PROJECT SUMMARY: The property was previously permitted through major permit # 103-09, however the permit expired on 12/31/12. The previous permit authorized a 59-slip marina with marina building, associated parking, excavation, upland development, spoil disposal and shoreline stabilization. All previous work has been completed and the project was issued the following authorizations; General Water Quality Certification 3642, DWQ Project number 09 0606 and COE Action ID No. Saw-2009- 01058. The applicant is currently proposing the development of 6 parcels along Cedar Street and Orange Street for the development of a 101- room hotel with amenities, associated parking, Field Investigation Report: Beaufort Partners, LLCBetty Apperson Compass Suites Project Page 02 stormwater infiltration basin and all associated infrastructure. Due to the scope of the proposed project (3.3 acres) a sedimentation and erosion control plane was submitted to the Division of Land resources on 7/24/ 19 and was approved on 8/9/ 19 (CARTE-2020-004). 9. Narrative Description The Beaufort Partners, LLC/Betty Apperson (Compass Suites Project) a commercial project is located immediately east of the bridge at 103, 113, 115, 208 Cedar Street, 319 Orange Street and a non -addressed parcel along Orange Street in Beaufort, Carteret County and is adjacent to Town Creek and the USACE Federal Harbor. The high ground property is 3.3 acres in its entirety and is an average of 5-9' above NHW. The property is partially developed. The surveyed existing BUA within the 75' AEC is 28.8% (73,9919 sf), 729 sf within the 30' CAMA buffer and all tract totals totaling a BUA of 62.6%. The developed portion of the high ground contains a vacant one-story marina building, storage building, parking areas, riprap and walkways along the Cedar Street Parcels. The Orange street parcels have parking and an abandoned single family dwelling. The Cedar Street parcels have typical yard grasses with the Orange street parcels having some trees and typical yard grasses. There are commercial properties on both sides of the project area. The project area is found by following highway 70 east from Morehead city heading towards Beaufort via the Morehead/ Beaufort Causeway. Continue over the new high rise bridge connecting to Beaufort over Gallants Channel area until you reach the first stop light. Turn right onto Turners Street, follow to the next stop light and turn right. Continue for approximately for 450' and the properties will be located along cedar street and orange street. The Town of Beaufort's Land Use Plan classifies this property as Mixed Use/Residential/Commercial with all AECs classified Conservation. Town Creek is not designated as a Primary Nursery Area and is closed to the taking of shellfish. Town Creek within this area carries a water classification of SC. No work waterward of normal high water is proposed at this time. 10. Project Description: The current proposal is for the development of 6 parcels along Cedar Street and Orange Street (3.3 acres) for the construction of a 101- room hotel with amenities, associated parking, stormwater approximately 55' landward of normal high water. The surveyed existing BUA within the 75' AEC is 73,9919 sf, 729 sf within the 30' CAMA buffer and all tracts totaling a BUA of 62.6%. The proposed BUA within the 75' coastal shoreline AEC is 28.8% (76,892sf). The first portion of the project is the construction of a 101 room hotel that is 40' high and starts 55' landward of normal high water. It would be located at the 103,113,115 and 208 Cedar Street parcels. The hotel is of a 1-shaped design and has dimensions as follows, 60' x 170' and 80' x 100', There is also a pool and walkways proposed along the north west side of the hotel. All portions of the pool would be a distance of 40' landward of normal high water. The proposed walkways would extend south from the existing walkways along the shore that service the marina slips and connect to the pool and hotel area. In order to accommodate the existing marina and new hotel, the applicants are proposing the Field Investigation Report: Beaufort Partners, LLCBetty Apperson Compass Suites Project Page 03 addition of five new parking areas with a total of 118 spaces (including five handicap accessible spaces). Two of the parking areas would be located along 103,113 and 115 Cedar Street with additional parking along the Orange Street right-of-way. The final two parking areas would be located across the street along 208 Cedar Street. The final portion of the project would be the construction of a stormwater infiltration basin along the 319 and non -numbered parcel along Orange Street. The erosion control plane CARTE-2020- 004 has the details for this. All associated infrastructure would also be constructed along these parcels and project area. All buildings, utilities, amenities and parking areas would be outside of the 3 0' CAMA buffer. 11. Anticipated Impacts: The high ground development would grade, fill and disturb a total of 3.3 acres with 76,892sf (28.8%) of BUA within the 75' Estuarine Shoreline AEC and a tract total of 62.6%. There is existing BUA within 30' of NHW and the area would be re -developed with no horizontal expansion or increase. There is no proposed work waterward of normal high water at this time. There would be no net increase in the stormwater runoff into the adjacent waterbody. Any increase in stormwater would be retained and diverted to the proposed onsite stormwater retention basin. The applicant reported they submitted an Erosion and Sediment Control plan to NCDEMLR on 7/24/19 for upland re -development and were approved on 8/9/19 (CARTE-2020-004. The stormwater certification was submitted to NCDWR for review on 9/23/19 and is currently under express review. DCM MP-1 Section 6.0 Additional Information 3.1 Section 6. a. Project Narrative The proposed development is situated on a 2.62-acre site located at the intersection of Cedar Street and Orange Street adjacent to Town Creek (SC Waters) in Beaufort, North Carolina, Carteret County. The project area consists of six (6) separate parcels that are partially developed. The three parcels located to the northeast of Cedar Street contain a marina building and associated parking areas. A CAMA Major permit (103-09) for the northeast parcels was issued on July 16, 2009 for the development of docking facilities and associated dredging. The three parcels located to the southwest of Cedar Street contain an abandoned shop building with associated parking areas, an abandoned residence, and undeveloped land. The parcels contain three zoning designations: B-W (business waterfront district), B-1 (general business district), and R-8 (residential medium density district). There are no existing stormwater management or treatment systems associated with the parcels. Surrounding land use consists of a mix of residential development and commercial businesses. Town Creek and docking facilities are located to the north. Commercial properties are located to the east and west, while residential properties are located to the south. Orange Street is located along the southeast property boundaries, while Cedar Street transects the parcels from northwest to southeast. A site inspection was performed by Land Management Group on August 12, 2019 and it was determined that there are no Coastal or 404 wetlands located on the property. Rip rap stabilization is located on the northeast shoreline of the property and there is a narrow fringe of coastal wetland at the toe of the existing rip rap. The proposed project involves removal of the current marina building, two abandoned structures, and associated parking areas. The parcels will be redeveloped to contain a 101-room hotel, associated parking areas, a pool, walkways, a stormwater infiltration basin, and associated infrastructure. Additional parking spaces will be constructed on a portion of the Orange Street right of way northeast of Cedar Street, and on the western portion of Cedar Street. There are no required zoning approvals or special use permits. The total disturbed land area resulting from construction will be approximately 3.3 acres, which includes the disturbed areas on the Orange Street and Cedar Street rights of way. The erosion and sedimentation control plan CARTE-2020-004 (attached) was submitted on July 24, 2019 and was approved on August 9, 2019. The stormwater certification was submitted to the Division of Water Quality on September 23, 2019 and is currently under express review. The surface runoff resulting from the net increase in impervious surfaces will be treated with an infiltration pond located on the southwest portion of the property. The project will utilize existing municipal water and sewer utilities. Surface runoff will be the only discharge to waters of the state. See Stormwater submittal/permit for final design and details.
