At this set of proposed limits the model predicted a violation of the requirements to grant an SOC. Upon your request, the Town was reevaluated at BOD 20 mg/1 rather than the previously modeled BOD 23 mg/l. Tedder SUBJECT: In-Stream Assessment Town of Havelock WWTP Craven County The Town of Havelock in Craven County is requesting permission to increase their SOC wasteflow from a pre-SOC average of 0 . 889 MGD to 1 .062 MGD. The town ' s WWTP discharges into East Prong Slocum Creek , (c-swamp, 7010,=0, tidal influ- ence) , which is located within the Neuse River Basin . The facility was averaging BODO 7 . 17 mg/ l , NH*-N 0.26 mg/ I and D.O. 8 . 47 mg/ I for the period of December 1985 through September 1986 . The facility has been having troubles meeting its BODE and solids limits during wet weather periods and thus entered into an SOC in September of this year . The current request expands the amount of additional wasteflow originally approved . A level B estuary modeling analysis was completed using wasteflows of 0.889 MGD and 1 .062 MGD. The Washington Regional Office suggested limits that the facility should be able to comply with : BODO 15 mg/ l , NH,-N 2 mg/ I and D.O. 6 mg/ I . The model predicts that the additional increase in flow at the proposed limits will cause instream D.O. to drop below 5.0 mg/ 1 for 8/ 10 of a mile . This is 3/ 10 of a mile greater than the requirements for granting an SOC allows , although the expected net change in minimum D.O. is only 0 . 23 mg/ l .
