Middleburg Apartment Community project boundary consists of approximately 9.84 acres. The site is bounded to the north by North by River Road, to the West by Harpswell Plaza, the East by Silver Lake, and South by Watercraft Ferry Avenue. On August 15, 2019 Watercraft Ferry Avenue (WQ0038060) was permitted with zero flow. The nature of this FTA submittal is to permit a public system consisting of gravity sewer to service Middleburg Apartments connecting to this gravity sewer system and requests 63,500 GPD wastewater allocation produced by 250 apartments, dogwash, and maintenance building. Middleburg Real Estate Partners will install the gravity sewer. The Cape Fear Public Utility Authority (CFPUA) will own and maintain the system. Currently, existing 10" gravity sewer was installed as part of the Marina Village project to convey wastewater from Marina Village back to pump station No. 1 (WQ0038060) located in Conventional Phase I. Conventional Phase I was a modification to this permit (WQ0038060MOD). At this time, the proposed project is anticipated to be a modification to this project. 6" PVC gravity sewer main will be installed from the sanitary sewer main to Watercraft Ferry Avenue right-of-way. This new gravity system is designed in accordance with the NCDENR minimum design criteria. Appropriate horizontal and vertical clearances will be provided when proximal to the proposed storm drainage system and the proposed water system.
