Limits for the oxygen-consuming waste were obtained by using the Level-B Model . Limits for the metals were obtained by doing a mass balance at the point of discharge. The reason that the BOD limit for Back Creek is more stringent than for Moadams Creek is that the slope for Back Creek is only 6.4 ft/mile, while the slope for Moadams Creek is 25.0 ft/mile. When using the Level-B Model , the stream slope is an important factor since it determines the velocity, BOD decay rate, and importantly, the reaeration rate. Please note that these limits are not being presented for approval . They are in response to Mebane' s request (in a letter sent to you on 4-11-86) asking us to evaluate several alternatives to limits assigned for their existing design flow and point of discharge. We have a major concern over the response time of July 31, 1986 which you indicated in your letter. The Town of Mebane is evaluating. the costs to install a sewer line to Back Creek. Should your office receive information back from the USGS in the six week schedule (by June 30, 1986) , then you perform your own evaluation based on that information over a two week period (by July 15, 1986) ; we would only have two weeks in which to evaluate all alternatives available to us and prepare a response. As the time between now and.mid July is unavailable for our evaluation of the Back Creek Alternative, we feel the period should be extended by a minimum of 90 days. In order for us to determine the feasibility of some of these alternatives, we need responses from your office to several questions. We therefore request that your office provide us a response(s) to the following items: 1. Should the Town of Mebane change its discharge point from its present location on Moadams Creek downstream to Back Creek (near the confluence i of Moadams Creek with Back Creek) , what would our effluent limitations be at that point for flows of 1.2 MGD and 2.0 MDG? 2. It is our understanding that Moadams Creek has been determined to have a 7Q10 low flow of zero at our discharge point. Due to this condition, the proposed permit contains certain metal limits which will be difficult for Nam . our plant to comply with. In view of this, please advise us if the Town could add ground water upstream from our discharge point to eliminate the 7Q10 zero flow condition. Also, if permissible, what volume of water addition would be required? 3. Should the Town decide to enlarge our treatment plant at the present location, what discharge limits would result for a design flow of 2.0 MGD? .� Should Item 2 (above) be acceptable, please take this into account when determining the discharge limits for 2.0 MGD. Your timely response to these items should enable us to complete our study within the requested time.
