Dear Ms.Sandidge:
Professional Service Industries, Inc. (PSI), an Intertek company, has completed an assessment of the
Advance Auto Parts/Carquest distribution facility (AAP DC# 10) located at 2635 East Millbrook Road in
Raleigh, North Carolina to determine if the facility required a National Pollution Discharge Elimination
System (NPDES) Industrial Storm Water General Permit or No Exposure Exclusion under the NPDES
General Permit requirements. The assessment was completed at the request of Advance Auto Parts
("the Client") in accordance with the scope of work outlined in PSI's Proposal Number 0888-275634
(revised), which was authorized by the Client on May 24, 2019.
The conclusions developed herein represent our professional judgment based on information and data
available to us at the time of the assessment, and observations made at the time of our site
reconnaissance.
Mr. Mark McCagg of PSI toured the Raleigh, North Carolina property on June 24, 2019. Site
improvements include a retail store (AAP), a distribution warehouse, and four (4) additional office
buildings known as Owen, Graham, Whitehurst and University. PSI was escorted through the facility and
exterior of the property by Mr. Matthew Howes of AAP. The facility operates as a product warehouse
and distributor of auto parts, fluids, paints, batteries, maintenance chemicals and other automotive-
related products. No manufacturing or repair work is conducted on-site.
Observations made during the site reconnaissance noted that all industrial materials and activities are
conducted indoors and are sheltered from weather elements. Representative photographs of features
observed during site reconnaissance observations are attached, along with a figure depicting relevant
items. Storage tanks associated with emergency generators are enclosed within secondary containment
and are in good general condition. Refuse dumpsters located outside are covered with the exception of
one roll-off general trash dumpster located at the warehouse. Accordin to Mr. Howes, this dumpster is

scheduled for removal to be replaced with an enclosed unit. Based on the information provided by on-
site personnel, as well as site reconnaissance observations, it is believed that AAP DC#10 qualifies for a
No Exposure Exclusion pending replacement of the uncovered dumpster.
Please find attached a partially completed No Exposure Certification For Exclusion from NPDES
Stormwater Permit (Form NCGNE0000), for submittal to the North Carolina Department of
Environmental Quality (NCDEQ) Division of Energy, Mineral and Land Resources (DEMLR), Land Quality
Section. PSI recommends that the attached form be completed and submitted to the NCDEQ DEMLR
Stormwater Program, located at 1612 Mail Service Center in Raleigh, North Carolina 27699-1612.
