Prior request for expansion was denied based on zero flow policy and localized
water quality problems related to eutrophication. Slocum Creek receives no
freshwater inflow and is poorly flushed by the Neuse River hence there is no
assimilative capacity. Expansion may be permitted only if the effluent quality
is similar to background water quality, i.e., technology based limits will apply.
Facility must complete an EA including a cost-benefit analysis of relocating to
the Neuse River vs. upgrading the existing facility.

CHRONIC TOXI.CITY PASS/FAIL PERMIT LIMIT (QRTRLY)
The effluent discharge shall at no time exhibit chronic toxicity using test procedures outlined in:
1.) The North Carolina Ceriodaphnia chronic effluent bioassay procedure(North Carolina Chronic Bioassay
Procedure-Revised *September 1989)or subsequent versions.
The effluent concentration at which there may be no observable inhibition of reproduction or significant mortality
is 90% (defined as treatment two in the North Carolina procedure document). The permit holder shall perform
t monitoring using this procedure to establish compliance with the permit condition. The first test will be
performed after thirty days from the effective date of this permit during the months of
JAW 4i'PA, W i + tic r Effluent sampling for this testing shall be performed at the NPDES
permitted final effluent discharge below all treatment processes.
All toxicity testing results required as part of this permit condition will be entered on the Effluent Discharge
Monitoring Form (MR-1) for the month in which it was performed, using the parameter code TGP3B.

Test data shall be complete and accurate and include all supporting chemical/physical measurements performed in
association with the toxicity tests, as weU as all dosei%sponse data. Total residual chlorine of the effluent toxicity
sample must be measured and reported if chlorine is employed for disinfection of the waste stream.
Should any single quarterly monitoring indicate a failure to meet specified limits,then monthly monitoring will
begin immediately until such time that a single test is passed. Upon passing, this monthly test requirement will
revert to quarterly in the months specified above.
Should any test data from this monitoring requirement or tests performed by the North Carolina Division of
Environmental Management indicate potential impacts to the receiving stream, this permit may be re-opened and
modified to include alternate monitoring requirements or limits.
NOTE: Failure to achieve test conditions as specified in the cited document, such as minimum control organism
survival and appropriate environmental controls, shall constitute an invalid test and will require immediate
retesting(within 30 days of initial monitoring event). Failure to submit suitable test results will constitute
noncompliance with monitoring requirements.

economic alternatives analysis. That issue should be resolved next week.

Dear Mr. Howard:
The City of Havelock has recently submitted a permit renewal request
for NPDES # NCO021253. We would like to provide additional information con-
cerning our desire to continue discharging into Slocum Creek with more strin-
gent yet reasonable limits. The City of Havelock is located near the upper
end of the east prong of Slocum Creek. There are no other point source
discharges above us, and currently, there are only two other treatment plant
discharges entering Slocum Creek: Havelock's water treatment plant's back-
wash discharge and the Marine Corps Air Station wastewater treatment plant's
discharge. The MCAS discharge will soon be redirected to the Neuse River,
removing a daily flow from Slocum Creek which ranges from 1.5 to 3.0 MCD.
This would greatly lessen any existing wastewater discharge impact on the creek.
In addition, most of the creek is surrounded by federal lands with only a small
percentage of agriculture tracts bordering the creek or its tributaries, so
non-point source run-off into Slocum Creek should be minimal.
The City of Havelock is not aware of any fish kills occurring in
Slocum Creek in the past several years. In fact, during a 1988 study of the
creek, performed by the city, an abundance of fish and wildlife was observed,
both in the water and on the shore, from the outfall of the wastewater treat-
ment facility to the mouth of Slocum Creek.
We request that you take this additional background information into
consideration when making your decision on the final NPDES permit limits for
Havelock's expanded facility. Thank you for your time and consideration in
this matter. Also, I would like to thank you for your recent willingness
to meet with city officials to work toward resolving this most important
issue.

NPDES PERMIT APPLICATION
PROPOSED TREATMENT MODIFICATIONS
The City of Havelock requests approval to increase its present permitted
discharge of treated wastewater to the East Prong of Slocum Creek. The
proposed increase would be from 1.5 million gallons per day (MGD) to 1 .9
MGD.
To provide the level of treatment required at the higher permitted flow
the City proposes to modify the existing activated sludge system to
increase the detention time from 11 hours at 1 .5 MGD to 14 hours at 1.9
MGD. New air diffussers will be installed to improve oxygen transfer
and provide both greater treatment capacity and lower energy costs. New
final clarifiers and denitrifying tertiary filters will also be added.
The chlorination system will be expanded and de-chlorination added.
Chemical treatment facilities will be added to insure that the more
restrictive phosphorus and nitrogen limits are met.
The expanded solids management system will consist of waste activated
sludge thickening, lime stabilization of the thickened solids, expanded
solids storage, and continued land application of the bio-solids as a
liquid.
The existing preliminary treatment system, screening and grit removal ,
will remain since the capacity is adequate at 1 .9 MGD.
As indicated in the permit application forms, we propose. that the limits
for the expanded WWTP be the following:

in August of 1987 whereby the City was informed of inadequate assimilative

Subject: Havelock WWTP Pre Survey- Slocum Creek Receiving System
Attached for your information are the results of two pre-survey visits to the Slocum Creek
receiving system. This effort was promulgated by a request (by the City of Havelock) to expand
the Havelock WWTP facility to 2.5 MOD. At a meeting on August 20,1987,Joe Hardee and
Max Frazier, representing Black &Veatch and the City of Havelock, requested that DEM provide
them with information to locate an effluent outfall that would have the assimilative capacity to
allow the discharge of 2.5 MOD of treated waste-water.
A review of Havelock's self-monitoring data indicated that dissolved oxygen levels,at the present,
down-stream_monitoring station,were consistently.below_our_water_quality_standardsJThese low
levels of dissolved oxygen suggested that no further assimilative capacity was available at the-
present outfall location% In order to arxommodate the additional waste-water discharge request,-iti
was suggesteddhatHavelock may wish to evaluate a relocation of their outfall to the Neuse_RiverJ
where capacity to assimilate the waste was not thought t0 be ea limiting factor. Other alternatives
discussed at this meeting included the relocation of the outfall to the lower portion of Slocum Creek
or to the area near the present outfall of the Cherry Point Station or perhaps a combined discharge
with Cherry Point. In order to evaluate these alternatives, DEM committed to a pre-survey effort
to help supply information that would allow a limited assessment of the assimilative capacity of
the various alternatives.
Data collected on 9/23/87 and on 10/1/87 indicated that a salt-wedge condition existed in the
area of the Havelock discharge and in portions of Slocum Creek. Portions of the receiving system
had low dissolved oxygen conditions and indicated reduced vertical mixing - limiting the effective
area of assimilation/dilution in the water column. At station C 1(the city's down-stream
monitoring site)only the top third of the water column had appreciable levels of D.O. However, on
10/1/87 data indicated that some capacity may be available in Slocum Creek below the Cherry
Point outfall since salt-wedge stratification was not present.
Since this pre-survey effort was conducted only during one season and not necessarily under
(worst-case) design conditions, it is suggested that:
Since this pre-survey data collected at the City of Havelock's downstream monitoring site
indicated strong oxygen stratification, it is suggested that any review of the previous self-
monitoring data be made with caution (summary attached). We discussed the collection of D.O.
data with the operator at the Havelock facility. The operator was unaware of the salt-wedge
effect on D.O. and therefore measured the D.O. levels at various unknown depths - usually
"under the surface". It is recommended that the City of Havelock be required to collect
stratified data at their downstream monitoring location at one foot increments.
If the City of Havelock wishes to pursue an expanded discharge to either East Prong Slocum
Creek or to Slocum Creek, that they be required to collect physical measurements(D.O. ,
Temp.,Salinity, Cond., pH) at stratified (one foot) intervals at various locations within the
receiving system for a period of not less that one year with a frequency of twice per month.
The data collected from this monitoring effort could then be used to seasonally determine the
area of salt-wedge anoxia and the portion of the water column that would be available for
assimilating waste-water.
The data collected during this pre-survey could be used to perform a waste-load allocation
analysis during the pre-survey conditions to evaluate the potential of creating standards
violation conditions due to an expanded discharge.
If you would like to discuss the Havelock situation further, or require additional site information
please contact either Harold Quidley or myself. The intensive Survey Unit has no current plans
for additional evaluation of this location. If additional efforts are necessary please advise me of

Slocum Creek - East Prong Creek Slocum Preliminary Survey 870923
A pre-survey was performed on a 5.5 mile reach of Slocum Creek and
East Prong Slocum Creek in Craven County on 87/09/23. The purpose of the
pre-survey was to provide background data to be used in evaluating the
impact of the Havelock WWTP discharge on receiving waters and to assess
the possibility of relocating the discharge outfall to provide assimilative
capacity for an expanded facility. The Havelock WWTP discharges into East
Prong Slocum Creek, a major tributary to Slocum Creek, The Cherry Point
WWTP also discharges into Slocum Creek. The Havelock WWTP outfall is
located on the East Prong 1 . 14 miles upstream from the confluence with
Slocum Creek and 2.05 miles upstream from the Cherry Point WWTP outfall.
The Cherry Point WWTP outfall 1s located 3.45 miles upstream from the
confluence of Slocum Creek and the Neuse River.( see attached schematic
map)
East Prong Slocum Creek appears to have been dredged since mid
channel depths range from 13 to 24 feet. This condition exists from 300
feet downstream from the Havelock WWTP outfall to its confluence with
Slocum Creek. A depth profile of East Prong Slocum Creek at the Havelock
WWTP outfall indicated depths from 3 to 4 feet with a i foot sludge blanket
on the bottom. No channelization was evident in Slocum Creek with
maximum depths averaging only 6 feet. The mouth of Slocum Creek is only
250 feet wide and is very narrow when compared with the main body of the
creek which averages over 800 feet wide.
A salt wedge was detected in East Prong Slocum Creek with salinity
values ranging from 0 to i% at the surface and 7 to 8.27o 3 feet below the
surface. The delineation between saline and fresh water was less evident in
Slocum Creek as it neared the confluence with the Neuse River where
salinity values were M from surface to bottom.
Dissolved oxygen levels on the surface in East Prong Slocum Creek
appeared to be slightly depressed by the Havelock effluent. Low dissolved
oxygen levels may be partially due to low background dissolved oxygen
levels which were detected upstream from the Havelock WWTP outfall. A
3.0 mg/L DO value was detected 300 feet downstream from the outfall and a
0.7 mg/L was detected 0.4 miles upstream from the outfall.
The combination of low background Dissolved oxygen levels, the
presence of a salt wedge, reduced vertical mixing caused by the deeply
dredged channel, sludge deposition and effluent input appear to suppress
dissolved oxygen levels in East Prong Slocum Creek. With additional
effluent flow, dissolved oxygen would likely be further compromised in the
backwater tributary where low dissolved oxygen levels may be occuring
naturally. Relocation of the effluent outfalIto the Neuse River or further
downstream in Slocum Creek may increase dispersion and minimize the
affects on water quality. Dissolved oxygen values on the surface in Slocum
Creek ranged from 11.2 mg/L to 7.5 mg/L. However, please note that the
bottom water in Slocum Creek was anaerobic. The dissolved oxygen in the
Neuse River near the mouth of Slocum Creek was 7.5 mg/L.
Slocum Creek - East Prong Slocum Creek - Southwest Prong Slocum Creek

A follow-up survey was conducted on Slocum Creek, East Prong Slocum
Creek, Southwest Prong Slocum Creek and Tucker Creek on 87/ 10/01.
Southwest Prong Slocum Creek and Tucker Creek were not investigated
during the 87/09/23 survey. The objective of the 87/10/01 survey was to
determine; 1 ) If the top of the salt wedge was uniform throughout the
Slocum Creek drainage system. 2) At what depth dissolved oxygen falls to
near anaerobic levels. 3) If similar hydrologic conditions exist in the
other major tributaries to Slocum Creek.
Unlike during the 87/09/23 pre-survey, Slocum Creek and Tucker Creek
exibited little stratification. This condition existed because a strong south
wind (approx. 15 mph) was mixing the relatively wide and shallow Creeks.
East Prong Slocum and southwest Prong Slocum are narrow and are
protected from the mixing actions of the wind. Both Creeks exibited
significant stratification and a pronounced salt wedge at a depth of
approximately 3 feet. Below a depth of 3 feet, dissolved oxygen dropped to
<1 .0 mg/L. Although southwest Prong Slocum Creek is not deeply
channalized as is East Prong Slocum Creek, similar uniform stratifications
occur in both tributaries. This data suggest that although the present
discharge flow from the Havelock WWTP does cause a D.O. sage in the upper
3 feet of East Prong Slocum Creek, near anaerobic conditions below 3 feet in
both creeks are more likely the result of the naturally occuring salt wedge
from the Neuse River and the inhibited mixing.

This letter is a follow-up to our recent conversations with Regional staff
(August 6, 1987) and your Raleigh staff (August 20, 1987) regarding the
assimilative capacity of Slocum Creek and its tributaries. Moders run on:

in the East Prong to.accomodate addi.tional_effluent__from_Che �i.t.y's_WWTP----
currently permitted for 1,500,000 gallons per day.
The City of Havelock has, for the past several years, been able to meet its
capital needs on a "pay-as-you-go" basis. With the potential cost that may be
facing the City in order to discharge WWTP effluent further downstream in
Slocum Creek, we need to know as soon as possible where this discharge point
will be located. The City continues to grow at a rate that generates on the
order of 60,000 gallons per day of additional wastewater flow. The currently
permitted 1.5 mgd will be reached in approximately four years. The most
possible lead time in our planning will enable the required improvements to be
put into place by the time the limits of our present permit are reached.
This-letter.-is-our request,_to_y_ou_to_initiate the required mon_i_t_oring-

modelling to verify where ourdis_chargep in______ oit will_.need_to_be_located. This
work should be based_ on at leastt2:5 _mgd;'discharge, which hopefully would get
the City to the year 2000. The wastewater treatment plant staff of the City
will be able to assist your staff in any way possible in order to speed this

In response to your letter dated October 23, 1987, the Tech-
nical Services staff have_thoroughly_investigated_the_question_of -
expansion ofyouur current facility_. ) DEM field monitoring data,
instream self-monitoring data, and modeling studies all indicate,
that expansion..of-wastef-low-at-your--current discharge location
would be--inappropriate. ) Low background dissolved oxygen (DO)
concentrations and poor flushing severely limit assimilative
capacity for oxygen-consuming waste in the East Prong of Slocum
Creek. It is clear that any expansion of wasteflow must be dis-
charged elsewhere in the basin.
Clearly, the greatest-amount-of-available_assimilative_capac-
ity for your City_'.s_discharge_exists_in the_Neuse River proper.
A preliminary examination of this alternative indicates that
effluent limits over the range of proposed amounts of discharge
approximate secondary levels of treatment. It is probable that a
diffuser would be required to ensure adequate mixing of the
effluent with river water.
A second alternative may exist-, in Slocum Creek below the con-_
fluence of_the-East-and_West_Prong.s. However, we cannot confirm
that there is adequate assimilative capacity based upon the
information currently available even for a discharge treated to
the limits of available technology. Should you wish to explore
this option further, we recommend that you embark upon an
instream monitoring study to help clarify existing instream con-
ditions. This information would be necessary prior to any model-
ing analysis by DEM. A proposed sampling strategy is attached
for your review.

Methods
Collect Temp. , DO, and conductivity data vertically through
the water column at 1 foot intervals at each station between
April and October on a weekly basis.
Collect one sample each for pH, BODS, TKN, and NH3-N within 1
foot of the water surface at each station between April and
October on a weekly basis.
Note: The regional field office for DEM should collect one set
of long-term BOD and Nitrogen data at each instream station and
from the Havelock and Cherry Point discharges during July and
August.
Monitoring Stations
Five monitoring stations have been chosen within Slocum Creek
and their locations are shown on the attached map using letters
A-E. Sampling will undoubtedly require the use of a boat.
Reporting Results
Results should be submitted to DEM (see address below) in
tabular form on a monthly basis within 30 days of the end of each
month of sampling. Individual values and monthly averages should
be provided for each parameter in the units shown above.

Technical Services staff have reviewed-the-in-stream monitoring-data-col--
1ected_by_ the_City this_past-summer.- 'The sampling appears to have be conducted
in-a_very_consistent-and-thorough-manner.. ' The Division appreciates the resources
the City dedicated to this effort.
Based on review of data ,collected by the City and data collected by NCDEM
the following observations on factors controlling the assimilative capacity of
Slocum Creek are offered:
o Conductivity data indicate Slocum. Creek_stratifie_s throughout due to a
salt wedge.
o Dissolved_oxygen_profiles indicate anoxic conditions occur at the bottom
of Slocum Creek due, in part,_ to this stratification.
o Dissolved oxygen and pH data indicate elevated-algal productivity_
o NCDEM phytoplankton sampling indicates algal productivity of-blo6m
proportions at the mouth of Slocum Creek, which in turn indicates limited
flushing.
The conclusion drawn from these observations is that Slocum-Creek-does-not
offer an appropr-iate-discharge-site-for-expansion-of-the-City_s._WWTP._Technical
Servicesstaff._recommend_piping_wastewater_to-the-Neuse-River-and-discharging via
'a diffuser.. i Current effluent limits, as well as a total phosphorus limit of 2
mg/1, would likely apply for any future expansions.

This is in response to Steve W. Tedder's letter of March 13, 1989 to
Mrs. Susan Rexrode, regarding future discharge from the City of Havelock's
wastewater treatment plant. Steve's letter indicates that the effluent limits
at the Neuse River will likely be the same as those currently in effect for
Slocum Creek. Limits on our discharge into Slocum Creek are based on AWT due
to the very low flow, or water exchange, of the creek. With the very high
flow rate of the Neuse River, we do not understand why the limits for our dis-
charge into the Neuse would not be considerably less stringent than those for
discharge into Slocum Creek. We are very much aware that phosphorous will be
limited to 2 mg/l; however, we feel that BOD and TSS would be more in the
order of secondary limits for discharge to the Neuse River.
Would you please give us an explanation of why we are likely to have a 5 mg,/l
BOD and 2 mg/1 NH3-N for discharge into the Neuse River?

Regarding your questions on potential effluent limits for a Noose River dis-
charge site. The N_eu_se- River_.exhibits_many_of the_ same water Quality—problems
that_ limit assimilative capacity in- Slocum-Creek., Thermal_and_saline_stratifica-
Lion occur in the summer resulting_in anoxic bottom conditions'. The River also
supports an elevated phytoplankton population which intensifies the the dissolved
oxygen stratification. Though the Noose River has a higher volume of flow than
Slocum Creek, the physical characteristics of the riverbed limit the flow velocity
and, thereby, the assimilative capacity. The conclusion drawn from these observa-
tions is that the appropriate effluent limits for a Neuse River discharge site
would likely include a BODS limit of 5 mg/1 and an NH3 limit of 2 mg/l, as well as
a 2 mg/1 total phosphorus limit.

Thank you for your letter of 8 April 1992, in response to my letter of
25 March 1992. The Division of Environmental Management has determined
that the city must go to the Neuse River with any additional effluent dis-
charge innediately; at same point in the future we will have to take all
present Slocum Creek discharges to the Neuse River as well. The City's
request is simple: Schedule a meeting to explore whether.the_pipeline being
constructed_by Cherry__Point_canybe_jointly_used-by -the-City-of-Havelock-to_
convey its treated sewage tothe Neuse-River.
The City's Slocum Creek plant was completed in 1979 and put in service in
December of that year. The projected life of the plant is 28 to 35 years.
It is not rational or feasible to abandon this plant; instead, the City
plans to maximize the use of this ten million dollar facility by expanding
to the maximum designed capacity of 2.25 MGD. This plant cannot—
go-beyond-that capacity at the present Slocurn_Creek_location—,
Thus the maximum amount of capacity the City would need in a joint—
pipeline--would be 2!25_MGD. Assuming that both parties agree that the basic concept
of joint use is feasible, a key issue for discussion would be the time frame
during which the City would commence, and then increase, its contributions to
the pipeline flow up to the maximum 2.25 MGD capacity of the Slocum Creek
facility. The point of entry into the pipeline of the City's effluent would
be beyond the point for the MCAS plant so that the effluent limits separately
would be monitored in each plant laboratory.
Our attorneys again have spoken with DFM and confirmed that the agency's
position remains firm. Absolutely no additional discharges will be permitted
into Slocum Creek and, in the longer term, all discharges will be required to
relocate from the creek. For the present, the City must continue to dis-
charge 1.5 MGD into Slocum Creek, while pursuing a 'longer term solution that
makes use of the Slocum Creek treatment facility.

DEM has reaffirmed its desire that the City and your staff meet to discuss
the feasibility of joint pipeline use: Pursuant to a telephone conversation
this morning with Mr. Steve Tedder, it is his reccmTendation that the initial
meeting be between the City and the MCAS. Thereafter, a meeting will be
scheduled involving Mr. Tedder and/or George Everett, as appropriate.
In.regards to the City's very long tern plans for wastewater management, it
is understood that a new site and a new plant must be planned and the City
may or may not be required to discharge into the Neuse River at that time.
Among other possibilities, the option of land application is being studied.
However, such 30 year plans are of little manent in determining the proper
course of action for the next 10-20 years. It is this time frame, with
emphasis on the immediate future, that is relevant to joint pipeline use dis-
cussions.
I trust this spells out more clearly the City's need to set up a meeting as
soon as possible. I look forward to being contacted by Colonel Clark to
set up a meeting between Cherry Point and City representatives to discuss
the basic feasibility of joint use by the City of the MCAS Neuse River pipe-
line. Your prompt response, as always, is appreciated.

At the meeting on 7 May 1992, the A/E firm of Black & Veatch, Inc. , hired by
the City to investigate the expansion of Havelock' s waste treatment
capability including the feasibility of joint wastewater discharge with the
Air Station, received the following information from us:
a. Design drawings C63-C95 for "Upgrade of wastewater Treatment Plants,
Cherry Point, North Carolina" .
b. Specifications associated with project; section 11033 "Post
Aeration Aerators", section 11023 "Final Effluent Pumps", and section 02226
"Outfall Diffuser System and Gravity Pipe" .
C. General status of our construction contract and contract schedule.
The A/E also requested the construction contractor' s detailed time schedule
and schedule of prices for the effluent pumps and forcemain pipe. This will
be forwarded upon receipt from the contractor.
As discussed during the meeting, the timeframe for this study is most
sensitive as our contractor continues to execute his contract.
The A/E indicated that the City plans to provide sewer service to the
Westbrooke area and possibly Ketner Heights, which would be treated at the
existing facility. These additional flows and any other future projected
flows will have to be identified for design. Additionally, you will recall
that during our informal discussions of 29 April you indicated that the sewer
service mentioned in the annexation article of the Sun Journal of 28 April had
been incorporated in the 2.25 MGD flow. With the possibility of joint
wastewater discharge, the Air Station is concerned about the increased flows
of the City of Havelock. To assess the impact to the Air Station of such a
proposal, we request future annexation and proposed sewer services plans and
projections. Also, my staff will need to review the basis of design for the
proposed plant expansion and forcemain.
We also request the following information which will be most beneficial for us
to assess your proposal.
a. Plan and milestones for permit application.
b. Copies of the Discharge Monitoring Reports (DMR) for the past 3 years.
C. The current plant staffing and routine maintenance plan, including
information on the testing laboratory.
d. The current effluent monitoring schedule. .,
e. Results of any internal monitoring done for operational/information
purposes, including the type of testing procedure or method used.
f. Copies of the Annual Priority Pollutants Listing for the past 3 years.
Please provide the requested data to the Commanding General, Marine Corps Air
Station, Cherry Point, Attention: Director of Facilities, Facilities
Development Department. Our staff is prepared to review and analyze the
possibility of joint effluent wastewater discharge between the Air Station and
the City of Havelock. We look forward to a combined input and review effort
that will result in determining the most feasible solution for wastewater
treatment and discharge for the City.
