We respectively submit this application for a Fast Track Sewer Extension Permit on behalf of the
Orange Water and Sewer Authority for the subject project. This project replaces a portion of
existing 30-inch ductile iron force main with with a new 30-inch PVC force main. The existing 30-
inch ductile iron pipe will be removed, and the proposed 30-inch PVC pipe will be installed in the
same location, both within public right-of-way and existing OWASA easement. No additional flow
will be added during this project. It is McKim & Creed's understanding there is no permit number
available for the existing force main scheduled for replacement.

DESIGN NARRATIVE
1. GENERAL
This project is identified as the Emergency Force Main Repair, 30-inch Replacement Force Main
at Rogerson Drive for the Orange Water and Sewer Authority (OWASA). This project involves
the design and construction of approximately 1300 LF of 30-inch polyvinyl chloride (PVC)
sanitary sewer force main to replace a failed portion of the existing ductile iron force main.
The project is located at the intersection of Rogerson Drive and NC-54 in Chapel Hill. The
project begins on the south side of NC-54 near a pedestrian asphalt path associated with the
East54 commercial center at an existing valve cluster on the force main, travels east along NC-
54, traverses north below NC-54 and proceeds north along Rogerson Drive where it connects to
the existing force main. In addition, a new crossing underneath NC-54 was needed for a full-
size bypass of the existing (failed) force main, resulting in the installation of a new 60-inch steel
encasement pipe with 30-inch PVC force main carrier pipe at Oakwood Drive. The new
crossing of NC-54 at Oakwood Drive will be interconnected with the new replacement force
main with a series of valves to provide for future bypass, in the event future bypass is needed.
The failure of the existing 30-inch ductile iron force main occurred on April 12, 2019,
Temporary line stops were installed on the existing force main (approximately 550 LF apart) in
Rogerson Drive and connected using temporary, above -ground HDPE pipe to provide for
sewer bypass of the failed section of existing 30-inch ductile iron force main. Upon initiation of
repairs to the failed section of existing force main in Rogerson Drive, additional sections of
severely corroded 30-inch ductile iron force main were discovered and in need of replacement.
The first phase of replacement force main was initiated in Rogerson Drive, starting on the
north side of the Rogerson Drive, NC-54 intersection and progressing north along Rogerson
Drive for approximately 515 LF; new 30-inch PVC force main was installed to directly replace
the existing 30-inch ductile iron force main in this section.
Upon completion of the first phase of replacement force main in Rogerson Drive, a new section
of 30-inch PVC force main was installed at Oakwood Drive, traversing under NC-54 and
ending on the south side of NC-54 near the East54 commercial development. The crossing of
NC-54 was accomplished by bore & jack installation of new 60-inch steel casing pipe. With the
new crossing of NC-54 at Oakwood Drive installed, the temporary above -ground bypass was
extended from Rogerson Drive to Oakwood Drive and connected to the new 30-inch PVC force
main under NC-54. Temporary, above -ground bypass was then extended from the south side
of the Oakwood / NC-54 crossing, along the south side of NC-54 and connected to an existing
valve on the existing force main near A -Loft Hotel, With the bypass now extended from
Rogerson Drive to Oakwood Drive, under NC-54 at Oakwood Drive and connected to an
existing valve on the existing force main on the south side of NC-54, OWASA was able to
utilize CCTV to evaluate additional sections of the existing 30-inch ductile iron force main from
Rogerson Drive, underneath the existing crossing at NC-54 and along the south side of NC-54
up to an existing valve on the force main near A -Loft Hotel. The CCTV evaluation provided
evidence of heavy corrosion on the reviewed sections of existing 30-inch ductile iron force
main, resulting in continuation of the replacement force main from Rogerson Drive, under NC-
54 (through an existing 48-inch steel casing pipe) and along the south side of NC-54. The
existing ductile iron force main is to be replaced with new 30-inch PVC force main, for a total
of approximately 1300 LF of replacement force main.

Replacement of the failed and corroded sections of the existing force main are a priority for
OWASA, and installation of new 30-inch PVC force main is progressing at the site, while the
temporary, above -ground bypass remains in service until the replacement force main is
complete.
2. EXISTING SITE AND PROPOSED IMPROVEMENTS
The project is located in the Town of Chapel Hill, within public right-of-way and an existing
OWASA sanitary sewer easement. Where possible, this project installs the new 30-inch PVC
force main in the same location as the portion of the existing 30-inch DI force main being
replaced. Current flows from the existing force main have been diverted to a temporary, above-
ground HDPE bypass force main so the new 30-inch PVC force main can utilize the existing
(failed) force main alignment. Additional easements will not be obtained for this project. Since
this project replaces an existing force main, additional flow will not be added to the s stem.
The Rogerson Drive Force Main discharges directly to the Mason Farm Waste Water Treatment
Plant. Therefore, there are no additional pump stations between the project area and the
treatment plant, and no pump stations are included in this project. Consequently, the FTSE (10-
18) form is not applicable and has not been completed for this application.

Good afternoon Ted,
To provided some clarification as to the overall scope of the project:
1) Removal of approximately 840LF of existing 30" DI FM and approximately 460LF of existing 24" DI FM and direct
replacement with new 30" PVC FM; the far downstream end of the replacement connected to existing 24" FM,
resulting in approximately 46OLF of existing 24" DI FM being upsized to new 30" PVC FM in same horizontal
alignment; vertical alignment was adjusted to accommodate new piping and force new local high point for air
release valve installation. Green cloud on attached aerial shows extents of existing 24" replaced with new
30". Remainder of direct replacement under Hwy 54 and along Rogerson Drive was existing 30" DI FM replaced
with new 30" PVC FM (heavy black line on attached with no cloud).
2) Installation of approximately 220LF of new 30" PVC FM (including new crossing of Hwy 54 at end of Oakwood
Drive), in a location outside of the FM alignment described in item 1 above. See red cloud on attached
aerial. This section of new 30" PVC FM includes permanent 24" stub -outs at each end, to accommodate bypass
piping connections for use during replacement of existing FM referenced in item 1 above.
With this said, it appears the approximately 460LF section of existing 24" which was upsized to 30", along with the new
section of 30" under Hwy 54 (at Oakwood Drive) are the two sections that require permitting.
Please let me know if we need to modify our permit submittal, based on this information.

We are reviewing the subject application. There were no additional lengths of sewer line to be permitted in the
application. It appears from the narrative that —1300 If of 30-inch FM will be removed and replaced in the same
location. If this is the case, and the project complies with the 2T rules below, no permit is required.
The narrative also included a new crossing underneath NC-54. Is this a different location for the FM than the original
location? If so, this length of FM wll need to be permitted.
Please review the 2T rules below and determine if all of this project meets the deemed permitted rules. If not, Please
advise after your review.
15A NG4C 02T.0303 PERMITTING BY REGULATION
(a) The following systems shall be deemed permitted pursuant to Rule .0113 of this Subchapter if the system meets the
criteria in Rule .0113 of this Subchapter and all criteria required for that system in this Rule:
(4) the following sewer operations, provided that the work conforms to all rules, setbacks and design standards,
record drawings of the completed project are kept for the life of the project; and
new sources of wastewater flow, immediate or future, are not planned to be connected to the sewer other
than previously permitted but not yet tributary:
(A) rehabilitation or replacement of sewers of the some size and with the some horizontal and vertical
alignment;
(B) rehabilitation or replacement of public 6-inch sewers with 8-inch sewers, provided that the
rehabilitation or replacement is to correct deficiencies and bring the sewer up to
current standards;
(C) line relocations of the same pipe size and within the some right-of-way or easement;
(D) parallel line installations of the same size and within the right-of-way or easement where the existing
line will be abandoned,
(E) point repairs
