Addendum Correction
The Village at Flowers Plantation — Multiple Crossings (11 and 16) and Special
Condition L Modification

Dear Ms. Flowers:
A 401 Water Quality Certification (#3766) for The Village of Flowers Plantation was first issued
on November 5, 2008, was reissued on March 15, 2010 and February 22, 2013, and amended on
November 10, 2016, December 22, 2016, and July 10, 2017. When the project was originally
permitted/certified, it was understood that the impacts were approximate and subject to change
based on the final design of each road crossing. On September 10, 2019, the Division of Water
Resources (Division) received an additional modification request from Soil & Environmental
Consultants, PA dated September 9, 2019. This modification request involves the final detailed
design for Crossings #11 and 16 related to a modification of the road infrastructure. This
addendum correction replaces the addendum issued on July 10, 2017 to include modified
stream impacts for Crossings #11 and 16 and additional wetland impacts for Crossing #16.
By copy of this letter, 401 Water Quality Certification #3766 is modified as described below.

location upstream approximately 460 feet. The permanent perennial stream impacts
decreased from 60 linear feet (LF) to 52 LF. The temporary stream impacts increased from
20 LF to 49 LF.

• Road Crossing#16—Revise road infrastructure to a parkway design and move the crossing
location upstream approximately 190 feet. The permanent intermittent stream impacts
decreased from 95 linear feet (LF) to 50 LF. The temporary stream impacts increased from
20 LF to 33 LF. In addition, 547 square feet of temporary wetland impacts are now
authorized as a component of the redesigned Crossing #16.
• For mitigation purposes and in compliance with Condition L, Phase 6 (Impact Areas #11,
16, and 17) stream mitigation decreased from 60 LF to 52 LF and wetland mitigation
increased from 0.007 acres to 0.01 acres. The 52 LF of stream credit are to be satisfied
through a compensatory mitigation payment to the NC Division of Mitigation Services
pursuant to the acceptance letter dated September 4, 2019. The 0.01 acre of Riparian
Wetland Mitigation credit from the Hannah Bridge Site is to be satisfied through a
compensatory mitigation payment to Resource Environmental Solutions, pursuant to the
acceptance letter dated September 4, 2019.
It is important to note that Johnston County was delegated Neuse Riparian Buffer Rule
implementation within their jurisdiction on January 9, 2014. Since this project is located within
Johnston County's jurisdiction, any impacts to the Neuse River Riparian Buffer and/or any buffer
authorizations required for this project would need to be authorized by Johnston County. All
other conditions in the 401 Water Quality Certification #3766 remain unchanged and are in effect.
This completes the review of the Division under section 401 of the Clean Water Act and 15A NCAC
