This letter is in response to the Compliance Evaluation Inspection that occurred on Thursday,
October 31, 2019 by Vanessa Manuel of the Raleigh Regional Office of the treatment facilities
located at Bynum Wastewater Treatment Plant (WWTP). The inspection showed areas that
needed to be addressed and this letter will address these items.
Item #4 from Inspection Report: Flow is monitored daily and continuously at the plant. To
ensure that this daily flow is shown on the report even on holidays a value of "H" will be entered
as the value for parameters that were not monitored on that day.
Item #7 from Inspection Report: Currently the pH metertthermometer located at the plant is
checked periodically against an NIST certified thermometer located at the Chatham County
Water Treatment Plant (WTP). These periodic calibrations were not noted in the ORC's
logbook. To meet the requirements of T15A 02H.0805(g)(9), the ORC will quarterly check the
accuracy of the thermometer against the NIST certified thermometer located at the Chatham
County WTP and make note of it in his logbook moving forward.
Item #10(b) from Inspection Report: In an attempt to reduce the level of solids in the clarifier
at the plant the County will look into sludge reduction technologies and techniques that can be
effective for small package plants such as the Bynum WWTP.

Item #11 from the Inspection Report: The County will ensure that all effluent samples
collected for self -monitoring are collected after all treatment including after the dechlorination
treatment unit not the chlorine contact chamber.
Chatham County's mission and goal is to properly and successfully treat the wastewater that
enters our Bynum WWTP and to stay in compliance with the rules and regulations set forth by
NCDEQ. Through continual evaluation and improvement of our standard operating procedures
and best management practices the County will strive to consistently achieve this goal. Thank
