Stormwater Report Narrative Plan Preparer American Tower Patrick P. Barry, PE 3500 Regency Parkway Cary, NC 27518 Introduction American Tower Nicholas R. Pirro, EIT 3500 Regency Parkway Cary, NC 27518 This plan and report are to be implemented by the contractor during the culvert installation project proposed by American Tower. The existing elliptical culvert is grossly undersized due to upstream development activities and repeatedly overflows into the parking lot The Construction Drawings and Report have been developed to minimize accelerated erosion and sedimentation both during and after the proposed construction activities and to control the stormwater runoff. This report will refer to the Drainage Area for the proposal. Planned earth disturbance activities include cutting, filling, and grading the existing topography to install three new circular culverts. The total limit of disturbance associated with this project is 0.13 acres. Existing Site Conditions The site consists of a commercial office building, asphalt parking lots, asphalt private road, concrete sidewalks and woods. Applicable Project Permitting Required Local Zoning Permit, Building Permit, Stormwater Permit Description of Erosion and Sedimentation Controls Erosion and sedimentation controls to be used on site include silt fence, rock construction entrance, infiltration basin with rip -rap spillway and a roadside ditch with erosion control blanket. Landscaping There is no proposed landscaping involved with this project, only vegetation clearing along banks as shown in the Construction Drawings. All existing surrounding tree canopies shall remain. Soils The following soil's descriptions have been taken from the Soils map site at https://websoilsurvey.sc.egov.usda.gov. All rights reserved. ,0) Stormwater Report Floodplain, Wetlands and Waterways Portions of the subject property are located within a special flood hazard zone. The project location is within the 100-year floodplain according to FEMA FIRM community panel number 3720076200J, with an effective date of May 2, 2006. The project is not located within the Swift Creek Floodway. There is an ephemeral stream located within the limits of the project as delineated by Tower Engineering Professionals which is fed by a detention pond upstream. We have treated the detention pond as an impervious surface because the water is kept at maximum capacity for aesthetic reasons and to our knowledge is not intended for stormwater purposes. Project Site Runoff The Rational method has been used for determining flow rates for this project. The Stormwater runoff rates are being utilized to size and design the proposed culverts for this project due to the current culvert being undersized for the drainage area seen. It was found that the flowrate for the 25-yr storm is 150.43 cfs. Using this flowrate, we proposed (3) 48" circular HDPE culverts to be installed across the private road owned by American Tower Corporation to replace the existing failing culvert which is to be removed and disposed properly offsite during construction Confidential and proprietary. © 2015 by ATC I LLC. Soils are assigned to one of four groups according to the rate of water infiltration when the soils are not protected by vegetation, are thoroughly wet, and receive precipitation from long -duration storms. The soils in the United States are assigned to four groups (A, B, C, and D) and three dual classes (A/D, B/D, and C/D). The groups are defined as follows: Group A. Soils having a high infiltration rate (low runoff potential) when thoroughly wet. These consist mainly of deep, well drained to excessively drained sands or gravelly sands. These soils have a high rate of water transmission. Group B. Soils having a moderate infiltration rate when thoroughly wet. These consist chiefly of moderately deep or deep, moderately well drained or well drained soils that have moderately fine texture to moderately coarse texture. These soils have a moderate rate of water transmission. Group C. Soils having a slow infiltration rate when thoroughly wet. These consist chiefly of soils having a layer that impedes the downward movement of water or soils of moderately fine texture or fine texture. These soils have a slow rate of water transmission. Group D. Soils having a very slow infiltration rate (high runoff potential) when thoroughly wet. These consist chiefly of clays that have a high shrink -swell potential, soils that have a high water table, soils that have a claypan or clay layer at or near the surface, and soils that are shallow over nearly impervious material.
