BOX 429 ® KINGS MOUNTAIN, NORTH CAROLINA 28086 . 704-734-0333 Subiect: Notice of Violation Response Tracking Number: NOV-2019-LV-0721 Dear Mr. Basinger, Pilot Creek WWTP received the above -mentioned NOV dated October 7, 2019. Violations for this notice have been found exceeding arsenic daily max and monthly average limits. Daily max exceedances was found on 8/8/2019 and 8/15/2019, with the monthly average exceeded also. We believe a few different events caused the exceedance. Listed below are the findings of the investigation: • Midge flies have become an issue at Pilot Creek, the plant is currently treating for this infestation. Midge flies consume sludge in the aeration basins causing an extremely low MLSS. • Cormetech was discharging arsenic higher than normal. Results were provided from Cormetech that stated arsenic was analyzed internally with results as follows: Sample [late (Date) Average As internal Result (mg/L) Flaw Total from Day (Gal/Day) Weight of Arsenic Discharged (##/Day) Tuesday, August 6, 2019 2.97 75,000.00 1.86 Wednesday, August 7, 2019 0.51 110,000.00 0.47 Thursday, August 8, 2019 No Data 50,000.00 No Data Friday, August 9, 2019 2.30 45,000.00 0.86 Tuesday, August 13, 2019 1.56 110,000.00 1.43 Wednesday, August 14, 2019 0.25 100,000.00 1 0.21 Thursday, August 15, 2019 1.27 1 90,000.00 1 0.95 * Shealy Data * Shealy Data • Proper mixing in the basins at the facility has been an issue for some time now. The City is in the process of addressing the power issue we have currently in order to allow more power at the plant to operate mixers in the aeration basins. • F/M data from the beginning of August to date has decreased significantly. The Historical City The following corrective actions have taken place to address the non-compliance: ® POTW is treating the midge fly issue with "Aquabac and Bugjuice" from Aquafix, Inc. ® The pretreatment department is completing weekly sampling at Cormetech to determine the amounts of arsenic (and all other parameters) that are discharged from the facility. ® The POTW is working with the electric department and Duke Energy to address the power coming into the plant. Quotes have been received on the mixers. ® Adjustments have been made in hopes of increasing the F/M at the plant. Arsenic sampling results yielded 140 µg/L on 09/05/2019 (acceptable results).
