Dear Mr. Warren:
On January 9, 1995, the Division-of Environmental Management (now the Division of Water
Quality) designated the Town of Clayton's Pretreatment Program as a "Modified" Pretreatment
Program. Due to the increasing complexity of the Town's Pretreatment Program (additional
Significant Industrial Users (SIUs) and various responsibilities regarding SIUs discharging to the
East CIayton Industrial Area pump station), the Division of Water Quality is hereby designating
the Town of Clayton's Pretreatment Program as a "Full" Pretreatment Program.
The Town has been carrying out most of the activities required for a "Full" Program already.-
The main effect of the change in designation will be submittal of a Pretreatment Annual Report
(PAR). Please review Part III. B. 10. of your NPDES Permit. Your PAR is due March 1 of each l
year and shall cover activities for the two previous six-month periods. Please include the i
following periods in your first annual report, due March 1, 1997:
First six month period 1/1/96-6/30/96
Second six month period: 7/1/96 - 12/31/96
You are reminded that you must still judge compliance for each SILT for each six-month period,
and take appropriate enforcement action.
The requirements for submission of a PAR are found in Chapter 9 of the Comprehensive
Guidance for North Carolina Pretreatment Programs. These requirements will be covered at the
1996 Pretreatment Coordinators' Workshop to be held August 12 and 13, 1996, at the Radisson
in Asheville, NC. The PAR presentation will be at 2:30 pm on Tuesday in Session 1.
