Per the requirements of the Neuse Riparian Buffer Rule, the stormwater that is discharged from the dry detention basin during the design storm must be discharged through a correctly designed level spreader. Level spreader design requirements are set forth in Chapter 8 of the North Carolina Stormwater BMP Manual, available at: http://h2o,eur.state.nc.uslsu/burp forn-is.htm. Please provide a Level Spreader Supplement Form for each proposed level spreader, available at the same web site. Please include the Required Items checklist and all items listed therein. 3. Please provide plan details and drawdown calculations for the proposed dry detention basin so the DWQ can verify the flow rate that will be directed to the level spreader. 4. Please provide a detail of the location where the high flow bypass system will discharge to the receiving stream. Please also provide a calculation of the outlet velocity during the ten-year storm. If the outlet velocity will be erosive, then you must provide an appropriately sized dissipation device.
