PROJECT SUMMARY: Applicant proposes to upgrade and pave an existing unpaved secondary road, and a boat launch area as part of construction of two 14'x62' boat ramps with a floating and fixed dock, and a parking area. NCDOT will be responsible for the road work. The applicant proposes to excavate in the canal to provide access to the location of the proposed boat ramps. Existing pilings and an old sunken barge will be removed. 1 N.C. WILDLIFE COMMISSION Boating Access Area on Hydeland Canal Hyde County Environmental setting The project site is located off SR 1122, an unpaved secondary road, adjacent the east side of the Hydeland Canal approximately 2.5 miles upstream of Juniper Bay near Swan Quarter in Hyde County, North Carolina. The proposed site encompasses approximately 0.93 acre of a larger 19,436 acre tract of land owned and managed by the N.C. Wildlife Commission. Approximately .08 acre (3,530 sq. ft.) of the proposed 0.93 acre (40,511 sq. ft.) to be developed has been delineated as 404 wetlands by the U. S. Army Corps of Engineers (UCACOE). The north side of the site is bordered by existing agriculture fields. The east and south sides of the site is bordered by land owned and managed by the NC WRC. The Hydeland canal which is approximately 30 feet wide in this location borders the west side of the site. The proposed project site has an elevation of approximately 2.5 feet above the normal waterlevel (NWL) and is vegetated primarily with Pines, Sweetgums, Wax Myrtles, Baccharis, Swamp rose and an occasional Pecan tree. Manmade features at the site consist of the remnants of an old sunken barge and four groundwater monitoring wells. Hydeland canal is an Estuarine Water, Estuarine Shoreline and Public Trust Area of Environmental Concern and is classified as SC by the Environmental Management Commission. Hydeland canal is also designated as a Primary Nursery Area by the Marine Fisheries Commission and is open to shell fishing. Project proposal The applicant is proposing to develop a public boat launching facility with associated parking. Proposed at the site are two 14' wide concrete launching ramps. The ramps will have a overall length of 62' of which 30' will be below the NWL. Prior to the placement of the ramps, the ramp area will be properly sloped and graded with No. 5 washed stone. An 8' wide by 38' long concrete apron will be located at the landward end of the ramp. Also, proposed is a launch pier and dock. The pier will be constructed between the two ramps 8' wide by 61' long with 28' of the launch pier floating, extending waterward of the NWL. The dock will be located upstream adjacent the proposed ramps, 5' wide and 45' long. Dredging of ±550 cubic yards of material will be required in a 7,600 square feet area around the boat ramp and dock to increase the existing 3' water depths to a maximum of 5.5'. A silt curtain will be used to contain turbidity. All spoil materials will be placed in the high ground parking area. The existing sunken barge will be removed from the canal. Proposed upland development consists of a turn around area adjacent to the proposed boat ramp resulting in the filling of 3,530 square feet of designated 404 wetlands. A 570' x ±50' parking area is proposed approximately 400 feet northeast of the proposed boat ramp. A handicap parking area is proposed adjacent the turn around area. The North Carolina Department of Transportation will be upgrading and paving the entire length of SR 1122 and the proposed turn around area. Anticipated impacts The project as proposed will result in the filling of 11,080 square feet of canal bottom associated with the placement of the double boat ramp. The proposed excavation will disturb ±7,600 square feet of canal bottom and result in localized turbidity. The project will result in the loss of ±3,530 square feet of USACOE 404 wetlands. Paving of SR 1122, the turn around area and graveling of the proposed parking area will increase surface water runoff in to the canal. The project as proposed will improve boating access to Juniper Bay and surrounding waters and will likely elevate it's current use and associated impacts.
