The site is currently undeveloped and forested. Adjacent land use is a mix of commercial, governmental, and medical. Additionally, a golf course is located east of the site.

Action ID# SAW-2005-00182. That permit authorized 23 LF of stream impacts for an access point that lined up with the existing traffic signal at Greenfield Street (similar to what is being

4h. Explain the purpose of the proposed project:*
The purpose of the project is to construct a mixed -use development within the site to serve the residential and retail needs of the community. Stream impacts are needed to construct an
access point that lines up with an existing traffic signal at Greenfield Street and S. 17th Street, which is a requirement of the City of Wilmington.
4i. Describe the overall project in detail, including indirect impacts and the type of equipment to be used:*
The mixed use development will consist of approximately 250 apartments, a clubhouse, pool, courtyard, and commercial/retail space. Parking spaces, utilities, and stormwater via
infiltration will also be provided. The site will be cleared and graded. Stormwater facilities will be installed and roads/utilities will be constructed. Then building construction will occur.
Track hoe, loader, dump truck, bob cat, and other standard construction equipment will be used.

The City of Wilmington is requiring that one of the access points for this development line up with the emsting traffic signal at Greenfield Street. This
unfortunately places it right at the stream. A culvert Will be used to ensure that the hydrologic connection to the remaining tributary is maintained. A
headwall will be used at this crossing to minimize the width of the road and reduce the stream impact.

The NC Natural Heritage Program GIS database was used to determine if any rare species are known to occur on or adjacent to the site. According to
their website, no rare species are known to occur on the site. The federally -protected American alligator is known to occur within a one -mile radius of
the site, likely within Greenfield Lake, which is 0.75 mile southwest of the site. The stream on site is too small to provide suitable habitat for the
alligator. The site supports a mix of pine and hardwoods and is mostly surrounded by development. Therefore, it does not appear to provide suitable
habitat for the red -cockaded woodpecker.Additionally, the northern long-eared bat is known to occur within New Hanover County. Since the site is
wooded, it provides suitable roosting habitat for the species. However, since no maternity roost trees or hibernacula are known to occur in New
Hanover County, any impacts from tree clearing would be exempt per the 4(d) rule. Finally, no ponds exist within the site, so it doesn't provide suitable
habitat for the Magnificent Rams -horn.
