Each item of construction was inspected and reviewed. All parties expressed their concerns and expectations respectively to achieve a final punch list. The results are as follows: Head Works / Pump Station 1. Replace wet well transducer mounting hardware ( unistrut ) with stainless steel hardware. 2. Remove float cables and stainless steel chain from junction box in wet well and shorten chain. ( float cables may have to be shortened also ) 3. Install air relief on pump no. 2. ( This item has been outstanding for several months and was addressed several times. ) 4. Pump no. 2 control panel will have to be shifted to achieve 3' clearance from any obstruction and to pass the electrical inspection. 5. Touch up paint (coal tar epoxy ) on new pumps. 6. Replace valve box lid at by pass connection with a lid that reads SEWER. Aerators 1. Check VFD maximum set point ( reading 52 hz ) for 50 hp aerator. 2. Identify problem with re -start of aerators after power failure or generator operation. 3. Touch up paint on aerators. 4. Replace cover over slab openings with more substantial protection. 5. Correct sun shield installations so that the filters can be removed. Weir Gates 1. Touch up paint on gearboxes, hand wheel operators, and paint rusting shafts. Oxidation Splitter Box 1. Touch up paint on gear box and paint stem to operator handle. Clarifier Splitter Box 1. Touch up paint on gear operator and paint stem to handle. Clarifier 1. Touch up paint on interior of feed well prior to placing in service. 2. Touch up paint on clarifier drive. 3. Provide start up report from EIMCO. 4. Clean concrete off of sun shield. 5. Install hand rail at steps. 6. Provide labels for scum pump panel and disconnect. 7. Replace valve box lid to read SEWER. 8. Floats in scum pump station need strain relief. 9. Scum pump heaters are kicking out. ( Pump would not run during test. ) 10. After start up, remove sump pump and piping and fill void. General 1. Fill low areas where water is standing. 2. Seed disturbed areas per the specifications. The owner stated that they would keep watered. The owner requested that the seed cover be tacked to prevent displacement during windy conditions. 3. The owner is to review the asphalt area at the head of the filter and determine if they want the area repaved prior to the expected construction during the next phase of the construction to the plant. 4. Revised O&M manuals for the clarifier were received this date from Laughlin - Sutton and four copies distributed to the Town of Clayton WWTP staff. One copy was retained by HUA for our files. 5. As -built drawings, copies of warranties, release of liens, consent of surety, completion of punchlist, final pay request, reconciling change order and request for release of retainage all must be completed by Contractor prior to final closeout. 6. Attached is the Engineer's Certification and issuance of Substantial Completion. The request included several plant modifications, as well as improvements to the oxidation ditch and the addition of a 65 foot clarifier. The Division's speculative limits letter dated July 10, 2000 had already given approval for all plant modifications with the exception of the replacement of aerators and the addition of the clarifier at the Little Creek WRF. Based on the meeting held with the Town, its consultants, and Division personnel April 25, 2001, the Division has agreed to permit the aforementioned modification and additions. As also stated in the meeting, this ATC does not provide for additional permitted flow at the plant, and the permitted flow at the plant remains at 1.9 MGD. The components listed were only evaluated at the flow and limits specified by the permit at a flow of 1.9 MGD. The Division cannot guarantee that any components approved for a flow of 1.9 MGD will be adequate to meet the limits and hydraulic requirements for the future projected flow of 2.5 MGD. After an NPDES permit is issued for 2.5 MGD permitted flow, your consultants may submit calculations to ensure that all components meet the limits and hydraulic requirements for the 2.5 MGD flow. Additionally, as specified in the comments to the Environmental Assessment for the expansion to 2.5 MGD permitted flow, the Division encourages the Town to continue to address long range planning efforts. As also discussed in the meeting, depending on the timing of the expansion and the proposed formation of the Group Compliance Association, there are two possible pathways associated with Clayton's nitrogen load allocation to the Neuse River basin. If no Group Compliance Association is formed, the Town will be required to meet the individual load limit of 21,400 lbs/year and design for an equivalent nitrogen limit of 3.5 mg/1 at any increase in design flow above 1.9 MGD. If, and when, a Group Compliance Association is formed, the Town will be required to meet the limit allocated to the Association. Once construction under this ATC has been completed and an Engineer's Certificate has been submitted, the permittee is authorized to operate the modified and/or additional units. The permitted flow will remain at 1.9 MGD after receipt of the certification. This Authorization to Construct is issued in accordance with NPDES Permit No. NCO025453 issued August 7, 2000, and shall be subject to revocation unless the wastewater treatment facilities are constructed in accordance with the conditions and limitations specified in the permit. The sludge generated from these treatment facilities must be disposed of in accordance with G.S. 143-215.1 and in a manner approved by the North Carolina Division of Water Quality. In the event that the facilities fail to perform satisfactorily, including the creation of nuisance conditions, the Permittee shall take immediate corrective action, including those as may be required by this Division, such as the construction of additional or replacement wastewater treatment or disposal facilities. The Raleigh Regional Office, telephone number (919) 571-4700, shall be notified at least forty- eight (48) hours in advance of operation of the installed facilities so that an in -place inspection can be made. Such notification to the regional supervisor shall be made during the normal office hours from 8:00 a.m. until 5:00 p.m. on Monday through Friday, excluding State Holidays. Upon classification of the facility by the Certification Commission, the Permittee shall employ a certified water pollution control treatment system operator to be in responsible charge (ORC) of the water pollution control treatment system. The operator must hold a certificate of the type and grade at least equivalent to or greater than the classification assigned to the water pollution control treatment system by the Certification Commission. The Permittee must also employ a certified back-up operator of the appropriate type and grade to comply with the conditions of Title 15A, Chapter 8G, .0202. The ORC of the facility must visit each Class I facility at least weekly and each Class II, III, and IV facility at least daily, excluding weekends and holidays, and must properly manage and document daily operation and maintenance of the facility and must comply with all other conditions outlined in Title 15A, Chapter 8G, .0204. Once the facility is classified, the Permittee must submit a letter to the Certification Commission which designates the operator in responsible charge within: (A) Sixty calendar days prior to wastewater being introduced into a new system or (B) within 120 calendar days of the following, (i) after receiving notification of a change in the classification of the system requiring the designation of a new ORC and back-up ORC or (ii) a vacancy in the position of ORC or back-up ORC. A copy of the approved plans and specifications shall be maintained on file by the Permittee for the life of the facility. The Operational Agreement between the Permittee and the Environmental Management Commission is incorporated herein by reference and is a condition of this Permit. Noncompliance with the terms of the Operational Agreement shall subject the Permittee to all sanctions provided by G. S. 143-215.6 for violation of or failure to act in accordance with the terms and conditions of this Permit. Mr. Steven Biggs Town of Clayton Page 3 of 4 Failure to abide by the requirements contained in this Authorization to Construct may subject the Permittee to an enforcement action by the Division of Water Quality in accordance with North Carolina General Statute 143-215.6A to 143-215.6C. The issuance of this Authorization to Construct does not preclude the Permittee from complying with any and all statutes, rules, regulations, or ordinances which may be imposed by other government agencies (local, state, and federal) which have jurisdiction. Upon completion of construction and prior to operation of this permitted facility, a certification must be received from a professional engineer certifying that the permitted facility has been installed in accordance with the NPDES Permit, this Authorization to Construct and the approved plans and specifications. Approved most minor mods. via letter 7/12/00 with speculative limit letter. Clayton is currently in the EA process and if a FONSI is issued, the town will apply for expansion to 2.5 MGD. 4/25/01 - met with Clayton officials, consultants, and Central Jo Co folks. Wanted to learn more about future plans and warn them of the consequences of moving forward w/o nitrogen removal. Also told them we would move forward with approval of aerators and clarifier - but would review only for 1.9 MGD and they would move forward at their own risk. Obligated ourselves to approval by 5/25/01, so they could go forward with contract. This approval encompasses: • Exchange of 1, 25 Hp aerator in 0.75 MG ditch for 1, 50 Hp aerator • Exchange of 1, 50 Hp aerator in 1.15 MG ditch for 1, 60 Hp aerator • Construction of 65' dia. Clarifier Clayton has 2 existing clarifiers, the above proposal will provide a 3rd. But from consultant's write-up it appears one of the clarifiers will be taken down and the 2 larger clarifiers will be used (existing 55' dia. Clarifier). Assume 60% of flow to 65' clarifier, 40% of flow to 55' clarifier (% based on diameters - just assumed for review of project at 1.9 MGD - will ask for more information upon review at 2.5 MGD). Our staff has reviewed our files of the above referenced site, as well as the plans and specifications submitted, in order to make the following comments and recommendations for the request. Authorization to Construct Staff Report Page 4 0 The RRO does not have any concerns with the proposed addition of a clarifier and other modifications to the facility. We are, however, concerned that the project and application do not properly address the flow problems that the Town is currently having. The. Town currently has sewer projects "backed up" that more than consume their allowable paper flow capacity, and they have recently reconciled their flow, and applied for a per -unit flow reduction. It appears as if the Town will not have the capacity to allow any growth beyond what has already been proposed. The most disturbing aspect of this is that this project does not provide any new flow capacity at the WWTP, and there do not appear to be any new projects proposed to provide any new flow capacity in the near future. The RRO strongly recommends that the Town of Clayton look for ways to increase their flow capacity as soon as possible. Based on the above, the RRO recommends that the subject project be awarded an ATC as requested, pending NPDES Permitting Unit satisfaction of all requirements. The wastewater treatment plant upgrades requested for permitting include the following: a. ,/ Replace existing extended shaft centrifugal pumps with submersible centrifugal pumps in the dry pit and add variable frequency drives to control pumps in relation to influent flows. b. The above changes will aid the operator to control flow, replace old units, improve sludge handling and backwash filters more effectively and therefore run the WWTP more efficiently. The overall process will not change. No increase in the NPDES permitted flow is requested for this modification. The plans and specifications reflect all the above changes.
