HomeMy WebLinkAboutNCG030619_Inspection_20191209Charlotte -Mecklenburg STORM WATER Services December 9, 2019 Reman Technologies Attn: Gustavo Bossle, Site Director 11421 Reames Road Charlotte, NC 28269 Subject: Industrial Facility Inspection Reman Technologies Dear Mr. Bossle: 2145 Suttle Avenue Charlotte, NC 28208-5237 On November 25, 2019, Dustin Moffitt of Charlotte -Mecklenburg Storm Water Services (CMSWS) conducted an inspection of the above referenced facility as a requirement of the City of Charlotte's NPDES Permit, NCS000240, Part II, Section H. Inspection authority is granted by Charlotte City Code Chapter 18, Article III, Section 18-82. At the time of inspection, the facility was observed to be in compliance with the City of Charlotte Storm Water Pollution Control Ordinance. The inspection was also conducted as part of a cooperative working agreement between Mecklenburg County and the North Carolina Department of Environmental Quality (NCDEQ) — Division of Energy, Mineral and Land Resources (DEMLR). NCDEQ — DEMLR has been copied on this report and made aware of the following observations regarding the facility's NPDES stormwater permit: 1) Stormwater Pollution Prevention Plan (SPPP) A Stormwater Pollution Prevention Plan (SPPP) has been developed, recorded, and implemented. 2) Qualitative Monitoring The facility conducts monthly site inspections. The documentation of these inspections does not meet all requirements of the permit. The facility should perform the semi-annual qualitative monitoring during qualifying rain events and document all parameters listed in Part II, Section C, Table 3. 3) Analytical Monitoring= Analytical monitoring has been conducted and recorded for the second monitoring period of 2019. A benchmark exceedance of copper was found during the most recent monitoring period. The facility remanufactures engines and transmissions for large commercial vehicles. All manufacturing activities are conducted indoors. File Review/History: The site was last inspected by CMSWS on 10/28/2014. During the inspection, the facility was found to be in compliance with the City of Charlotte Storm Water Ordinance but had benchmark exceedances and entered tiered monitoring. Inspection Summary: The site was found to be in compliance with the City of Charlotte Storm Water Pollution Control Ordinance. Above ground storage tank(s), and Recommendation The facility has one 1,000-gallon diesel aboveground storage any associated venting — list size and tank(AST), one 600-gallon used oil AST, one 300-gallon contents transmission fluid AST, one 600-gallon new oil AST, and multiple 55-gallon drums. All of these are located in a covered area with secondary containment. One 250-gallon double -walled diesel tank is located at the northeast portion of the property not under cover. CMSWS recommends keeping an updated inventory of ASTs in the Stormwater Pollution Prevention Plan (SPPP). Underground storage tank(s) - fill port No One underground storage tank (UST) is located on site for area; list tank sizes & contents clean water storage. The clean water is used for machine cooling. No stormwater issues were observed. Outdoor material storage area(s) No Engine and transmission components are stored outside at the facility before they are ready to be refurbished. UV -resistant tarps are used to cover these components. CMSWS recommends that the facility continue to ensure that all materials stored outdoors are continued to be stored in a manner that prevents potential for stormwater pollution. The loader washing, storage, etc. was in working order but had exposed greasy parts. CMSWS recommends that the facility maintain all equipment and store it in a manner that prevents contact with stormwater. Oil/water separator and/or Recommendation The facility has one oil/water separator on site. Flow from the pretreatment covered storage areas as well as indoor floor drains goes to the oil/water separator. According to facility personnel, the oil/water separator is serviced as needed. CMSWS recommends keeping service records on site. Waste storage/disposal area - Recommendation The facility has one municipal dumpster, one roll off municipal dumpsters, scrap metal bins, etc. dumpster, one cardboard roll off dumpster, and one scrap metal dumpster. Multiple dumpsters on site were observed to be rusted and damaged. CMSWS recommends that the facility ensure that any rusted or damaged dumpsters are replaced or stored under cover to protect water quality. Indoor processing area(s) No No stormwater issues were observed in the indoor processing area. Floor drains No No stormwater issues were observed with the facility's floor drains. All floor drains discharge to the oil/water separator which is plumbed to the sanitary sewer. No documentation has been made since 2017. As per Part II, Section A, #8(a) of the NCG030000 permit, the facility should update the list of significant spills annually and notate "no spills occurred" when applicable. The facility should conduct qualitative monitoring semi-annually and document all the required parameters as per Part II, Section C of the N00030000 Permit. Analytical monitoring conducted Recommendation Analytical monitoring was conducted on 7-23-2019 but no semi-annually documentation was observed for monitoring period 1 of 2019. The facility should conduct semi-annual analytical monitoring as required in Part II, Section B of the NCG030000 Permit. A benchmark exceedance of copper was recorded during the monitoring event. The facility should also refer to the Tiered monitoring tables in Section B of the permit. Benchmark exceedances should be responded to and documented as listed in Section B.
