Wastewater Treatment Plant Improvements

Dear Mr. Kennedy:
A letter of request for an Authorization to Construct was received
June 5, 1986 by the Division and final plans and specifications for the subject
project have been reviewed and found to be satisfactory. Authorization is hereby
granted for the construction_of a 0.25 MGD wastewater treatment facility expansion
consisting of converting the existing dual final clarifiers to sludge digesters, an
intermediate pump station equipped with dual 5600 GPM pups, four (4) blowers, each
capable of delivering 1025 CFM, a 500,000 gallon capacity final clarifier, two (2) 5
HP mixers to replace the surface aerators in the existing nitrification basins, a
12—inch parshall flue, approximately 150 lineal feet of 16—inch and 300 lineal feet
of 15—inch outfall and all associated valves, piping and appurtenances to increase the
capacity of the City of Havelock's Wastewater Treatment Facility from 1.25 MGD to 1.5
MGD.
This Authorization to Construct is issued in accordance with Part III
paragraph C of the NPDES Permit No. NC0021253 issued November 19, 1986, and shall be
subject to revocation unless the wastewater treatment facilities are constructed in
accordance with the conditions and limitations specified in Permit No. NC0021253.
The Permittee must employ a certified wastewater operator in
accordance with Part III, paragraph D of the reference permit.
The sludge generated from these treatment facilities must be disposed
of in accordance with G.S. 143-215.1 and in a manner approvable by the North Carolina
Division of Envf'rouental Management.

The Washington Regional Office, telephone number 919/946-6481 shall be
notified in advance of operation of the installed facilities so that an in-place
inspection can be made of said facilities prior to operation. Such notification to
the Regional Supervisor shall be made during the normal office hours from 8:00 a.m.
until 5:00 p.m. on Monday through Friday, excluding State Holidays.
In event the facilities fail to perform satisfactorily in meeting
its NPDES permit effluent limits, the permittee shall take such immediate corrective
action as may be required by this Division, including the construction of additional
wastewater treatment and disposal facilities.
