With this submittal, the United Scrap Metal — Charlotte Facility (USM) is providing the above
referenced monthly sampling results. Monthly monitoring is required for copper and zinc for all
three outfalls. At a minimum, USM will sample all outfalls for both copper and zinc during the
month of November 2019 and will continue BMP efforts to reduce concentrations of copper and
zinc in stormwater runoff.
The October 2019 sampling event was the fourth consecutive month in which the concentration
of zinc in Outfall 003 exceeded the benchmark. Therefore, it is now subject to Tier III
requirements.
