The proposed project is in an urban area of Chapel Hill. The project corridor has single family neighborhoods, small businesses, utilities, and wooded areas. The landscape is generally
flat through the project corridor.

The purpose of the project is to improve bike and pedestrian access along Estes Dr.
4i. Describe the overall project in detail, including indirect impacts and the type of equipment to be used:*
The Town of Chapel Hill, Orange County, proposes to make bicycle and pedestrian improvements along Estes Dr. from just before Martin Luther King Blvd. to Caswell Dr. The project
will be about 1 mile in length and involve doing an asphalt mill and overlay on the eAsting road, adding raised bicycle lanes on either side, constructing a 5' sidewalk on the south side in
areas where one does not currently epst, and a 10' multi -use path on the north side. One through vehicular travel lane in each direction will remain. The construction will involve
clearing and grubbing, grading, asphalt and concrete paving, drainage, erosion control, curb and gutter installation, and signing and striping. The total disturbed area of the project will
be approximately 10 acres. Most of the project will be contained within the right of way with the exception of the multi -use path, which will require additional easements as it separates
from the roadway.

The upslope end of the 42" RCP was placed outside of the wetland to reduce the amount of fill in the wetland, allowing for only mechanized clearing.
The dowmslope end of the 42" RCP ends approximately where the original 30" RCP is and the only impacts are for a needed riprap pad to reduce
energy and prevent erosion downslope. The fill slope in the vicinity of Site 1 B is 2:1 to minimize fill in the wetland.
1b. Specifically describe measures taken to avoid or minimize the proposed impacts through construction techniques:
No staging areas will be in jurisdictional features.

On -site surveys for Michaux s sumac and smooth coneflower were conducted in July 2015. No specimens were found. There is no suitable habitat for
any aquatic species or pondberry within the project corridor.
