PROJECT DESCRIPTION The North Carolina Department of Transportation (NCDOT) Division 10 intends to replace Bridge No. 292 on SR 2625, Mauney Road, over Little Meadow Creek. No preliminary designs were available at the time of the request for archaeological review, but a study area that encompasses roughly 32.8 acres (approximately 13.27 hectares) was provided with the request. For the purposes of the archaeological investigation, this study area will be considered the Area of Potential Effects (APE). SUMMARY OF ARCHAEOLOGICAL FINDINGS S&ME, Inc. (S&ME), on behalf of NCDOT, performed an archaeological resource survey for the planned replacement of Bridge No. 292 on SR 2625, Mauney Road, over Little Meadow Creek, roughly one mile east of the small community of Georgeville, in Cabarrus County, North Carolina (Figures 1 and 2). As there are no preliminary design plans at this stage, S&ME was provided a study area that is roughly 3250 feet (approximately 990.6 meters) long and approximately 440 feet (roughly 134.1 meters) wide, with the study area covering roughly 32.8 acres (approximately 13.27 hectares). A background literature review and records search was conducted at the North Carolina Office of State Archaeology (OSA) and at the State Historic Preservation Office (SHPO) in Raleigh. The records examined at SHPO included a review of National Register and survey files for properties listed in or eligible for inclusion in the National Register and an examination of HPOWEB, a GIS-based program containing information about aboveground historic resources in North Carolina. Records examined at OSA included master archaeological site maps, state archaeological site files, and associated archaeological reports. The area examined was a 0.5- mile radius around the APE. A review of the files and records at SHPO and OSA indicated there are no archaeological sites and no aboveground resources recorded within a 0.5-mile radius of the project APE (Figures 1 and 2). Project Tracking No.: 18-10-0003 As part of the background research, the Collett (1770) map; the Price-Strother (1808) map; the McRae -Brazier map (1833); the Harris Map of Cabarrus County (1875); a 1900 railroad map; a 1910 Cabarrus County United States Department of Agriculture (USDA) soil survey sheet; a 1921 United States Postal Service rural route map; North Carolina Department of Transportation (NCDOT) maps from 1938, 1953 and 1968; and United States Geological Survey (USGS) topographic maps from 1957 and 1980 were examined. The Collett map shows the project APE is in a sparsely populated area between two unnamed roads (Figure 3). The Price-Strother map shows the APE near the Cabarrus and Montgomery county line, with the city of Concord established to the northwest of the project area; the network of roads was forming in both Cabarrus and Montgomery counties (Figure 4). The McRae -Brazier map shows a similar setting to the Price-Strother map, with an increase in the network of roads and landowners in the vicinity of the APE (Figure 5). The Harris map shows that the community of Mount Pleasant had been established to the northwest of the APE and a few gold mines were located in the vicinity of the project APE (Figure 6). The 1900 railroad map depicts one rail line running through Cabarrus County; Mount Pleasant is shown as a community north of the project area (Figure 7). The 1910 USDA soil survey map shows Georgeville had been established to the west of the project APE and that a few residences had been established in the vicinity of the project area (Figure 8). The 1921 USPS Rural Route map shows a similar environment to the USDA soil survey map, with roadways and structures in the vicinity of the project APE (Figure 9). The NCDOT highway map from 1938 depicts a few structures in the vicinity of the project APE (Figure 10). The NCDOT maps from 1953 and 1968 do not have much detail, other than the roadways; the 1968 map is the first to show SR 2625, Mauney Road, and the location of Bridge 292 (Figures 11 and 12). The topographic map from 1957 show one structure at the edge of the project APE (Figure 13); the topographic map from 1980 shows the structure from 1957 is gone and no other structures are within the project area (Figure 14). There are five soil types located within the APE (Figure 15); their descriptions can be found in Table 1 (USDA Web Soil Survey, Accessed March 15, 2019). The National Wetlands Inventory (NWI) Mapper, shows one mapped stream and a freshwater forested/shrub wetland that within APE (Figure 16). Table 1. SDecific soil tvues found within the nroiect APE. A pedestrian survey was conducted throughout the APE and was complemented by shovel testing, both systematic and judgmental, based on the current conditions of the project area. Shovel tests were excavated along transects placed 100 feet (30 meters) apart and `NO NATIONAL REGISTER ELIGIBLE OR LISTED ARCHAEOLOGICAL SITES PRESENT OR AFFECTED form for Minor Transportation Projects as Qualified in the 2007 Programmatic Agreement. 2 of 44 Project Tracking No.: 18-10-0003 excavated at 100-foot (30-meter)intervals along the transect; judgmental shovel tests were placed in areas that appeared to be disturbed or lack integrity to determine if intact soil deposition was present. Shovel tests were at least 38-cm (15 inches) in diameter and excavated to sterile subsoil. The shovel test locations were recorded with a Trimble GPS unit. Soil from the shovel tests was screened though 1/4-inch wire mesh and soil colors were determined through comparison with Munsell Soil Color Charts. During the investigations, one archaeological site, 31 CA327, was identified (Figure 1 and 2; Table 2). Site 31CA327 is mid -twentieth century house site and artifact scatter and a prehistoric lithic scatter. The historic house site is likely associated with a structure that appears on the 1957 topographic map but is absent on the 1980 topographic map (Figures 13 and 14). It is the opinion of S&ME that site 31 CA327 is not eligible for inclusion in the NRHP. The archaeological site and each of the four quadrants of the project APE are discussed below. Table 2. Site 31CA327 Mid-201 century house site; Prehistoric lithic scatter Not Eligible Northwest Quadrant During the time of the archaeological survey, this quadrant was being timbered and heavy equipment was active (Figures 17 and 18). The area had been heavily altered, with a pond being constructed, and the heavy equipment had disturbed the soils; no shovel testing is recommended in this area as intact deposits are not likely to remain. To the west of the area being cleared, vegetation remained intact and consisted of mixed pine and hardwoods with a light understory (Figure 19); disturbances within this portion of the APE include two gravel roadways and areas of standing water (Figures 20 and 21). Three transects, containing 11 shovel tests, were placed in this portion of the project APE and one typical soil profile was encountered (Figures 22 and 23; Table 3). Six transects, containing 53 shovel tests, were placed in this portion of the project APE (Figure 22); two typical soil profiles were encountered (Figures 29 and 30; Table 4). Archaeological site 31CA327 was identified in this portion of the project APE and will be discussed in greater detail below. Table 4. N/S Vegetation: None, clear cut Artifact Depth: Surface; 0-5 cmbs No. of STPs/Positive STPs: 41/27 Site 31 CA327 is a mid -twentieth century house site and Middle Archaic lithic scatter, located on a hilltop and hillslope overlooking Little Meadow Creek (Figure 1). The site is located in an area that has been clear cut and the vegetation removed (Figure 31). The site measures approximately 260 m east/west by approximately 110 m north/south, and is bounded by Little Meadow Creek to the west, Mauney Road to the south, and Mission Road to the east; the site boundaries continue at least 50 meters (164 feet) outside the project APE to the north, although artifacts were greatly diminished in number compared to the portion of the site within the project APE (Figure 32). A total of 41 shovel tests were excavated in and around site 31 CA327; a typical shovel test consisted of five cm of 1 OYR 4/2 (dark grayish brown) silty clay loam, terminating with 10+ cm (5-15+ crabs) of 7.5YR 5/8 (strong brown) silty clay subsoil (Figure 33). A total of 201 artifacts were recovered from the site, 181 from the surface and 20 from 0-5 cm in a single shovel test; 125 artifacts were associated with the historic occupation of the site and 76 artifacts were prehistoric in nature. Shovel tests were considered positive if artifacts were recovered from the surface in the vicinity of the shovel test or were identified/collected while screening the soil excavated from the shovel test. Table 5 provides a summary of the artifacts recovered; the full artifact catalog can be found in Appendix B. There is no evidence of a house foundation. The house was first depicted on the 1957 topographic map and, by the time the 1980 topographic map was generated, the house was gone (Figures 13 and 14). The historic artifacts recovered from the site are consistent with a twentieth century occupation and, given the concrete surrounding the stone -lined well and machine -made bricks found throughout the site, the house and historic artifact scatter dates to the mid -twentieth century. The prehistoric artifacts recovered suggest a hunting camp or short-term resource extraction camp, due to the variety of tool types, expedient and formal, identified. A single Morrow Mountain projectile point was recovered and is temporally diagnostic to the Middle Archaic subperiod (8000-5000 B.P.). Although a wide variety of artifact types and a few material types were identified at the site, the prehistoric artifacts came from the surface of the site. The integrity of the site has been compromised by the clearing of the area and there is no remaining site stratigraphy. Based on the information presented, it is S&ME's opinion that the site is not known to be associated with events that have made a significant contribution to the broad patterns of history and is not eligible for inclusion in the NRHP under Criterion A; the site is not associated with the lives of significant persons in the past and is not eligible for inclusion in the NRHP under Criterion B. Site 31 CA327 does not embody the distinctive characteristics of a type, period, or methods of construction; represent the work of a master; possess high artistic values; or represent a significant and distinguishable entity whose components may lack individual distinction and, therefore, is recommended not eligible for inclusion in the NRHP under Criterion C. The level of disturbance that has occurred at the site, due to timber harvest and clearing; the lack of intact deposits seen in the soils transitioning directly from plowzone to subsoil; and that 90 percent (n=181) of the artifacts were recovered from the surface and the other 10 percent (n=20) were recovered from the plowzone, signifies that site 31CA327 is unlikely to yield significant information on the prehistory or history of the area and is recommended not eligible for inclusion in the NRHP under Criterion D. As such, S&ME recommends that site 31CA327 is not eligible for inclusion in the NRHP. Southeast Quadrant Vegetation in this portion of the project APE consisted of areas of pine and secondary growth (Figure 37); disturbances within this portion of the APE include a transmission line corridor and areas of standing water (Figures 37 and 38). One transect, containing 12 shovel tests, was placed in this portion of the project APE (Figure 22) and one typical soil profile was encountered (Figure 39; Table 6). The survey included a pedestrian survey of the APE and systematic shovel testing. As a result of the survey, one archaeological site, 31 CA327, was identified and is recommended not eligible for inclusion in the NRHP. Active tree and vegetation clearing has disturbed portions of the project APE, there is standing water in areas containing poorly drained soils, and soils transition from the plow zone to subsoil or have exposed subsoil on surface. Based on the investigations, no intact soil deposition remains and archaeological site 31 CA327 has been identified in a primarily disturbed context. It is the opinion of S&ME's Principal Investigator, Kimberly Nagle, M.S., RPA, that the APE has a low potential for containing significant archaeological resources and that no additional archaeological investigations are necessary for the currently proposed APE.
