9. NARRATIVE DESCRIPTION:
Project Setting
The joint application involves two individual lots located in Blair Pointe
Subdivision, off Blair Pointe Road, adjacent to the Newport River, in Morehead City,
Carteret County. Both lots are currently unimproved. Lot #6 is owned by John Gainey
and is approximately 200' wide while lot #7 owned by Kenneth Wagner, Jr. is
approximately 100' wide. A 130' wide border of intertidal marsh runs the width of both
properties. A 5' wide X 168' long joint dock with a 12' X 20' floating platform and a
10' X 12' uncovered boatlift originates along the common property line of the two lots.
Water depths along the existing dock are extremely shallow, but drop off significantly
some 175' from shore. At 190' from the MHW mark water depths are a -6' below
MLW. The established pier head alignment is set by the docks located on lot #13 to the
south and the common dock on lots #4 and #5 to the north. There were no SAVs noted
during the field visit.
Project Description
The applicants propose to extend the existing 5' X 168' joint pier an additional 22
feet to gain additional water depth. In addition, the applicants propose to construct two
3' X 25' long finger piers, construct a 12' X 20' fixed gazebo, install three 10' X 12'
uncovered boatlifts and relocate an existing 10' X 12' uncovered boatlift. The proposed
dock would be 16' short of the established pier head alignment. Water depths at the end
of the dock would be approximately -6' below MLW.
Anticipated Impacts
The extension of the pier, along with the two finger piers and the additional
platform would usurp and shade approximately 500 frz of shallow water habitat and
Public Trust Areas and Estuarine Waters of the Newport River. The area enclosed by
the three additional boatlifts would usurp another 360 fe of Public Trust Areas and
Estuarine Waters. The joint pier provides access for two lots and the additional slips
would provide additional dockage without the impact associated with a second access
pier. Based on the pier being located within the established pier head alignment, there
should be negligible impact on navigation and to the boating public. As with any pier
construction, some short-term increases in turbidity would be expected during piling
installation.

Wagner & Gainey received a General CAMA permit (No. 021006-c) for the construction
of a dock with two boat lifts on 10/29/98. The dock was built on the property line
between Lots 6 and 7 in the Blair Pointe Subdivision, Morehead City, NC
This application is a Major CAMA application requesting the following additions to the
existing dock :
1. The addition of two boat lifts (total of four)
2. Addition of a covered 12 X 20 dock
3. Addition of two 3' X 25' finger piers to service the boat lifts
4. The extension of the dock to be 18' overall longer than existing. The enclosed Cox
Survey shows that the existing dock is 34.3' shorter that would be allowed if the dock
were built to the line showing the extent of Dock Construction for adjacent docks.
The total square feet of decking is 630 SQ.FT. including the two 3' X 25' finger piers
which consist of 150 SQ.FT.
This dock application is for a dock that serves two families. Therefore only one dock will
be built where two are allowed. See table below:

• A copy of the deed (with state application only) or
other instrument under which the applicant claims title
to the affected properties. If the applicant is not
claiming to be the owner of said property, then
forward a copy of the deed or other instrument under
which the owner claims title, plus written permission
from the owner to carry out the project.
• An accurate, dated work plat (including plan view
and cross-sectional drawings) drawn to scale in black
ink on an 8 1/2" by 11" white paper. (Refer to
Coastal Resources Commission Rule 7J.0203 for a
detailed description.)
Please note that original drawings are preferred and
only high quality copies will be accepted. Blue-line
prints or other larger plats are acceptable only if an
adequate number of quality copies are provided by
applicant. (Contact the U.S. Army Corps of
Engineers regarding that agency's use of larger
drawings.) A site or location map is a part of plat
requirements and it must be sufficiently detailed to
guide agency personnel unfamiliar with the area to the

site. Include highway or secondary road (SR)
numbers, landmarks, and the like.
• A Stormwater Certification, if one is necessary.
• A list of the names and complete addresses of the
adjacent waterfront (riparian) landowners and
signed return receipts as proof that such owners
have received a copy of the application and plats
by certified mail. Such landowners must be advised
that they have 30 days in which to submit comments
on the proposed project to the Division of Coastal
Management. Upon signing this form, the applicant
further certifies that such notice has been provided.

9. NARRATIVE DESCRIPTION:
Project Setting
The joint application involves two individual lots located in Blair Pointe
Subdivision, off Blair Pointe Road, adjacent to the Newport River, in Morehead City,
Carteret County. Both lots are currently unimproved. Lot #6 is owned by John Gainey
and is approximately 200' wide while lot #7 owned by Kenneth Wagner, Jr. is
approximately 100' wide. A 130' wide border of intertidal marsh runs the width of both
properties. A 5' wide X 168' long joint dock with a 12' X 20' floating platform and a
10' X 12' uncovered boatlift originates along the common property line of the two lots.
Water depths along the existing dock are extremely shallow, but drop off significantly
some 175' from shore. 'At 190' from the MHW mark water depths are a -6' below
MLW. The established pier head alignment is set by the docks located on lot #13 to the
south and the common dock on lots #4 and #5 to the north. There were no SAVs noted
during the field visit.
Project Description
The applicants propose to extend the existing 5' X 168' joint pier an additional 22
feet to gain additional water depth. In addition, the applicants propose to construct two
3' X 25' long finger piers, construct a 12' X 20' fixed gazebo, install three 10' X 12'
uncovered boatlifts and relocate an existing 10' X 12' uncovered boatlift. The proposed
dock would be 16' short of the established pier head alignment. Water depths at the end
of the dock would be approximately -6' below MLW.
Anticipated Impacts
The extension of the pier, along with the two finger piers and the additional
platform would usurp and shade approximately 500 fe of shallow water habitat and
Public Trust Areas and Estuarine Waters of the Newport River. The area enclosed by
the three additional boatlifts would usurp another 360 fe of Public Trust Areas and
Estuarine Waters. The joint pier provides access for two lots and the additional slips
would provide additional dockage without the impact associated with a second access
pier. Based on the pier being located within the established pier head alignment, there
should be negligible impact on navigation and to the boating public. As with any pier
construction, some short-term increases in turbidity would be expected during piling
installation.

Narrative:
Wagner & Gainey received a General CAMA permit (No. 021006-c) for the construction
of a dock with two boat lifts on 10/29/98. The dock was built on the property line
between Lots 6 and 7 in the Blair Pointe Subdivision, Morehead City, NC
This application is a Major CAMA application requesting the following additions to the
existing dock :
1. The addition of two boat lifts (total of four)
2. Addition of a covered 12 X 20 dock
3. Addition of two 3' X 25' finger piers to service the boat lifts
4. The extension of the dock to be 18' overall longer than existing. The enclosed Cox
Survey shows that the existing dock is 34.3' shorter that would be allowed if the dock
were built to the line showing the extent of Dock Construction for adjacent docks.
The total square feet of decking is 630 SQ.FT. including the two 3' X 25' finger piers
which consist of 150 SQ.FT.
This dock application is for a dock that serves two families. Therefore only one dock will
be built where two are allowed. See table below:
