Wastewater Treatment Plant Improvements

Dear Mayor Blevins:
A letter of request for Authorization to Construct was received February
29, 1984, by the Division and final plans and specifications for the subject
project have been reviewed and found to be satisfactory. Authorization is
hereby granted for the construction of a 0.600 MGD wastewater treatment
facility consisting of the existing treatment facilities and the following new
or upgraded facilities such as a mechanical bar screen with influent sampler,
a 1 ,042 GPM influent lift station with dual pumps and high water alarm, an
additional grit chamber, an additional primary clarifier, an intermediate
• 1,042 GPM pump station with dual pumps, high water alarm, and chemical. addition
(caustic) , dual aeration basin with a combined capacity_ of 404,000 gallons
with three (3) 330 CFM blowers and two (2) 1354 GPM recirculation pumps for
the jet-aeration system, a final clarifier with mechanical sludge removal,
sludge recirculation pumps, additional sludge drying beds, rehabilitation of
the existing anaerobic sludge digestor, a chlorinator unit, a continuous
flowmeter/recorder and associated piping, valving and appurtenances to serve
the Town of Spruce Pine wastewater treatment facilities.
This Authorization to Construct is issued in accordance with Part III
paragraph C of NPDES Permit No. NCO021423, issued April 2, 1984, and shall be
subject to revocation unless the wastewater treatment facilities are constructed
in accordance with the conditions and limitations specified in Permit-No. _ __. _
NC0021423.
The Permittee must employ a certified wastewater operator in accordance .
with Part III paragraph D of the referenced permit.
The sludge generated from these treatment facilities must. be disposed of
in accordance with G.S. . 143-215. 1 and in a manner approvable by_ the North .
Carolina Division of Environmental Management.

In event the facilities fail to perform satisfactorily in meeting its
NPDES permit effluent limits, the Town of Spruce Pine shall take such
immediate corrective action as may be required by this Division, including
the construction of additional wastewater treatment and disposal facilities.
