Assistant District Forester Steve Whittemore and I recently inspected the Verna
K. Smith tract located off the Dover-Fort Barnwell Road in Craven County.
Please reference the enclosed map for an exact location. This tract is not in
compliance with the "Forest Practices Guidelines Related to Water Quality" or
the Neuse Temporary Rule.
The Neuse Temporary Rule (NTR) requires that you leave a specified Streamside
Management Zone along intermittent streams, perennial streams, lakes, ponds,
and estuaries. I am enclosing a copy of the rule. To determine if a stream is
protected under the NTR, you should reference both the County Soil Survey and
the US Geological Survey Topographic Maps. If a stream is indicated on either
of these sources then it must be protected. You may obtain a soil survey at the
Natural Resource Conservation Service office. Please feel free to stop by any of
the Forest Service County or District offices to reference the topographic maps.
There are two "blue line" streams on this particular tract that are referenced on
either the soil survey or on the topographic map. These streams appear to be
channelized intermittents. The required Streamside Management Zones were not
left along these streams therefore the site is not in compliance with the NTR. The
Division of Water Quality (DWQ) handles NTR non-compliance cases so I will
turn this portion of the project over to them.
The NC Division of Forest Resources assists in bringing "Forest Practices
Guidelines Related to Water Quality" non-compliance cases back into
compliance. The streams and the ditches on this particular tract have several

obstructions and potential obstructions due to logging debris. Temporary is

needs to be done to bring this site back into compliance. Basically, you need to remove the
logging debris and remove and stabilize all crossings.
I would like to meet with you on site after you have had a chance to review this information so
that I can show you each area that needs rehabilitation. I will give you a call next week to set up
a definite date and time. I look forward to meeting with you.
