On November 25, 2019, Dustin Moffitt of Charlotte -Mecklenburg Storm Water Services
(CMSWS) conducted an inspection of the above referenced facility as a requirement of the City
of Charlotte's NPDES Permit, NCS000240, Part II, Section H. Inspection authority is granted by
Charlotte City Code Chapter 18, Article III, Section 18-82. At the time of inspection, the facility
was observed to be in compliance with the City of Charlotte Storm Water Pollution Control
Ordinance.
The inspection was also conducted as part of a cooperative working agreement between
Mecklenburg County and the North Carolina Department of Environmental Quality (NCDEQ) —
Division of Energy, Mineral and Land Resources (DEMLR). NCDEQ — DEMLR has been copied
on this report and made aware of the following observations regarding the facility's NPDES
stormwater permit:
1) Stormwater Pollution Prevention Plan (SPPP)
A Stormwater Pollution Prevention Plan (SPPP) has been developed, recorded, and implemented.
2) Qualitative Monitoring
The facility conducts monthly site inspections. The documentation of these inspections does not
meet all requirements of the permit. The facility should perform the semi-annual qualitative
monitoring during qualifying rain events and document all parameters listed in Part II, Section C,
Table 3.
3) Analytical Monitoring=
Analytical monitoring has been conducted and recorded for the second monitoring period of 2019.
A benchmark exceedance of copper was found during the most recent monitoring period. The
facility should conduct analytical monitoring semi-annually and document all actions taken during
tiered monitoring as per Part II, Section B.

Facility Description: The Reman Technologies facility is located at 11421 Reames Road in Charlotte, NC on
approximately 12-acres. The facility remanufactures engines and transmissions for large commercial vehicles. All
manufacturing activities are conducted indoors.
File Review/History: The site was last inspected by CMSWS on 10/28/2014. During the inspection, the facility was
found to be in compliance with the City of Charlotte Storm Water Ordinance but had benchmark exceedances and
entered tiered monitoring.
Inspection Summary: The site was found to be in compliance with the City of Charlotte Storm Water Pollution Control
Ordinance. Please see the report for comments and recommendations.

The facility uses one loader throughout the site. The loader

recommends that the facility maintain all equipment and
store it in a manner that prevents contact with stormwater.

the oil/water separator. According to facility personnel, the
oil/water separator is serviced as needed. CMSWS
recommends keeping service records on site.

The facility has one municipal dumpster, one roll off municipal
dumpsters, scrap metal bins, etc.
