Hello Scott. Per item #2 of my email sent 11/18/2019, 1 received a response from the State Historic Preservation Office
(see attached). Please review the letter and respond to the following:
In order for SHPO to concur with a No Adverse Effect finding to the Glencoe Mill Village Historic District (AM0003), will
the applicant be able to comply with the four bulleted items on the first page of the attached letter? If so, please
resubmit the project plans showing these changes.
Further, SHPO raises a valid point regarding potential archeological resources within the permit area. As such, in order to
continue Section 106 consultation, please complete a comprehensive archaeological survey within the project limits of
disturbance and submit a copy of the report to the Corps and SHPO (per their requirements). Prior to conducting the
survey, we strongly recommend that you consult with the Review Archaeologist from the Office of State Archaeology to
discuss appropriate field methodologies.
As noted previously, I cannot verify the use of any Nationwide Permit until consultation pertaining to Section 106 of the
National Historic Preservation Act is complete.
As an alternative to the above, you could redesign the project to avoid all impacts to wetlands and other potential
waters of the US, such that the project would no longer require authorization per Section 404 of the Clean Water Act. If
you choose this route, please send me revised plans clearly showing the wetland areas verified during the 5/29/2019
site visit as well as the new plans including the limits of disturbance.

Thank you for your PCN and attached information, dated 11/4/2019, for the above referenced project. I have reviewed
the information and need clarification before proceeding with verifying the use of Nationwide Permit 39 <http://saw-
reg.usace.army.mil/NWP2017/2017NWP39.pdf>. Please submit the requested information below (via e-mail is fine)
within 30 days of receipt of this Notification, otherwise we may deny verification of the use of the Nationwide Permit or
consider your application withdrawn and close the file:
1) The PCN references 0.001 acre of proposed wetland impacts for the project, however the project plans included
with the PCN do not show the wetland areas verified during the 5/29/2019 site visit. Further, the plans do not show the
footprint of the proposed wetland impact. Please add the wetland polygons to the plans, and provide shading or other
indication that clearly depicts the footprint of the proposed wetland impacts.
2) Given that the proposed project activities occur within a National Register of Historic Places boundary, I have
initiated informal consultation with the State Historic Preservation Office; they require up to 30 days to respond to our
coordination request. Please note that I cannot verify the use of any Nationwide Permit until consultation pertaining to
Section 106 of the National Historic Preservation Act is complete.

Dear Mr. Bailey:
Thank you for your email of November 18, 2019, regarding the above -referenced undertaking. We have
reviewed your submittal and offer the following comments.
Please note that the project is within the Glencoe Mill Village Local Historic District and may require a
Certificate of Appropriateness. Contact Tonya Caddle, Alamance County Historic Properties Commission, at
tonya-caddle&alamance-nc.com, or 336-570-4052.
The project is also within the National Register -listed Glencoe Mill Village Historic District (AM0003). As
proposed, the project will have no adverse effect on the district based on the following conditions being
implemented.
• If practicable, the Geoblock porous pavement system should be vegetated rather than gravel filled to
lessen the visual impact.
• Efforts should be made to minimize disturbances caused by using machinery during staging and
operations.
• Minimize the removal of trees and other healthy vegetation not directly within the APE.
• Areas impacted by construction activities, should be returned to pre -construction condition upon
project completion.
This district is one of the best -preserved mill villages in North Carolina and was listed on the National Register
of Historic Places in 1979 under Criteria A, B, and D. The 1913 Sanborn Fire Insurance Maps of Burlington,
NC, show that there are structures within the project area that relate to the Glencoe Mill Village.
Archaeological features associated with these structures may include warehouses, offices, employee housing,
stables, reservoirs, privies, and other outbuildings.

Prior to the initiation of any ground disturbing activities within the proposed project area, we recommend a
comprehensive archaeological survey of the project area be conducted by an experienced historical
archaeologist. The purpose of this survey will be to identify and evaluate the significance of archaeological
remains that may be damaged or destroyed by the proposed project. Potential effects on unknown resources
must be assessed prior to the initiation of construction activities.
Our office now requests consultation with the Office of State Archaeology Review Archaeologist to discuss
appropriate field methodologies prior to the archaeological field investigation. A list of archaeological
consultants who have conducted or expressed an interest in contract work in North Carolina is available at
https://files.nc.gov/dncr-arch/Consultants-List-2019-08-columns.pdf. The archaeologists listed, or any other
experienced archaeologist, may be contacted to conduct the recommended survey.
One paper and one digital copy of all resulting archaeological reports, as well as one digital copy of the North
Carolina site form for each site recorded, should be forwarded to the Office of State Archaeology through this
office for review and comment as soon as they are available and in advance of any construction or ground
disturbance activities. All Reports should adhere to the OSA report guidelines found at
https://files.nc.gov/dncr-arch/OSA Guidelines Dec2017.12df.
The above comments are made pursuant to Section 106 of the National Historic Preservation Act and the
Advisory Council on Historic Preservation's Regulations for Compliance with Section 106 codified at 36 CFR
Part 800.
