I apologize for that. DWR's concerns which prompted the request for the monitoring stems from the "post construction" conditions on site. The Hydrology Plan proposes to start monitoring the streams in December 2019 and concluding 3 years later, December 2022. Depending on how long construction and final stabilization takes, the monitoring will not provide us with 3 full years of post -construction sampling. I propose that this can be handled easily. I will draft a condition that accepts the Hydrology Monitoring Plan with a modification that monitoring will occur for at least 3 years from the time that the project is released from DEMLR/local government erosion control as a stable site. I reviewed the proposal and am in favor in principle of the plan, pending Sue's comments and our discussion today. I'm glad that you included photo documentation, as our mitigation group has found this information to be quite helpful in their monitoring report evaluation. Camera placement will be very important, and things to consider when choosing locations include: consistent view frame of the thalweg of each channel, visibility to outside parties (i.e. vandalism prevention), and growth of spring/summer vegetation, as leaf -out and herbaceous vegetation growth can obscure the vantage point as we transition through the growing season. Having an upstream and downstream view of each channel could prove useful, given that any water in the channel at the toe of the fill slope may be relatively stagnant. Also, our mitigation group showed me a file sent in by another consultant using video cameras rather than single shot cameras. The result was a montage of once -daily video snippets (1 or 2 second videos) that the consultant had stitched together for the monitoring period and placed on YouTube. It was able to clearly show not just water in the channel, but actual flow (that is, until the new vegetation growth obscured the view).
