Dear Mr. Williams:
On December 12, 2018, the Division of Water Resources (Division) received your application, requesting
a 401 Certification from the Division for the subject project. On January 25, 2019, the Division
requested additional information on the project and received a partial response to that request on May
31, 2019. Additional information was received on September 27, 2019. On December 12, 2019, the
Division received a request from your agent, David Syster of Southern Environmental Group, Inc. to
withdraw the application. This letter acknowledges your request; your application is withdrawn.
Please be aware that you have no authorization under Section 401 of the Clean Water Act for this
activity and any work done within waters of the state would be a violation of North Carolina General
