Re: Tuscarora Landfill Site Expansion
Dear Mr. Zarzecki:
On April 19, 1999 John Domey, Eric Fleek, and I made a site visit to the Tuscarora Landfill in
Carven County to determine the extent of jurisdiction of the Neuse River Riparian Buffer
Rule on the two expansion sites that you identified in your April 9, 1999 facsimle. We
found an existing old agricultural ditch through Area #3 that appears to drain to the
headwaters of Beaverdam Creek. The ditch has become "naturalized" and would
probably be considered a linear wetland area but is not subject to the Neuse River
Riparian Buffer Rules.
Area #2 appears to be a pine flat with hydric soils with old man made ditches through it.
These ditches also would not be subject to the Neuse River Riparian Buffer Rules.
However, further drainage of jurisdictional wetlands on this tract would not be allowed
under the States wetland standards. Also, the normal 404/401 wetland permitting process
would apply to the proposed landfill expansion.

Buffer determinations on the purposed Tuscarora Landfill Site Expansion (see attached

Washington Regional office to accomplish the verification since early March (see
below).
