PLANNING ASSESSMENT ADDENDUM (PAA)
Submit a planning assessment addendum for each pump station listed in Section 11 where Available
Capacity is < 0.
Pump Station (Name or Number):

a. The proportion and amount of Obligated, Not Yet Tributary Daily Flow (C) accounts for

b. The rate of activation of this obligated, not yet tributary capacity is currently approximately
MGD per year; and that
c. A funded Capital Project that will provide the required planned capacity, namely

d. The following applies:
The Citv of Hieh Point met with NCDEO on February 9, 2017 to discuss the flow allocation
to Riverdale Pump Station while the station was being studied for an additional increased
capacity of 2.0 MGD. As a result of the meeting the City and DEQ agreed that the current
average daily flow for the Riverdale Pump Station was 8.4 MGD. The City of High Point
has contracted with 3 engineering firms to expand the capacity of the Riverdale
Pump Station to 30 MPD. The pump station upgrades are anticipated to be completed
December 2019.
Therefore:
Given reasonably expected conditions and planning information, there is sufficient justification to
allow this flow to be permitted, without a significant likelihood of over -allocating capacity in the
system infrastructure,
I understand that this does not relieve the collection system owner from complying with G.S. 143-
215.67(a) which prohibits the introduction of any waste in excess of the capacity of the waste
disposal system.

project. Included in this package are the following:

The proposed private sanitary sewer extension will serve 72 apartment units for Avondale Trace
Apartments. The project is located on 5206 W. Wendover Avenue in High Point, North Carolina.
A public sewer extension will be permitted for the gravity sewer into the existing 8" sanitary sewer
line owned by the City of High Point. The proposed private sanitary sewer will be installed by
Avondale Trace, LLC and owned and maintained by Avondale Trace, LLC.

ENGINEERING PROJECT NARRATIVE FOR INSTALLATION OF PRIVATE SEWER
Project:
Avondale Trace Apartments, 72 units

Existing Conditions:
The City of High Point has the line capacity and the allocation availability to accept the sewer
flows from this project. The anticipated flows from this project are not expected to cause any
capacity related sanitary sewer overflows or to overburden any downstream pump stations en -
route to the receiving treatment plant under normal circumstances. There is an existing 8" public
sanitary sewer main adjacent to the property along the western side of W. Wendover Avenue that
will serve as the outfall for the project.
Proposed Project:
The project will include 437 L.F. of 8" private sanitary sewer line, 81 LF 6" private sanitary sewer
line and 3 new manholes. The total project will be constructed at one time (i.e. no project
phasing). This project will connect into the existing 8" public sanitary sewer outfall line adjacent to
the property along the western side of W. Wendover Avenue and will be extended the required
distance to service the proposed Avondale Trace Apartments (72 rental apartments, 15,120 gal
per day). The City of High Point, NC has confirmed that adequate capacity is available at the
Eastside Waste Water Treatment Plant to treat the wastewater discharge from this project (see
attached FTSE).
Owner/Operator:
The sewer line extended within this project will be privately maintained by Avondale Trace, LLC.
Permits:
Prior to beginning construction of the proposed sewer line the appropriate NCDEQ Gravity Sewer
Permit will be acquired.
