clarifier, the water flows by gravity to a secondary clarifier/digester, through a trickle filter where it then combines with the original wastestream. Both the influent wastewater and the portion of initially treated wastewater flows to the oxidation ditches (2) , then to the clarifiers (2) , and to C12 contact chamber (UV .has not been constructed yet) . SO2 is then added and mixed to the wastestream. The effluent is then pumped approximately 7 miles to the Neuse River. sludge: drum thickener (polymer addition) , thickener tank, 400, 000 gallon Holding tank, sludge drying beds This wastewater plant is currently a Class IV facility and Mr. James Warren, the Operator in Responsible Charge, is a Certified Grade IV operator. f. Please provide a description of proposed wastewater treatment facilities: NA g. Possible toxic impacts to surface waters : Ammonia and chlorine are the only likely toxicity concerns for this facility. (note: they have an A to C to install U.V. disinfection) h. Other Special Items: PART IV - EVALUATION AND RECOMMENDATIONS During the inspection it was noted that the effluent flow meter was being repaired. A review of the effluent data indicated that there were no NPDES limit exceedances (including monthly average flow)observed since the last inspection. RRO recommends that a footnote be placed on Chlorine to allow that Chlorine be conducted only if chlorine is used as disinfection ( flexibility when UV is in operation) .
