PROJECT SUMMARY: The applicant is proposing to construct a nine (9) unit condominium complex and associated community dock with ten (10) boat slips. Riverview Properties/Governor's Landing Page 2 9. PROTECT DESCRIPTION The project is located on the east bank of the Cape Fear River, adjacent to the south side of Nun Street, in downtown Wilmington, in New Hanover County. The property is a .85 acre tract, with approximately 220 feet of river frontage and 175 feet in depth. The property has an average elevation of +20 feet above mean sea level. The majority of the property is currently a gravel parking lot. There are several mature hardwood trees and an existing building on the property. The building currently serves as leased storage for the Cape Fear Rowing Club. Along the shoreline, there are the remnants of an old concrete bulkhead in various states of disrepair. In addition to the old bulkhead, there is a grid of old pilings located waterward of the shoreline. These pilings appear to be remnant of some historical or previous wharf. The shoreline is bordered by patches of mixed species wetland vegetation, including: Carex spp., Spartina cynocoroides, and Spartina altemiflora. The Cape Fear River is approximately 1000 feet wide at the project site. It's waters are classified as SC,.by the NC Division of Water Quality. There are no shellfish resources in the project area. At the project site, the Cape Fear River is a designated Primary Nursery Area (PNA), by the NC Division of Marine Fisheries. The highground portion of the project is classified as "Developed" by the Wilmington-New Hanover Land Use Plan. The CAMA Areas of Environmental Concern and any area located in the 100-year flood plain are considered to be classified as "Conservation". The applicants propose to construct a nine (9) unit condominium complex on the property and an associated community docking facility. The development of the property would include the removal of the existing building, old bulkhead, and all of the remnant pilings in the water. A new steel or vinyl sheet piling bulkhead, 185 feet in length, located in approximately the same alignment, would replace the failed concrete wall. The new wall would terminate about 60 feet from the southern property line, as the applicant wishes to retain the existing sandy estuarine beach area. Landward of the new bulkhead, the applicant would construct and subsequently dedicate to the city, a wooden boardwalk, 10 feet wide, that would be consistent with the City of Wilmington's 1984 Riverwalk Improvements Plan. The public boardwalk would terminate with a gazebo, 15 feet in diameter, and elevated over the unvegetated shoreline. The 2 1/2 story condominium complex would be located in the central portion of the tract, with each unit slightly offset from the previous one. The applicant states that parking would be provided beneath the units, as well as, a below ground infiltration system to control storm-water runoff. The City of Wilmington would provide sewer and water to the development. In conjunction with the residential development, the applicants propose to construct a dock, with a boat slip for each of the nine (9) condominium units and one (1) additional slip for owners guest use. The proposed floating dock would be located parallel to the shoreline and accessed by a ramp from the new bulkhead. The dock would be 140 feet long and 8 feet wide, with five (5) perpendicular finger piers, 30 feet long and 4 feet wide, located 35 feet on center, on it's waterward (west) side. Two (2) mooring pilings would be installed north and south of the floating dock to complete the end boat slips, and additional mooring pilings would be installed between each finger pier to create the proposed ten (10) boat slips. The structure would be located within the harbor line of the adjacent federal channel. ANTICIPATED IMPACT The proposed residential development would disturb .87 acres of highground. The proposed community pier would incorporate approximately 6840 square feet of estuarine waters and public trust area. River bottom disturbance and temporary turbidity increases would be associated with the removal of the old wharf pilings. The project would provide boating access to the condominium owners, as well as, expand the City of Wilmington's Riverwalk project, by the dedication of the public walkway. Submitted by: E. F. The boatslips will be sold to each homeowner with the remaining slip for guests. The site is currently occupied by a gravel parking lot and a building housing the Cape Fear Rowing Club. (which will be removed - Wilmington Historic District approved on October 8, 1998 - Minor Cama Permit will be applied for through New Hanover County) The existing bulkhead, piling and wharf ruins will also be removed. The property is located at the West End of Nun Street on the south side of the intersection with Water Street. The site has several trees (mostly sycamore and oak) of which we will only remove the ones in the footprint of the proposed buildings and the public riverwalk. A Tree Preservation permit was issued by the City of Wilmington on January 26, 1999. The City also granted °a Special Use permit for the development on December 8, 1998 - SU-21-1098. The site slopes toward the Cape Fear River. The site will be landscaped with terraced gardens located between the units and the river. The current City regulations do not require the installation of a stormwater retention pond to serve this development. The proposed terraced gardens and the bio-retention (underground infiltration system) will control water runoff. The City's appointed project manager for this development is Kaye Graybeal and can be reached at (910) 341-3251. PROTECT DESCRIPTION The project is located on the east bank of the Cape Fear River, adjacent to the south side of Nun Street, in downtown Wilmington, in New Hanover County. The property is a .85 acre tract, with approximately 220 feet of river frontage and 175 feet in depth. The property has an average elevation of +20 feet above mean sea level. The majority of the property is currently a gravel parking lot. There are several mature hardwood trees and an existing building on the property. The building currently serves as leased storage for the Cape Fear Rowing Club. Along the shoreline, there are the remnants of an old concrete bulkhead in various states of disrepair. In addition to the old bulkhead, there is a grid of old pilings located waterward of the shoreline. These pilings appear to be remnant of some historical or previous wharf. The shoreline is bordered by patches of mixed species wetland vegetation, including: Carex spp., Spartina cynocoroides, and Spartina alterniflora. The Cape Fear River is approximately 1000 feet wide at the project site. It's waters are classified as SC, by the NC Division of Water Quality. There are no shellfish resources in the project area. At the project site, the Cape Fear River is a designated Primary Nursery Area (PNA), by the NC Division of Marine Fisheries. The highground portion of the project is classified as "Developed" by the Wilmington-New Hanover Land Use Plan. The CAMA Areas of Environmental Concern and any area located in the 100-year flood plain are considered to be classified as "Conservation". The applicants propose to construct a nine (9) unit condominium complex on the property and an associated community docking facility. The development of the property would include the removal of the existing building, old bulkhead, and all of the remnant pilings in the water. A new steel or vinyl sheet piling bulkhead, 185 feet in length, located in approximately the same alignment, would replace the failed concrete wall. The new wall would terminate about 60 feet from the southern property line, as the applicant wishes to retain the existing sandy estuarine beach area. Landward of the new bulkhead, the applicant would construct and subsequently dedicate to the city, a wooden boardwalk, 10 feet wide, that would be consistent with the City of Wilmington's 1984 Riverwalk Improvements Plan. The public boardwalk would terminate with a gazebo, 15 feet in diameter, and elevated over the unvegetated shoreline. The 2 1/2 story condominium complex would be located in the central portion of the tract, with each unit slightly offset from the previous one. The applicant states that parking would be provided beneath the units, as well as, a below ground infiltration system to control storm-water runoff. The City of Wilmington would provide sewer and water to the development. In conjunction with the residential development, the applicants propose to construct a dock, with a boat slip for each of the nine (9) condominium units and one (1) additional slip for owners guest use. The proposed floating dock would be located parallel to the shoreline and accessed by a ramp from the new bulkhead. The dock would be 140 feet long and 8 feet wide, with five (5) perpendicular finger piers, 30 feet long and 4 feet wide, located 35 feet on center, on it's waterward (west) side. Two (2) mooring pilings would be installed north and south of the floating dock to complete the end boat slips, and additional mooring pilings would be installed between each finger pier to create the proposed ten (10) boat slips. The structure would be located within the harbor line of the adjacent federal channel. ANTICIPATED IMPACT The proposed residential development would disturb .87 acres of highground. The proposed community pier would incorporate approximately 6840 square feet of estuarine waters and public trust area. River bottom disturbance and temporary turbidity increases would be associated with the removal of the old wharf pilings. Revised 03/95 170. 11 GI 26 f The Narrative for Major Cama Permit for Governor's Landing The proposed project will consist of nine townhouses with ten boatslips. The boatslips will be sold to each homeowner with the remaining slip for guests. The site is currently occupied by a gravel parking lot and a building housing the Cape Fear Rowing Club. (which will be removed - Wilmington Historic District approved on October 8, 1998 - Minor Cama Permit will be applied for through New Hanover County) The existing bulkhead, piling and wharf ruins will also be removed. The property is located at the West End of Nun Street on the south side of the intersection with Water Street. The site has several trees (mostly sycamore and oak) of which we will only remove the ones in the footprint of the proposed buildings and the public riverwalk. A Tree Preservation permit was issued by the City of Wilmington on January 26, 1999. The City also granted a Special Use permit for the development on December 8, 1998 - SU-21-1098. The site slopes toward the Cape Fear River. The site will be landscaped with terraced gardens located between the units and the river. The current City regulations do not require the installation of a stormwater retention pond to serve this development. The proposed terraced gardens and the bio-retention (underground infiltration system) will control water runoff. The City's appointed project manager for this development is Kaye Graybeal and can be reached at (910) 341-3251.
