SUMMARY
The Town of Old Fort has requested a first-time flow allocation
under their current JOC. The impact of this flow increase on the water
quality of Curtis Creek and the Catawba River was evaluated using the
Lovel-B Model. The results of the analysis indicate that the requested
flow increase will have very little additional impact on the receiving
surface waters. Therefore, under-EMC -criteria, there is no basis for
denying a 0.15 MGD flow increase.
BACKGROUND INFORMATION
The Town of Old Fort wastewater treatment plant discharges into
Curtis Creek, at a site located 0.2 miles upstream from the confluence of
Curtis Creek and the Catawba River. Both watercourses are classified
"C-Trout" waters. Curtis Creek is characterized at the discharge point
by the following: DA = 17 sq. miles; 7Q10 = 4. 1 cfs and Qavg = 29 cfs.
The Town of Old Fort entered into a JOC on June 1, 1988 due to the
noncompliance of their wastewater treatment facility with the final
effluent limitations for BOD, TSS, Fecal Coliform, and Toxicity as set
forth in the permit.
A review of the self-monitoring data from July to December, 1988
indicates that the fari.lito has hAen 4n rnmpli.ance with the interim
effluent limitations contained in the JOC. However, a review of the
self-monitoring data for toxicity (Acute - monitoring only) from June,
1988 to January, 1989 indicated partial mortality in September, October
and November, 1988. No mortality was reported in December, 1988 and Jan-
nary, 1989.
ANALYSIS AND DISCUSSION
A Level-B analysis was performed using a wasteflow of 0.3362 MGD and
the suggested .JOC limit of 80 mg/1. BOD,. Also, a NBOD value of 90 mg/l,
reflecting a 20 mg/l NH„-N maximum, was used in the model. This assump-
tion was based on the fact that ammonia concentrations during 1988 were
reported to be 6.05 mg/l in average with a 41 .80 mg/1 maximum concentra-
tion and a 0.06 mg/1 minimum concentration. DO was assumed 3.4 mg/l at
the effluent, this is the minimum DO concentration reported in 1988.
Streamflows were obtained from 1983 USGS records of Curtis Creek and from
runoff calculations derived from 1982 records of nearby stations in the
Catawba River. This model predicted that the instream DO sag (6.98 mg/1)
occurs at the mix point.
The second model run used the 0.3362 MGD flow plus the requested
0.15 MGD additional flow, with all other inputs constant. The results of
the second model run predicted the DO minimum (6.81 mg/1) to be also at
the mix point.
A third model was run using various flow values to determine the
maximum allowable wasteflow that satisfies EMC criteria. A maximum flow
of 0.80 MGD (plant design capacity) predicted a DO sag of 6.50 mg/l at .
the mix point.
CONCLUSION
In accordance with the EMC criteria for judging instream impacts,
the model results demonstrate no significant depression of the instream
DO level or extension of the zone of impact when the wasteflow is
increased.

Please find attached an instream assessment request for The Town of Old
Fort' s first flow allocation under their JOC. The Regional Staff
desire toohave the assessment based upon 50, 000 gpd of domestic sewage
with the expectation that that volume will be sufficient for the
remaining term of the JOC. Also attached to 'the "Request for Instream
Assessment" is the Town' s MP Printout for the past twelve months along
with a copy of the effluent limitations page from the JOC.
