Hi Alan,
We have revised the culvert crossing per our meeting. We removed the baffles and the secondary pipes have
been raised out of the stream bank. The revised stream crossing sheets are attached.
Jeremy checked the capacity for Storm C and he cannot tie Storm D into Storm C because it would put pipe C2
under capacity and require upsizing the pipe. This would result in less than minimum cover over the pipe.
He thinks the curb cuts are a good idea and is checking with Pineville and Mecklenburg County to see if they
would accept that.
See below for Jeremy's responses (in red) to your comments:
1) Extending the discharge pipe.
We had discussed this in the meeting. Extending the pipes would cause us to chase the inverts downstream to
be able to daylight and we would still be discharging inside the stream buffer and close to the stream bank in some
areas. See attached. This would also require us to disturb the buffer around the stream and place fill dirt over the pipe
just to achieve cover and the same result of discharging at the stream. These are 30" pipes and would require about 4.5'
of fill in the floodplain and disturbed buffer to get minimum cover over the pipe.
2) Constructing "dry" detention discharge "ponds"
We had discussed a ditch for Storm G at Emmett Drive yesterday, but for the inverts to work, the ditch would
need to be at 0.5%. The ditch really needs to be 2% to flow properly. At 0.5% the ditch would have ponding issues and
would pose a mosquito problem for the adjacent homeowners. Mecklenburg County also require 30" of permeable soil,
6" of stone, and an underdrain system for the enhanced swale. This would put the underdrains 3' lower than the pipes
are currently and we would not be able to daylight them.
We can't put a pond at the outfall of Storm G because of an existing Charlotte Water sanitary sewer easement. See
attached. Extending Strom G would also lead to conflicts with the sewer pipe. The line for the sewer pipe is not shown
on this sheet, but the easement is. Ponds at the outfalls at the Orson Oaks crossing would have to be installed inside of
the stream buffer and require more disturbance of the buffer.
3) Why not curb cuts on the back alley ways? Instead of piping? The SW flows from the
street through the buffer. Allows for more opportunity to spread the SW through the buffer.
This is a good idea and may be possible for the alley on the north east side, maybe other areas as well. We'd
need to confirm that Mecklenburg County and Pineville would allow this. This would also direct additional flow through
the culvert that is currently going around it with the storm network. We would need to confirm that we can design a
crossing that can handle that flow and still meet the design/site constraints.
4) Combination of pipe extension and pond or call it a glorified plunge pool.
See #1 and #2.
5) Enlarge rear development area and decrease front development area to allow room for SW
discharge (see bottom diagram)
We clustered the lots to provide as much buffer/natural area as we could between the development and the
stream. The limits of development on the west side (rear) were determined by the sanitary sewer network. The sewer
design is at minimum slope and at the extents of the development it is at minimum cover as well. We cannot extend the
development and still provide gravity sewer service to each lot without raising the site. The budget is already maxed out
and the increase in cost of importing dirt would cause the project to not move forward.
The diagram below shows: the ditch/pond, pipe extension with extending of fill material at the
same elevation as the street, an "insignificant" discharge to the culvert. These ideas should be
considered for all discharges to stream culverts. Duke doesn't allow structure in their easement,
but a ditch line/pond maybe be allowable. There is a flood zone, but ditching/ponds could
offset fill.
A pond or pipe extension at the Emmett Drive crossing would conflict with the existing sewer main.
I checked the inverts for coming off J5 with a ditch through the Duke easement, but this would need
to be 2% and it's a longer flow path. At 2%, we'd be coming in below the bottom of the ditch.
