Division of Water Quality. The Division will begin to review the project for eventual
decision. However, please be aware that beginning January 1, 1999 that the N.C.
General Assembly passed legislation requiring payment of a fee of $475.00 for this
project. The 401 Certification cannot be issued until this fee is paid. Until that time,
your application will remain on hold as incomplete.

of the Army authorization and a State Water Quality Certification to perform

North Canal, and Pond Channels on the west side of the Atlantic Beach-Morehead
City Causeway, at Atlantic Beach, Carteret County, North Carolina. Your
receipt of this letter verifies your acceptance of a valid request for
certification in accordance with Section 325.2(b)(ii) of our administrative
regulations.
We are considering authorizing the proposed activity pursuant to Section
10 of the River and Harbors Act, and we have determined that a water quality
certification is required under the provisions of Section 401 of the Clean
Water Act. A Department of the Army permit will not be granted until the
certification has been obtained or waived.
According to our administrative regulations, 60 days is reasonable for
State action. Therefore, if you have not acted on the request, or asked for an
extension of time, by May 10, 1999, the District Engineer will deem that
waiver has occurred.

8. PROJECT SUMMARY: The Town of Atlantic Beach proposes to dredge 10,560 linear feet of
boating channels on the west side of the Atlantic Beach-Morehead City Causeway.
9. NARRATIVE DESCRIPTION:
Project Setting
The Town of Atlantic Beach located on Bogue Banks, in Carteret County, has historically
maintained recreational boating channels in the Town for the purpose of promoting tourism and
boating related economic activity in the Town. Numerous permits have been issued over the years
to excavate and maintain the many channels and canals within the Town limits. Over the past
several years, the Town has been utilizing CAMA general permits for maintenance excavation (GP)
to keep the channels open. During several meetings between Town representatives and the staff of
the Division of Coastal Management, the Town was urged to apply for and perhaps obtain a CAMA
Major Permit to better facilitate maintenance of the many navigable waterways instead of attempting
to address the issue through the more restricted and limited GP process.
The channels involved in this project include: Royal Channel, AIWW Access Channel,
Public Boat Ramp Channel, Moonlight Bay Channel, North Canal Channel and Pond Channel. (See
attached sheet and oversized plat 5 of 6 for specific locations). Definitive water depths of all the
channels are also shown in detail on the oversized plat sheet 6 of 6.
As in any major dredging project, spoil disposal area is the critical factor that dictates the size
of the project. In this case, the Town has reached an agreement with two property owners. The
largest and most suitable site is the Brandt Island Disposal Area owned by the North Carolina State
Ports Authority, Port of Morehead City. Brandt Island is a 130-acre spoil site used for disposal of
dredge material from Corps and State Port projects and is located in Bogue Sound some 2 miles to
the east. The dredge material from Brandt Island is periodically placed on the beaches so the size
range and quality of the material is closely regulated and monitored. Ans since a couple of areas
that are being proposed to be dredged could not meet those strict requirements, an alternative site
had to be chosen. That second site is the Crow's Nest Disposal Area. This .6-acre site is
essentially the dirt parking lot for the Crow's Nest Marina. This site has been used for smaller
dredging projects in the past.
Bogue Sound in the project area is SA waters and appears to be open to shellfishing while the
canals appear to be closed. There does not appear to be a shellfish resource in the area and no
SAVs were noted during the field visit.

Project Description
The Town proposes to hydraulically dredge 10,560 linear feet of channels and canals.
Approximately 53,600 cubic yards of material would be removed. The town proposes to dredge all
channels to a depth of -8' below mean low water. Royal Channel and AIWW Access Channel
would be maintained at 60' wide, Public Boat Ramp and Moonlight Bay would be maintained at 40'
wide, while North Canal Channel and Pond Chanel would be maintained at 30' wide. According to
the application, the channels in the open areas of Bogue Sound (Royal and AIWW Access Channel)
have been aligned to take advantage of naturally occurring deep water. This also appears to be very
close to what has been previously authorized (but given the quality of the plats from the late 60's
and early 70's, it is difficult to locate the exact locations). The extent of the areas to be dredged
including the length of each area is shown in table form on the oversized plat 5 of 6 and the table on
Attachment to DCM-2.
All material dredged from Royal Channel, AIWW Access channel, Upper Boat Ramp
Channel, Upper Moonlight Bay Channel, North Canal Channel, and Pond Chanel would be
deposited in Brandt Island. While the material from Lower Public Boat Ramp Channel and Lower
Moonlight Bay Channel would have to be deposited at Crow's Nest Marina. However, based on
the application, the canal portions of the Moonlight Bay Channel, Public Boatramp Channel and the
short canal section north of the Pond Channel would be dredged under a separate dredging
operation and the material potentially deposited at Crow's Nest Marina. Each of these later projects
would have to be conducted separately because of the size limitation of the Crow's Nest Marina
disposal site. Material dredged from one location would need to be removed prior to further
deposition from another site. Dredging will be done in portions of the channels in most need of
dredging and limited by the level of funding from the Town and is proposed during spring and
summer of 1999. Dredging of the canal reaches is proposed to be completed during the "off
season" of December through March during 1999 and 2000.
Anticipated Impacts
Overall, approximately 553,240 ft2 of Public Trust and estuarine bottom would be dredged.
And approximately 53,580 yds3 of sandy material would be removed form the estuarine system as a
result of the dredging project. Some of the more shallow areas in Bogue Sound along the AIWW
channel would result in the deepening of the shallow water habitat. However, the shifting sands
would probably mitigate naturally any adverse impacts. And since it appears that there is limited
shellfish resources in the area, any impact to such should be negligible. The most significant affect
of the project should be positive and should benefit the boating community as a result of the
improved navigational waterways. Approximately 26,750 ft2 of high ground would be disturbed
for construction of the diked spoil disposal area at Crow's Nest marina. There would be minor
project-related impacts or minor inconveniences as a result of the dredge pipes stretched to Brandt
Island and to Crow's Nest Marina. But as long as dike construction is conducted appropriately and
the discharge effluent is monitored, there should be minimal effects on water quality. Since no
SAVs are located within the project area, there would be no impact on that resource.

GENERAL PROJECT DESCRIPTION
The Town of Atlantic Beach wishes to dredge 10,560 linear feet of boating channels on
the west side of the Atlantic Beach, Morehead City Causeway within the Town limits of
Atlantic Beach. The channels are strictly for public use by recreational boaters living in
and visiting Atlantic Beach.
It is proposed to dredge approximately 53,600 cubic yards of material from 10,560
linear feet of channels. Historically, dredged channel depths have been 7.5 to 8 feet
deep at MLW. It is proposed in this project to dredge to depths of 8 feet at mean low
water. The Channel Dimension Table attached to DCM MP-2 shows the channel
dimensions, dredging volumes and indicated disposal area for each channel segment
to be dredged.
The channels in the open areas of Bogue Sound (Royal and AIWW Access Channels)
have been aligned to take the maximum advantage of naturally occurring deep water.
The objective of the dredging will be to remove material from the natural channels to
facilitate natural tidal flushing of the channels.
PROJECT JUSTIFICATION
The Town of Atlantic Beach has historically maintained recreational boating channels
in the Town for the purpose of promoting tourism and boating related economic activity
in the Town.
CHARACTERISTICS OF THE DREDGED MATERIAL
Forty-three Bottom samples were collected at the locations shown on the plans (sheet
5 of 6). The samples were combined into eight composite samples to represent one
sample per 10,000 cubic yards of proposed dredging. The composite samples from the
Moonlight Bay Channel and the Public Boat Ramp Channel, samples 1-5 and 6-10,

have fines of 17 percent passing the #200 sieve. Other samples from the royal channel
and the AIWW access channel are in the course to medium sand range with less than
10 percent passing the #200 sieve. The results of the sieve analysis for the composite
samples are attached with this application.
DREDGED MATERIAL DISPOSAL AREAS
Brandt Island Disposal Area -It is proposed in this project that the disposal area at
Brandt Island be used for disposal of material from the Royal Channel including the
Pond Channel and North Canal Channel, AIWW Access Channel, and the upper
Moonlight Bay and Public Boat Ramp Channels. The areas designated for disposal in
Brandt Island area are indicated on the plans, sheet 5 of 6. The Brandt Island Disposal
Area is used by the Corps of Engineers and the North Carolina State Port Authority for
dredging the channels and basins of the State Port facilities at Morehead City. The
location of the disposal area is shown on sheet 2 of 6. Material placed in the Brandt
Island area will be rehandled periodically and placed on the Beaches adjacent to the
Town of Atlantic Beach. For that reason, the size range and quality any material
placed in the area is regulated by the State Port. The criteria for accepting the material
is that the material must be sand, contain no organic materials and have less than
percent 10 percent passing the #200 sieve in a standard grain size analysis. A letter
from the N. C. State Port Authority authorizing disposal of material from the open water
channel areas is attached with this application.
Crow's Nest Disposal Area - The canal portions of the Moonlight Bay Channel, Public
Boatramp Channel, Pond Channel and the short canal section north of the Pond
channel will be dredged under a separate dredging operation with the material
disposed of in the small disposal area at the Crows Nest Marina. Location of the
Crow's Nest site is shown on sheet 2 of 6.
The crows nest site functions as a parking area for boater in the marina. Dredging of
the canal reaches will be completed during the off season months, December through
March. Material will be pumped to the disposal area, allowed to dewater and then
loaded and hauled to a permanent disposal location.
METHODS OF CONSTRUCTION
Dredging will be by hydraulic dredge with material pumped to the disposal areas
identified on the plans.

PROJECT IMPLEMENTATION SCHEDULE
A Major CAMA Permit is being applied for to cover a period of five years. Dredging will
be done in portions of the channels in most need of dredging in amounts dependent on
the level of funding appropriated by the Town Council for dredging during each year.
During the Spring and Summer of 1999, approximately 47,500 cubic yards will be
dredged.
Channel reaches to be dredged and disposed of in the Crows Nest area will be
dredged during the off-season winter months of years 1999 and 2000 as funding is
made available by the Town Council.
COMPLIANCE WITH THE N. C. ENVIRONMENTAL POLICY ACT
Dredging of the channels is being done entirely with public funds. The project is
subject to the State Environmental Policy Act (SEPA).
All areas indicated for dredging have been dredged in the past. No new navigation
channels are proposed as part of the work. It is the judgment of the Town that, since
the proposed dredging is maintenance dredging, an Environmental Assessment is not
required and the project is consistent with the State Environmental Policy Act.

8. PROJECT SUMMARY: The Town of Atlantic Beach proposes to dredge 10,560 linear feet of
boating channels on the west side of the Atlantic Beach-Morehead City Causeway.
9.* NARRATIVE DESCRIPTION:
Project Setting
The Town of Atlantic Beach located on Bogue Banks, in Carteret County, has historically
maintained recreational boating channels in the Town for the purpose of promoting tourism and
boating related economic activity in the Town. Numerous permits have been issued over the years
to excavate and maintain the many channels and canals within the Town limits. Over the past
several years, the Town has been utilizing CAMA general permits for maintenance excavation (GP)
M . to keep the channels open. During several meetings between Town representatives and the staff of
the Division of Coastal Management, the Town was urged to apply for and perhaps obtain a CAMA
Major Permit to better facilitate maintenance of the many navigable waterways instead of attempting
to address the issue through the more restricted and limited GP process.
The channels involved in this project include: Royal Channel, AIWW Access Channel,
Public Boat Ramp Channel, Moonlight Bay Channel, North Canal Channel and Pond Channel. (See
attached sheet and oversized plat 5 of 6 for specific locations). Definitive water depths of all the
channels are also shown in detail on the oversized plat sheet 6 of 6.
• As in any major dredging project, spoil disposal area is the critical factor that dictates the size
of the project. In this case, the Town has reached an agreement with two property owners. The
largest and most suitable site is the Brandt Island Disposal Area owned by the North Carolina State
Ports Authority, Port of Morehead City. Brandt Island is a 130-acre spoil site used for disposal of
dredge material from Corps and State Port projects and is located in Bogue Sound some 2 miles to
the east. The dredge material from Brandt Island is periodically placed on the beaches so the size
range and quality of the material is closely regulated and monitored. Ans since a couple of areas
that are being proposed to be dredged could not meet those strict requirements, an alternative site
had to be chosen. That second site is the Crow's Nest Disposal Area. This .6-acre site is
essentially the dirt parking lot for the Crow's Nest Marina. This site has been used for smaller
dredging projects in the past.
Bogue Sound in the project area is SA waters and appears to be open to shellfishing while the
canals appear to be closed. There does not appear to be a shellfish resource in the area and no
SAVs were noted during the field visit.

Project Description
The Town proposes to hydraulically dredge 10,560 linear feet of channels and canals.
Approximately 53,600 cubic yards of material would be removed. The town proposes to dredge all
channels to a depth of -8' below mean low water. Royal Channel and AIWW Access Channel
would be maintained at 60' wide, Public Boat Ramp and Moonlight Bay would be maintained at 40'
wide, while North Canal Channel and Pond Chanel would be maintained at 30' wide. According to
the application, the channels in the open areas of Bogue Sound (Royal and AIWW Access Channel)
have been aligned to take advantage of naturally occurring deep water. This also appears to be very
close to what has been previously authorized (but given the quality of the plats from the late 60's
and early 70's, it is difficult to locate the exact locations). The extent of the areas to be dredged
including the length of each area is shown in table form on the oversized plat 5 of 6 and the table on
Attachment,to DCM-2.
All material dredged from Royal Channel, AIWW Access channel, Upper Boat Ramp
Channel, Upper Moonlight Bay Channel, North Canal Channel, and Pond Chanel would be
deposited in Brandt Island. While the material from Lower Public Boat Ramp Channel and Lower
Moonlight Bay Channel would have to be deposited at Crow's Nest Marina. However, based on
the application, the canal portions of the Moonlight Bay Channel, Public Boatramp Channel and the
short canal section north of the Pond Channel would be dredged under a separate dredging
operation and the material potentially deposited at Crow's Nest Marina. Each of these later projects
would have to be conducted separately because of the size limitation of the Crow's Nest Marina
disposal site. Material dredged from one location would need to be removed prior to further
deposition from another site. Dredging will be done in portions of the channels in most need of
dredging and limited by the level of funding from the Town and is proposed during spring and
summer of 1999. Dredging of the canal reaches is proposed to be completed during the "off
season" of December through March during 1999 and 2000.
Anticipated Impacts
• Overall, approximately 553,240 ft2 of Public Trust and estuarine bottom would be dredged.
And approximately 53,580 yds3 of sandy material would be removed form the estuarine system as a
result of the dredging project. Some of the more shallow areas in Bogue Sound along the AIWW
channel would result in the deepening of the shallow water habitat. However, the shifting sands
would probably mitigate naturally any adverse impacts. And since it appears that there is limited
shellfish resources in the area, any impact to such should be negligible. The most significant affect
of the project should be positive and should benefit the boating community as a result of the
improved navigational waterways. Approximately 26,750 ft2 of high ground would be disturbed
for construction of the diked spoil disposal area at Crow's Nest marina. There would be minor
project-related impacts or minor inconveniences as a result of the dredge pipes stretched to Brandt
Island and to Crow's Nest Marina. But as long as dike construction is conducted appropriately and
the discharge effluent is monitored, there should be minimal effects on water quality. Since no
SAVs are located within the project area, there would be no impact on that resource.

GENERAL PROJECT DESCRIPTION
The Town of Atlantic Beach wishes to dredge 10,560 linear feet of boating channels on
the west side of the Atlantic Beach, Morehead City Causeway within the Town limits of
Atlantic Beach. The channels are strictly for public use by recreational boaters living in
and visiting Atlantic Beach.
It is proposed to dredge approximately 53,600 cubic yards of material from 10,560
- linear feet of channels. Historically, dredged channel depths have been 7.5 to 8 feet
deep at MLW. It is proposed in this project to dredge to depths of 8 feet at mean low
water. The Channel Dimension Table attached to DCM MP-2 shows the channel
dimensions, dredging volumes and indicated disposal area for each channel segment
to be dredged.
The channels in the open areas of Bogue Sound (Royal and AIWW Access Channels)
have been aligned to take the maximum advantage of naturally occurring deep water.
The objective of the dredging will be to remove material from the natural channels to
facilitate natural tidal flushing of the channels.
PROJECT JUSTIFICATION
The Town of Atlantic Beach has historically maintained recreational boating channels
in the Town for the purpose of promoting tourism and boating related economic activity
in the Town.
CHARACTERISTICS OF THE DREDGED MATERIAL
Forty-three Bottom samples were collected at the locations shown on the plans (sheet
5 of 6). The samples were combined into eight composite samples to represent one
sample per 10,000 cubic yards of proposed dredging. The composite samples from the
Moonlight Bay Channel and the Public Boat Ramp Channel, samples 1-5 and 6-10,

have fines of 17 percent passing the #200 sieve. Other samples from the royal channel
and the AIWW access channel are in the course to medium sand range with less than
10 percent passing the #200 sieve. The results of the sieve analysis for the composite
samples are attached with this application.
DREDGED MATERIAL DISPOSAL AREAS
Brandt Island Disposal Area -It is proposed in this project that the disposal area at
Brandt Island be used for disposal of material from the Royal Channel including the
Pond Channel and North Canal Channel, AIWW Access Channel, and the upper
Moonlight Bay and Public Boat Ramp Channels. The areas designated for disposal in
Brandt Island. area are indicated on the plans, sheet 5 of 6. The Brandt Island Disposal
Area is used by the Corps of Engineers and the North Carolina State Port Authority for
dredging the channels and basins of the State Port facilities at Morehead City. The
location of the disposal area is shown on sheet 2 of 6. Material placed in the Brandt
Island area will be rehandled periodically and placed on the Beaches adjacent to the
Town of Atlantic Beach. For that reason, the size range and quality any material
placed in the area is regulated by the State Port. The criteria for accepting the material
is that the material must be sand, contain no organic materials and have less than
percent 10 percent passing the #200 sieve in a standard grain size analysis. A letter
from the N. C. State Port Authority authorizing disposal of material from the open water
channel areas is attached with this application.
Crow's Nest Disposal Area - The canal portions of the Moonlight Bay Channel, Public
Boatramp Channel, Pond Channel and the short canal section north of the Pond
channel will be dredged under a separate dredging operation with the material
disposed of in the small disposal area at the Crows Nest Marina. Location of the
Crow's Nest site is shown on sheet 2 of 6.
The prows nest site functions as a parking area for boater in the marina. Dredging of
the canal reaches will be completed during the off season months, December through
March. Material will be pumped to the disposal area, allowed to dewater and then
loaded and hauled to a permanent disposal location.
METHODS OF CONSTRUCTION
Dredging will be by hydraulic dredge with material pumped to the disposal areas
identified on the plans.

PROJECT IMPLEMENTATION SCHEDULE
A Major CAMA Permit is being applied for to cover a period of five years. Dredging will
be done in portions of the channels in most need of dredging in amounts dependent on
the level of funding appropriated by the Town Council for dredging during each year.
During the Spring and Summer of 1999, approximately 47,500 cubic yards will be
dredged.
Channel reaches to be dredged and disposed of in the Crow's Nest area will be
dredged during the off-season winter months of years 1999 and 2000 as funding is
made available by the Town Council.
COMPLIANCE WITH THE N. C. ENVIRONMENTAL POLICY ACT
Dredging of the channels is being done entirely with public funds. The project is
subject to the State Environmental Policy Act (SEPA).
All areas indicated for dredging have been dredged in the past. No new navigation
-channels are proposed as part of the work. It is the judgment of the Town that, since
the proposed dredging is maintenance dredging, an Environmental Assessment is not
required and the project is consistent with the State Environmental Policy Act.

Dear Mr. sir:
You have our approval, in accordance with the attached conditions, to dredge 553,240 square feet of waters for the
purpose of conducting maintenance dredging in the town of Atlantic Beach, as you described in your application dated 8
March, 1999. After reviewing your application, we have decided that this fill is covered by General Water Quality
Certification Number 3112. In addition, you should get any other federal, state or local permits before you go ahead with
your project including (but not limited to) Sediment and Erosion Control, Coastal Stormwater, Non-Discharge and Water
Supply Watershed regulations. Also this approval will expire when the accompanying 404 or CAMA permit expires
unless otherwise specified in the General Certification.
This approval is only valid for the purpose and design that you described in your application. If you change your
project, you must notify us and send us a new application. If the property is sold, the new owner must be given a copy of
this Certification and approval letter and is thereby responsible for complying with all conditions. If total wetland fills for
this project (now or in the future) exceed one acre, compensatory mitigation may be required as described in 15A NCAC
2H .0506 (h). For this approval to be valid, you must follow the conditions listed in the attached certification. This
approval shall expire when the corresponding Nationwide Permit expires or as otherwise provided in the General
Certification.
If you do not accept any of the conditions of this certification, you may ask for an adjudicatory hearing. You must
act within 60 days of the date that you receive this letter. To ask for a hearing, send a written petition which conforms to
Chapter 150B of the North Carolina General Statutes to the Office of Administrative Hearings, P.O. Box 27447, Raleigh,
N.C. 27611-7447. This certification and its conditions are final and binding unless you ask for a hearing.
This letter completes the review of the Division of Water Quality under Section 401 of the Clean Water Act. If you
have any questions, please telephone John Dorney at 919-733-1786.

8. PROJECT SUMMARY: The Town of Atlantic Beach proposes to dredge 10,560 linear feet of
boating channels on the west side of the Atlantic Beach-Morehead City Causeway.
9. NARRATIVE DESCRIPTION:
Project Setting
The Town of Atlantic Beach located on Bogue Banks, in Carteret County, has historically
maintained recreational boating channels in the Town for the purpose of promoting tourism and
boating related economic activity in the Town. Numerous permits have been issued over the years
to excavate and maintain the many channels and canals within the Town limits. Over the past
several years, the Town has been utilizing CAMA general permits for maintenance excavation (GP)
to keep the channels open. During several meetings between Town representatives and the staff of
the Division of Coastal Management, the Town was urged to apply for and perhaps obtain a CAMA
Major Permit to better facilitate maintenance of the many navigable waterways instead of attempting
to address the issue through the more restricted and limited GP process.
The channels involved in this project include: Royal Channel, AIWW Access Channel,
Public Boat Ramp Channel, Moonlight Bay Channel, North Canal Channel and Pond Channel. (See
attached sheet and oversized plat 5 of 6 for specific locations). Definitive water depths of all the
channels are also shown in detail on the oversized plat sheet 6 of 6.
As in any major dredging project, spoil disposal area is the critical factor that dictates the size
of the project. In this case, the Town has reached an agreement with two property owners. The
largest and most suitable site is the Brandt Island Disposal Area owned by the North Carolina State
Ports Authority, Port of Morehead City. Brandt Island is a 130-acre spoil site used for disposal of
dredge material from Corps and State Port projects and is located in Bogue Sound some 2 miles to
the east. The dredge material from Brandt Island is periodically placed on the beaches so the size
range and quality of the material is closely regulated and monitored. Ans since a couple of areas
that are being proposed to be dredged could not meet those strict requirements, an alternative site
had to be chosen. That second site is the Crow's Nest Disposal Area. This .6-acre site is
essentially the dirt parking lot for the Crow's Nest Marina. This site has been used for smaller
dredging projects in the past.
Bogue Sound in the project area is SA waters and appears to be open to shellfishing while the
canals appear to be closed. There does not appear to be a shellfish resource in the area and no
SAVs were noted during the field visit.

Project Description
The Town proposes to hydraulically dredge 10,560 linear feet of channels and canals.
Approximately 53,600 cubic yards of material would be removed. The town proposes to dredge all
channels to a depth of -8' below mean low water. Royal Channel and AIWW Access Channel
would be maintained at 60' wide, Public Boat Ramp and Moonlight Bay would be maintained at 40'
wide, while North Canal Channel and Pond Chanel would be maintained at 30' wide. According to
the application, the channels in the open areas of Bogue Sound (Royal and AIWW Access Channel)
have been aligned to take advantage of naturally occurring deep water. This also appears to be very
close to what has been previously authorized (but given the quality of the plats from the late 60's
and early 70's, it is difficult to locate the exact locations). The extent of the areas to be dredged
including the length of each area is shown in table form on the oversized plat 5 of 6 and the table on
Attachment to DCM-2.
All material dredged from Royal Channel, AIWW Access channel, Upper Boat Ramp
Channel, Upper Moonlight Bay Channel, North Canal Channel, and Pond Chanel would be
deposited in Brandt Island. While the material from Lower Public Boat Ramp Channel and Lower
Moonlight Bay Channel would have to be deposited at Crow's Nest Marina. However, based on
the application, the canal portions of the Moonlight Bay Channel, Public Boatramp Channel and the
short canal section north of the Pond Channel would be dredged under a separate dredging
operation and the material potentially deposited at Crow's Nest Marina. Each of these later projects
would have to be conducted separately because of the size limitation of the Crow's Nest Marina
disposal site. Material dredged from one location would need to be removed prior to further
deposition from another site. Dredging will be done in portions of the channels in most need of
dredging and limited by the level of funding from the Town and is proposed during spring and
summer of 1999. Dredging of the canal reaches is proposed to be completed during the "off
season" of December through March during 1999 and 2000.
Anticipated Impacts
Overall, approximately 553,240 ft2 of Public Trust and estuarine bottom would be dredged.
And approximately 53,580 yds3 of sandy material would be removed form the estuarine system as a
result of the dredging project. Some of the more shallow areas in Bogue Sound along the AIWW
channel would result in the deepening of the shallow water habitat. However, the shifting sands
would probably mitigate naturally any adverse impacts. And since it appears that there is limited
shellfish resources in the area, any impact to such should be negligible. The most significant affect
of the project should be positive and should benefit the boating community as a result of the
improved navigational waterways. Approximately 26,750 ft2 of high ground would be disturbed
for construction of the diked spoil disposal area at Crow's Nest marina. There would be minor
project-related impacts or minor inconveniences as a result of the dredge pipes stretched to Brandt
Island and to Crow's Nest Marina. But as long as dike construction is conducted appropriately and
the discharge effluent is monitored, there should be minimal effects on water quality. Since no
SAVs are located within the project area, there would be no impact on that resource.

GENERAL PROJECT DESCRIPTION
The Town of Atlantic Beach wishes to dredge 10,560 linear feet of boating channels on
the west side of the Atlantic Beach, Morehead City Causeway within the Town limits of
Atlantic Beach. The channels are strictly for public use by recreational boaters living in
and visiting Atlantic Beach.
It is proposed to dredge approximately 53,600 cubic yards of material from 10,560
linear feet of channels. Historically, dredged channel depths have been 7.5 to 8 feet
deep at MLW. It is proposed in this project to dredge to depths of 8 feet at mean low
water. The Channel Dimension Table attached to DCM MP-2 shows the channel
dimensions, dredging volumes and indicated disposal area for each channel segment
to be dredged.
The channels in the open areas of Bogue Sound (Royal and AIWW Access Channels)
have been aligned to take the maximum advantage of naturally occurring deep water.
The objective of the dredging will be to remove material from the natural channels to
facilitate natural tidal flushing of the channels.
PROJECT JUSTIFICATION
The Town of Atlantic Beach has historically maintained recreational boating channels
in the Town for the purpose of promoting tourism and boating related economic activity
in the Town.
CHARACTERISTICS OF THE DREDGED MATERIAL
Forty-three Bottom samples were collected at the locations shown on the plans (sheet
5 of 6). The samples were combined into eight composite samples to represent one
sample per 10,000 cubic yards of proposed dredging. The composite samples from the
Moonlight Bay Channel and the Public Boat Ramp Channel, samples 1-5 and 6-10,

PROJECT IMPLEMENTATION SCHEDULE
A Major CAMA Permit is being applied for to cover a period of five years. Dredging will
be done in portions of the channels in most need of dredging in amounts dependent on
the level of funding appropriated by the Town Council for dredging during each year.
During the Spring and Summer of 1999, approximately 47,500 cubic yards will be
dredged.
Channel reaches to be dredged and disposed of in the Crows Nest area will be
dredged during the off-season winter months of years 1999 and 2000 as funding is
made available by the Town Council.
COMPLIANCE WITH THE N. C. ENVIRONMENTAL POLICY ACT
Dredging of the channels is being done entirely with public funds. The project is
subject to the State Environmental Policy Act (SEPA).
All areas indicated for dredging have been dredged in the past. No new navigation
channels are proposed as part of the work. It is the judgment of the Town that, since
the proposed dredging is maintenance dredging, an Environmental Assessment is not
required and the project is consistent with the State Environmental Policy Act.
