floating dock.

9. PROJECT DESCRIPTION:
The project site is located at 6400 Quail Run Road in New Hanover County. The property is
located on the north bank of Hewletts Creek and is approximately 2,400 feet upstream from the
confluence of Hewletts Creek and the Atlantic Intracoastal Waterway. To find the property
starting at the intersection of US Highway 76 (Oleander Drive) and Greenville Loop Road, one
would travel south on Greenville Loop Road approximately one mile to Old Military Road. Turn
left on Old Military Road and travel approximately 0.6 miles to Quail Run, an unimproved road.
Turn right on Quail Run and travel approximately 0.3 miles to the applicant's drive.
The applicant's high ground property is approximately 240' wide by approximately 630' deep,
or approximately 3.5 acres. The tract averages approximately 10' above mean sea level and is
vegetated primarily with Live Oak, Pine and Magnolia. Existing highground development on the
tract includes a single family dwelling, a driveway, and a 6' X 60' pier. The existing pier was
constructed in 1998 under General Permit #017648-D. Between the edge of high ground and the
open water of Hewletts Creek there is an approximately 60' wide expanse of Coastal Wetlands
dominated by Smooth Salt Marsh Cordgrass (Spartina alterniflora) with an approximately 20'
wide band of Black Needlerush (Juncus roenterzanus) near the highground boundary. The existing
pier terminates at the waterward extent of Spartina alterniflora. Hewletts Creek adjacent to the
applicant's property averages approximately 1,300' in width. The majority of this open water is
exposed mudflat/oyster bar at low tide or has water depths of less than -1' MLW. Approximately
500' into this open water area from the waterward edge of marsh bordering the applicants property
is the deeper water channel of the creek. This channel, which is the only area of the creek used
for navigation at low tide, is approximately 4' deep at MLW and approximately 100' wide.
The Wilmington-New Hanover County Land Use Plan classifies the area as Conservation. The
waters of Hewletts Creek are classified as SA by the Division of Water Quality. The area is
designated as a Primary Nursery Area by the Division of Marine Fisheries and is temporarily
closed to the taking of shellfish.
The applicant is proposing to extend the existing 6' X 60' pier, starting approximately 10'
waterward of the mean high water contour and continuing with a 6' wide walkway another 450'
into the waters of Hewletts Creek. The pier addition will cross approximately 160' of Spartina
alterniflora before entering the open water portion of the creek. At the end of the structure the
applicant is proposing a 10' X 10' L-head platform and a 8' X 16' floating dock to provide
docking space for up to two small boats. The structure will terminate at the -2' MLW contour.
The total length of the structure, measured from mean high water, will be approximately 470'.

10. ANTICIPATED 11UPACTS:
The project as proposed will result in the shading of an additional 900 sq. ft. of Spartina
alxem#7ora, and will incorporate approximately 2,028 sq. ft. of Public Trust Area. The project,
as proposed, will extend approximately 310' into a body of water that averages 1,300' across
within the applicant's riparian corridor. The pier, therefor, meets the current 1/4 rule, can be
constructed within the applicants riparian corridor, will not extend into the channel portion of the
water body and will not extend beyond the established pier length along the same shoreline for
similar use. Minor increases in turbidity can be expected during construction.

• A copy of the deed (with state application only) or
other instrument under which the applicant claims tide
to the affected properties. If the applicant is not
claiming to be the owner of said property, then
forward a copy of the deed or other instrument under
which the owner claims tide, plus written permission
from the owner to carry out the project.
• An accurate, dated work plat (including plan view
and cross-sectional drawings) drawn to scale in black
ink on an 8 1/2" by I1" white paper. (Refer to
Coastal Resources Commission Rule 7J.0203 for a
detailed description.)
Please note that original drawings are preferred and
only high quality copies will be accepted. Blue-line
prints or other larger plats are acceptable only if an
adequate number of quality copies are provided by
applicant. (Contact the U.S. Army Corps of
Engineers regarding that agency's use of larger
drawings.) A site or location map is a part of plat
requirements and it must be sufficiently detailed to
guide agency personnel unfamiliar with the area to the

9. PROJECT DESCRIPTION:
The project site is located at 6400 Quail Run Road in New Hanover County. The property is
located on the north bank of Hewletts Creek and is approximately 2,400 feet upstream from the
confluelice of Hewletts Creek and the Atlantic Intracoastal Waterway. To find the property
s`tai'tiiri' ait the intersection of US Highway 76 (Oleander Drive) and Greenville Loop Road, one
would travel south on Greenville Loop Road approximately one mile to Old Military Road. Turn
left on Old Military Road and travel approximately 0.6 miles to Quail Run, an unimproved road.
Turn right on Quail Run and travel approximately 0.3 miles to the applicant's drive.
The applicant's high ground property is approximately 240' wide by approximately 630' deep,
or approximately 3.5 acres. The tract averages approximately 10' above mean sea level and is
vegetated primarily with Live Oak, Pine and Magnolia. Existing highground development on the
tract includes a single family dwelling, a driveway, and a 6' X 60' pier. The existing pier was
constructed in 1998 under General Permit #017648-D. Between the edge of high ground and the
open water of Hewletts Creek there is an approximately 60' wide expanse of Coastal Wetlands
dominated by Smooth Salt Marsh Cordgrass (Spartina alterniflora) with an approximately 20'
wide band of Black Needlerush (Juncus roemerianus) near the highground boundary. The existing
pier terminates at the waterward extent of Spartina alterniflora. Hewletts Creek adjacent to the
applicant's property averages approximately 1,300' in width. The majority of this open water is
exposed mudflatloyster bar at low tide or has water depths of less than -1' MLW. Approximately
500' into this open water area from the waterward edge of marsh bordering the applicants property
is the deeper water channel of the creek. This channel, which is the only area of the creek used
for navigation at low tide, is approximately 4' deep at MLW and approximately 100' wide.
The Wilmington-New Hanover County Land Use Plan classifies the area as Conservation. The
waters of Hewletts Creek are classified as SA by the Division of Water Quality. The area is
designated as a Primary Nursery Area by the Division of Marine Fisheries and is temporarily
closed to the taking of shellfish.
The applicant is proposing to extend the existing 6' X 60' pier, starting approximately 10'
waterw rd of the mean high water contour and continuing with a 6' wide walkway another 450'
into the waters of Hewletts Creek. The pier addition will cross approximately 160' of Spartina
alterniflora before entering the open water portion of the creek. At the end of the structure the
applicant is proposing a 10' X 10' L-head platform and a 8' X 16' floating dock to provide
docking space for up to two small boats. The structure will terminate at the -2' MLW contour.
The total length of the structure, measured from mean high water, will be approximately 470'.

10. ANTICIPATED IMPACTS:
The project as proposed will result in the shading of an additional 900 sq. ft. of Spartina
alterniflora, and will incorporate approximately 2,028 sq. ft. of Public Trust Area. The project,
as proposed, will extend approximately 310' into a body of water that averages 1,300' across
within the applicant's riparian corridor. The pier, therefor, meets the current 1/4 rule, can be
constructed within the applicants riparian corridor, will not extend into the channel portion of the
water body and will not extend beyond the established pier length along the same shoreline for
similar use. Minor increases in turbidity can be expected during construction.
