HomeMy WebLinkAboutNCG100226_Inspection_20191211Charlotte -Mecklenburg STORM -- WATER Services December 11, 2019 LKQ Salisbury Attn: Jeff Doebler, Plant Manager 3900 Chesapeake Drive Charlotte, NC 28216 Subject: Industrial Facility Inspection LKQ Salisbury Dear Mr. Doebler: 2145 Suttle Avenue Charlotte, NC 28208-5237 On November 21, 2019, Matt Santiago and Corey Baumgardner of Charlotte -Mecklenburg Storm Water Services (CMSWS) conducted an inspection of the above referenced facility as a requirement of the City of Charlotte's NPDES Permit, NCS000240, Part II, Section H. Inspection authority is granted by Charlotte City Code Chapter 18, Article III, Section 18-82. At the time of inspection, the facility was observed to be in compliance with the City of Charlotte Storm Water Pollution Control Ordinance. The inspection was also conducted as part of a cooperative working agreement between Mecklenburg County and the North Carolina Department of Environmental Quality (NCDEQ) — Division of Energy, Mineral and Land Resources (DEMLR). NCDEQ — DEMLR has been copied on this report and made aware of the following observations regarding the facility's NPDES stormwater permit: 1) Stormwater Pollution Prevention Plan (SPPP) A Stormwater Pollution Prevention Plan (SPPP) has been developed, recorded, and implemented. 2) Qualitative Monitoring Qualitative monitoring has been conducted and recorded. 3) Analytical Monitoring Analytical monitoring has been conducted and recorded. 4) Stormwater Facility Inspections A facility inspection was performed on September 4, 2019. No facility inspection was performed for the first half of the year. The facility buys used vehicles and sells automotive parts and equipment. File Review/History: This facility was previously inspected by Charlotte -Mecklenburg Storm Water Services on January 29, 2015. The property was observed to be in compliance with the NGC100226 permit and Charlotte -Mecklenburg County Stormwater Pollution Prevention Ordinance. Inspection Summary: During the inspection, the LKQ Salisbury, Inc. facility was observed to be in compliance with the City of Charlotte Stormwater Pollution Control Ordinance. Minor oil staining was observed around the vehicles as a result of customers removing engine parts. According to facility personnel, stains are cleaned with spill clean material and disposed of.
