Assembly passed legislation requiring payment of a fee of $200.00 for this project. The
401 Certification cannot be issued until this fee is paid. Until that time, your application
will remain on hold as incomplete.

8. PROJECT SUNEVIARY - The applicant proposes to construct a nine-slip docking facility within
the same footprint of a thirteen slip marina which the applicant recently dismantled for safety
reasons.

9. PROTECT DESCRIPTION
The project site is located off the causeway to Holden Beach immediately west of the high-rise
bridge on the mainland side of the AIWW. The street address of the property is 1305 Cedar
Landing Road in Holden Beach. The size of the entire tract is approximately one acre with an
elevation of approximately 3 feet above mean sea level. Current man-made features on the tract
include a two story building, boat shed, garage and a 18' X 64' deck which is partially over the
water and covers what was once a concrete boat ramp. The entire 150 ft waterward boundary of
the tract is bulkheaded and there are no wetlands landward of the bulkhead. The tract is covered
by low lying grasses with large areas of bare sand and gravel that serve mostly as parking area for
the buildings. The only coastal wetlands on the tract are a patch of Spartina alternijZora existing
below mean high water between the existing bulkhead and a proposed 14''X 55' deck. The
applicant proposes no plans to dredge nor cover the existing wetlands.
A thirteen slip marina which existed within the same footprint of the facility proposed on this
application was dismantled during the summer of 1998. The applicant cited damage from recent
storms, general deterioration from age and safety concerns as the reasons for dismantling the old
marina. The proposed nine-slip facility is an open water marina with no dredging required. The
proposed configuration of the facility is a 14' X 55' deck adjacent and parallel to the existing
building from which a 6' X 53' walkway will extend towards the AIWW. From the walkway,
five 4' X 25' finger piers are proposed with three on the east side of the walkway and two on the
west side. From the existing 18' X 64' dock, the applicant is proposing another 6' X 53' walkway
towards the AIWW with three 3' X 25' finger piers all on the west side. The total distance of the
outermost portion of the docking system will extend 81 feet from the bulkhead. All construction
is proposed to be at least 15 feet inside each riparian corridor line and at least 80 feet from the
nearshore edge of the AIWW.
The applicant wishes to offer fuel purchase, provisions for transient docking and docking for those
desiring to purchase fuel. Fuel tanks are proposed to be located in an upland area within a concrete
concealment with proper shutoff valves. The applicant proposes no washdowns nor any other type
of discharges to the waters. The facility is proposed to be a no pump-out facility with no live-
aboards and only transient docking. Two toilets located upland are proposed for patrons. Three
"NO SEWAGE DISCHARGE" signs are proposed for the docking facility.
The adjacent waters are closed to the taking of shellfish and are not designated primary nursery
area by the Division of Marine Fisheries. Waters adjacent to the site are designated as SA waters
by the Division of Environmental Management.
10. ANTICIPATED IMPACTS
The project as proposed would incorporate 2,583 square feet of estuarine and public trust waters.
The project meets the 1/4 rule, is at least 80 feet from the nearshore edge of the federally
maintained channel and is at least 15 feet from either riparian corridor line. Since no dredging
activity is proposed, bottom disturbing activity should be limited to that necessitated by the
installation of pilings. Fuel spill possibilities would exist and are therefore a necessary
consideration.

PROJECT SUMMARY - The applicant proposes to construct a nine-slip docking facility within
the same footprint of a thirteen slip marina which the applicant recently dismantled for safety
reasons.

9. PROTECT DESCRIPTION
The project site is located off the causeway to Holden Beach immediately west of the high-rise
bridge on the mainland side of the AIWW. The street address of the property is 1305 Cedar
Landing Road in Holden Beach. The size of the entire tract is approximately one acre with an
elevation of approximately 3 feet above mean sea level. Current man-made features on the tract
include a two story building, boat shed, garage and a 18' X 64' deck which is partially over the
water and covers what was once a concrete boat ramp. The entire 150 ft waterward boundary of
the tract is bulkheaded and there are no wetlands landward of the bulkhead. The tract is covered
by low lying grasses with large areas of bare sand and gravel that serve mostly as parking area for
the buildings. The only coastal wetlands on the tract are a patch of Spartina alterniflora existing
below mean high water between the existing bulkhead and a proposed 14' X 55' deck. The
applicant proposes no plans to dredge nor cover the existing wetlands.
A thirteen slip marina which existed within the same footprint of the facility proposed on this
application was dismantled during the summer of 1998. The applicant cited damage from recent
storms, general deterioration from age and safety concerns as the reasons for dismantling the old
marina. The proposed nine-slip facility is an open water marina with no dredging required. The
proposed configuration of the facility is a 14' X 55' deck adjacent and parallel to the existing
building from which a 6' X 53' walkway will extend towards the AIWW. From the walkway,
five 4' X 25' finger piers are proposed with three on the east side of the walkway and two on the
west side. From the existing 18' X 64' dock, the applicant is proposing another 6' X 53' walkway
towards the AIWW with three 3' X 25' finger piers all on the west side. The total distance of the
outermost portion of the docking system will extend 81 feet from the bulkhead. All construction
is proposed to be at least 15 feet inside each riparian corridor line and at least 80 feet from the
nearshore edge of the AIWW.
The applicant wishes to offer fuel purchase, provisions for transient docking and docking for those
desiring to purchase fuel. Fuel tanks are proposed to be located in an upland area within a concrete
concealment with proper shutoff valves. The applicant proposes no washdowns nor any other type
of discharges to the waters. The facility is proposed to be a no pump-out facility with no live-
aboards and only transient docking. Two toilets located upland are proposed for patrons. Three
"NO SEWAGE DISCHARGE" signs are proposed for the docking facility.
The adjacent waters are closed to the taking of shellfish and are not designated primary nursery
area by the Division of Marine Fisheries. Waters adjacent to the site are designated as SA waters
by the Division of Environmental Management.
10. ANTICIPATED MPACTS
The project as proposed would incorporate 2,583 square feet of estuarine and public trust waters.
The project meets the 1/4 rule, is at least 80 feet from the nearshore edge of the federally
maintained channel and is at least 15 feet from either riparian corridor line. Since no dredging
activity is proposed, bottom disturbing activity should be limited to that necessitated by the
installation of pilings. Fuel spill possibilities would exist and are therefore a necessary
consideration.
