Michael,
This correspondence will serve as an official notification that your application has been determined
to be incomplete and cannot be processed. The application is on -hold until all of the following
information is received:
1) Please locate all wetlands, streams, and other waters of the State as overlays on the site plan.
[15A NCAC 02H .0502(b)]
2) Please enumerate all wetland and stream impacts including (fill slopes/ dissipater pads) on the
site plan and clearly label impacts (Wetland/ Stream Impact 1, etc.). The Division of Water
Resources recommends highlighting by hatching or shading all impacts areas for temporary impact
areas and permanent impact areas. [15A NCAC 02H .0502(g)]
Pursuant to the applicable rules and regulations above, you shall furnish all of the above requested
information for the proper consideration of the application. If all of the requested information is not
received in writing within 30 days of receipt of this correspondence, the Division will be unable to
approve the application and it wit will be returned. The return of this project will necessitate
reapplication to the Division for approval, including a complete application package and appropriate
fee.

Michael,
I agree that there is more information required before we process the NWP. The amount of fill in
jurisdictional wetlands is unclear. In terms of being in a Red HUC for the NLEB, I received a response
from Kathryn Matthews, indicating the location for this particular project, and the activities are
exempt from 4(d).
Once this information is received, we can proceed forward.

What is the extent of 404 wetland impacts (not clear on the drawings)? It appears as though there
may be temporary impacts that could may be considered conversion that are not accounted for
within the PCN. Please clarify where the wetland impacts are on the figures.

Anthony,
Per our conversation we had last week related to the Joe Henry Access road (Gates Co.):
1. No mitigation was required per my onsite conversation with Krysta.
2. In regards to the usage of the access road, the only existing access to this section of the game
land is an undeeded (not controlled by NCWRC) access road that requires travel out of state (into
Virginia). The provided easement allows access to the property from the NC side. The intent of the
road is to provide access to the property. No parking or additional road work is to be expected on
the gameland side of the border. NCWRC is simply providing a controlled access route to this
portion of the gameland.
