Sam Ruth Swanek �'-C - Carla Sanderson SUBJECT: Instream Assessment for SOC 67(b) Request Spruce Pine WWTP (SOC #96-03) NPDES Permit No. NC0021423 Mitchell County Summary and Recommendation The Insuvam Assessment Unit has reviewed the request for an instream assessment for the Spruce Pine WWTP. The Town is requesting a Special Order of Consent (SOC) during improvements to the wastewater treatment plant. The existing design flow is 0.600 MGD, and there are future plans for expansion to 1.8 MGD. The total requested SOC flow is 300,000 GPD, which includes excess inflow/infiltration, wasteflow from two correctional facilities and domestic wastewater. SOC limits are requested in stages: Stage 1 has BODS = 50 mg/l and TSS of 60 mg/l; Stage 2 has BODS = 82 mg/1 and TSS = 86 mg/I after the addition of 75,000 GPD proposed prison flow. The SOC also requests a fecal coliform limit of 4001100ml. ; The results of the Level B model analysis indicated that according to the EMC 67 (b) criteria,the predicted dissolved oxygen concentration in the North Toe River was not significantly affected by the additional flow. The EMC 67 (b) criteria, which states that the discharge will not increase the DO minimum by more than 0.5 mg/I or will not extend the . stream length of the DO minimum by more than 0.5 miles, was not violated with the addition of 300,000 GPD. Our analysis determined that the facility can accept the additional flow under the requested SOC limits. Back rg ound The Town of Spruce Pine discharges into the North Toe River in the French Broad River Basin and has a stream classification of C-Trout. The summer 7Q10 flow has been estimated to be 44 cfs with an average flow of 266 cfs. A review of compliance evaluation data shows that from February 1995 to January 1996, Spruce Pine has had eleven contraventions of the flow limit, two contraventions of the BODS limit and three contraventions of the fecal coliform limit. This seems to be a continuation of historical problems, the plant has had meeting these parameters. Eight flow violations occurred in 1993, while there were problems with BOD and TSS in 1991. The yearly average wasteflow of Spruce Pine is 0.691 MGD. r i Instream Assessment for Spruce Pine SOC page 2 Analysis and Discussion An instream assessment was performed using the Level B model framework. The current design flow of the Spruce Pine W WTP is 0.600 MGD and is used as the pre-SOC flow. The Stage 1 SOC flow is 0.825 MGD, which allows for 225,000 GPD of 1/I, existing prison wasteflow and domestic flow that will be added until September 30, 1997. The SOC limits recommended at 0.825 MGD are 50 mg/1 of BODS and 82 mg/1 of TSS. The Stage 2 SOC flow after October 1, 1997 is 0.900 MGD, which allows for the additional 300,000 GPD of III, proposed prison wasteflow and domestic flow. The SOC limits recommended are 82 mg/I of BODS and 86 mg/l of TSS. Three models were run at the flows of 0.600, 0.825 and 0.900 MGD. Waste inputs into the models included 60 mg/l CBOD at 0.6, 100 mg/l of CBOD (50 mg/1 * 2.0) at 0.825 and 164 mg/l of CBOD (82 mg/l * 2.0) at 0.900 MGD. NBOD of 90 mg/l ( NH3 value of 20 mg/l * 4.5) was used at all three flows. The model results predict DO minimums of 7.56, 7.50, and 7.46 mg/l, respectively. This is a difference of 0.06 and 0.08 mg/1 in the instream DO levels and does not demonstrate a significant depression of the instream DO level per 67(b) criteria. Recommendation Based on the model results, the Instream Assessment Unit recommends approval of the 300,000 GPD of additional wasteflow for the Spruce Pine WWTP and the SOC limits of 50 mg/1 of BODS and 60 mg/l of TSS until September 31, 1997; 82 mg/1 of BODS and 86 mg/1 of TSS on October 1, 1997 and until the expiration of the SOC. It is also recommended that the fecal limit of 400/100ml be allowed. All other permitted limitations, and effluent and instream monitoring requirements shall remain the same as in the current NPDES permit. cc: Jeff Bouchelle Central Files WLA File Table 1. Requesting SOC for flow, BOD5, TSS, and Fecal Coliform. SOC flow requested is 0.300 MGD, increasing plant flow to 0.900 MGD. (It should be noted that Avg. Qw prior to SOC is given as 0.691 MGD with the SOC flow requested, post SOC flow should/could be 0.991 MGD. ) Will have to verify with ARO and Compliance Group as to what the post SOC flow requested should be. Last WLA done 2/94 by Goodrich, existing flow of 0.6 MGD and expansion of 0.8 MGD through rerating the plant. Some concern with this rerating expansion with the marginal treatment at the existing flow. Many exceedances for flow and TSS between 1991 and 1993. Application indicated that facility was having some overflow problems in the sewer collection system due to "surcharged" conditions that take place during heavy rainfalls or stream flooding. Can't predict frequency or duration due to unpredictable nature and location of occurrences. Permit issued in June 1994 for 0.6 and 0.8 MGD. Telecon w/ Mike Parker: Spruce Pine has requested for 0.300 MGD of flow which includes: 105,000 GPD - daily excess Inflow/Infiltration 112,500 GPD - WNC correctional facility, existing state prison 75,000 GPD - WNC correctional facility, proposed private prison 7,500 GPD - unspecified domestic flow, can assume new homes etc. 300,000 GPD -75,000 GPD - WNC correctional facility, proposed private prison 225,000 GPD The amount of SOC flow requested by Spruce Pine is only 0.900 MGD. According to Mike, the rerating expansion to 0.8 MGD was never done because Spruce Pine would have had to add a chlorine contact chamber and some other things and they have not done them. Therefore, the design is still at 0.6 MGD. Also said that Spruce Pine was proposing to expand to 1.8 MGD. SOC Limits requested: BODS = 50 mg/I & 82 mg/I TSS = 60 mg/I & 86 mg/I Fecal = 400/100ml The two sets of requested SOC limits for BOD and TSS are before the private prison ties on and after the prison ties on after Oct. 1, 1997. ( Although there is no set date for this prison, Mike does not believe it will occur before this time. There is still some uncertainty as to whether it will actually be constructed in Spruce Pine.) Model Runs Ran Level B models at three Qws: 1) the design flow of 0.6 MGD.(Although the yearly average flow was 0.691 MGD, with ARO saying that Spruce Pine only requested 0.900 MGD, decided to allow only that amount .
