Dear Mr. Stephens:
On October 6, 2009,the Division of Water Quality(DWQ)received your application dated February 10,
2009, with additional information received from you on February 27, 2009,to fill or otherwise impact
0.02 acres of 404/wetland, 80 linear feet of intermittent stream, 0.95 acres of open water(pond), and
3,701 square feet of Zone 1 Neuse River basin protected riparian buffers and 2,380 square feet of Zone 2
Neuse River basin protected riparian buffers to construct a residential development at the site. The DWQ
has determined that your application was incomplete and/or provided inaccurate information as discussed
below. The DWQ will require additional information in order to process your application to impact
protected wetlands and/or streams on the subject property. Therefore, unless we receive five copies of the
additional information requested below, we will place this project on hold as incomplete until we receive
this additional information. If we do not receive the requested information,your project will be formally
returned as incomplete. Please provide the following information so that we may continue to review your
project.
Additional Information Requested:
1. Please be advised that failure to provide ALL of the information below in the next submittal will
result in another Return of Application.
2. Please provide a set of the stormwater plan details and calculations that were approved by
Johnston County for Phase One of this project.
3. Please submit plan sheets of Phase One at a scale of 1"= 100' or larger that show one-foot
contour lines and the locations of all inlet and outlet devices. It looks like there may be significant
additional diffuse flow issues at a minimum. Possibly the DWQ may require a full Stormwater
Management Plan for Phase One if the plan approved by Johnston County fails to meet state
regulations

4. For all future phases of the project,please provide a conceptual stormwater management plan that
includes the following:
a. A depiction of the drainage areas on the site.
b. An estimation of the percentage imperviousness associated with each of the drainage
areas.
c. A calculation of the water quality volume associated with each drainage area.
d. A scaled depiction of a proposed BMP(state the type of BMP you plan to use)that is
adequate to remove a minimum of 85 percent TSS and 30 percent TN from the
stormwater generated by the road on the site plan that is correctly sized based on the
water quality volume.
5. A Required Items Checklist with all required items was not included with the level spreader
information. The DWQ will not conduct a detailed technical review until this information is
received. If grading is proposed to achieve appropriate slopes,then proposed new contour lines
must be tied to existing contours.
Please submit this information within 30 calendar days of the date of this letter. If we do not receive this
requested information within 30 calendar days of the date of this letter,your project will be withdrawn and
you will need to reapply with a new application and a new fee.
This letter only addresses the application review and does not authorize any impacts to wetlands,waters or
protected buffers. Please be aware that any impacts requested within your application are not authorized(at
