PROJECT SUMMARY: The applicant proposes to construct a private pier and T-head, two boat lifts with associated finger piers and two floating docks. Carsie Denning Page Two 9. PROJECT DESCRIPTION: The project site is located at 2759 Pinecrest Drive, which are lots 12, 13 and 14 of Section 5, St. James Plantation, in Brunswick County. The property is located on the north bank of the ,:1<•;Intracoastal Waterway and is approximately 2,000 feet west of the proposed St. James Plantation Marina. To find the property starting at the intersection of NC Highway 211 and St James Drive, one would travel south on St. James Drive approximately 4.3 miles to Pinecrest Drive. Turn left on Pinecrest Drive and travel approximately 0.6 miles to lots 12, 13 and 14. The applicant's high ground property, including all three lots, is approximately 300' wide by approximately 200' deep, or approximately 1.3 acres. The tract averages approximately 7' above mean sea level. A single family dwelling is currently under construction on the property. General Permit No. 017597-D was issued to Carsie Denning on May 21, 1998 for the construction of a 300' long bulkhead, a Pier, boat lift, a half covered L-head, and a floating dock. The bulkhead has been completed and the pier partially completed. The Intracoastal Waterway adjacent to the applicant's property averages approximately 450' across. Prior to construction of the bulkhead the applicant's shoreline was experiencing severe erosion from boat wakes and is void of coastal wetland vegetation. The Brunswick County Land Use Plan classifies the area as Conservation. The waters of the Intracoastal Waterway are classified as SA by the Division of Water Quality. The area is not designated as a Primary Nursery Area by the Division of Marine Fisheries and is closed to the taking of shellfish. The applicant is proposing to construct a pier 6' X 86' connected to a 12' X 30' T-head ( a 12' X 12' area of the T-head is to be covered). Also proposed are two 13' X 27' boat lifts, two floating docks (each measuring 5' X 14'), and two 3' X 52' fixed finger piers to be constructed around each lift. The proposed floating docks will be located between the lifts and the T-head and should not create additional docking space. The structure will provide docking space for two vessels. The total length of the structure, measured from mean high water, will be approximately 116'. The waterward end of the structure will terminate approximately 3' landward of the mean low water contour. This end of the dock will have no water at low tide and approximately 4' of depth at high tide. The structure will be set back 80' from the near bottom edge of the federally maintained channel. The are no other piers within view along the applicant's shoreline, however, along the south bank of the waterway piers are numerous. Carsie Denning Page Three 10. ANTICIPATED IMPACTS: The project as proposed will incorporate approximately 2,196 sq. ft. of Public Trust Area. The project, as proposed, will extend approximately 116' into a body of water that averages 450' across within the applicant's riparian corridor. As of August 1, 1998, under individual permits, "T"s, finger piers, platforms, and decks must not exceed a combined total area of 4 sq. ft. per linear foot of shoreline. The proposed T-head and floating docks will have a combined square footage of 812, which is under the 1,200 total allowable square footage given the applicant's shoreline length. The proposed boat lifts will have a combined square footage of 702. Minor increases in turbidity can be expected during piling placement. PROJECT DESCRIPTION: The project site is located at 2759 Pinecrest Drive, which are lots 12, 13 and 14 of Section 5, St. James Plantation, in Brunswick County. The property is located on the north bank of the Intracoastal Waterway and is approximately 2,000 feet west of the proposed St. James Plantation Marina. To find the property starting at the intersection of NC Highway 211 and St James Drive, one would travel south on St. James Drive approximately 4.3 miles to Pinecrest Drive. Turn left on Pinecrest Drive and travel approximately 0.6 miles to lots 12, 13 and 14. The applicant's high ground property, including all three lots, is approximately 300' wide by approximately 200' deep, or approximately 1.3 acres. The tract averages approximately 7' above mean sea level. A single family dwelling is currently under construction on the property. General Permit No. 017597-D was issued to Carsie Denning on May 21, 1998 for the construction of a 300' long bulkhead, a Pier, boat lift, a half covered L-head, and a floating dock. The bulkhead has been completed and the pier partially completed. The Intracoastal Waterway adjacent to the applicant's property averages approximately 450' across. Prior to construction of the bulkhead the applicant's shoreline was experiencing severe erosion from boat wakes and is void of coastal wetland vegetation. The Brunswick County Land Use Plan classifies the area as Conservation. The waters of the Intracoastal Waterway are classified as SA by the Division of Water Quality. The area is not designated as a Primary Nursery Area by the Division of Marine Fisheries and is closed to the taking of shellfish. The applicant is proposing to construct a pier 6' X 86' connected to a 12' X 30' T-head ( a 12' X 12' area of the T-head is to be covered). Also proposed are two 13' X 27' boat lifts, two floating docks (each measuring 5' X 14'), and two 3' X 52' fixed finger piers to be constructed around each lift. The proposed floating docks will be located between the lifts and the T-head and should not create additional docking space. The structure will provide docking space for two vessels. The total length of the structure, measured from mean high water, will be approximately 116'. The waterward end of the structure will terminate approximately 3' landward of the mean low water contour. This end of the dock will have no water at low tide and approximately 4' of depth at high tide. The structure will be set back 80' from the near bottom edge of the federally maintained channel.
