The North Carolina Coriodap nia chronic effluent bioassay procedure (North Carolina Chronic Bioassay Procedure - Revised *February 1987) or subsequent versions. The effluent concentration at which there may be no observable inhibition of reproduction or significant mortality is �%Q (defined as treatment two in the North Carolina procedure document). The permit holder shall perform Quarterly monitoring using this procedure to establish compliance with the permit condition. The first test will be performed after thirty days from issuance of this permit during the months of Ee Mq¢ ,4uG Nov . Effluent sampling for this testing shall be performed at the NPDES permitted final effluent discharge below all treatment processes. All toxicity testing results required as part of this permit condition will be entered on the Effluent Discharge Monitoring Form (MR -I) for the month in which it was performed, using the appropriate parameter code. Additionally, DEM Form AT -I (original) is to be sent to the following address: Attention: Technical Services Branch North Carolina Division of Environmental Management P.O. Box 27687 Raleigh, N.C. 27611 Test data shall be complete and accurate and include all supporting chemical/physical measurements performed in association with the toxicity tests, as well as all dose/response data. Total residual chlorine of the effluent toxicity sample must be measured and reported if chlorine is employed for disinfection of the waste stream. Should anv test data from this monitoring requirement or tests performed by the North Carolina Division of Environmental Management indicate potential impacts to the receiving stream, this Permit may be re -opened and modified to include alternate monitoring requirements or limits. NOTE: Failure to achieve test conditions as specified in the cited document, such as minimum control organism survival and appropriate environmental controls, shall constitute an invalid test and will require immediate retesting(within 30 days of initial monitoring event). P.O.Box 950 Mooresville, N.C,.*28115-0950 Subject: Effluent Total Phosphorus and Total Nitrogen Data,Belmont WWTP NPDES Dear Mr.Gleason: Permit No.N00021181 Gaston County,N.C. >n reply to your letter of January 28 1988 concerning the above stated subject. We have been monitoring said parameters since May V,1986 as per amendment to our permit dated Feb.10,1986 , which required us to monitor and report,but set no limits. We have also monitored the same parameters in our Industrial Pretreatment Program since July 1, 1986. About 75% of the wastewater treated at Belmont WWTP is Industrial (Primarly dye waste) with extreamely high temperature and high PH with slug discharges. We have five Significant Industrial Users under Permit at this point in time. The three smaller industries are now in compliance but the other two( who contribute about 50% of our flow) are in the process of building pretreatment basins to cool their effluent , reduce the PH and even out the flow. We have reviewed the data collected over the past 18 months and can find no patterns , no relationships,only wide varyations, that lead to no conclusions. We also feel sure that when the other 50% of our wastewater passes through the Industrial Pretreatment processes being built,there is going to be a change in readings and new analysis will need to be made, before we can make any conclusions. The present Industrial Pretreatment Discharge Permits expire November 14, 1989... Six months before that time ( March 1989) we should be doing a new headworks analysis and hopefully by then the pretreatment facalities mentioned above will have been on line for six months or so and we will have collected some meaningful data to work with. We share your concern and desire to protect Lake Wyle and want to do what is needed. We also are concerned about the color pollution problems in western North Carolina on the Pigeon River because we also have color problems. And if EPA sets Statewide color limits we will probably close down all of our Industries here too, and with no Industries we will not have to worry about high concentrations of nutrients in Lake Wyle. The North Carolina Ceriodaphnia chronic effluent bioassay procedure (North Carolina Chronic Bioassay Procedure - Revised *February 1987) or subsequent versions. The effluent concentration at which there may be no observable inhibition of reproduction or significant mortality is 8 % (deed as treatment two in the North Carolina procedure document). The permit holder shall perform ayarky monitoring using this procedure to establish compliance with the permit condition. The first test will be�erformed after thirty days from issuance of this permit during the months of AV X�- e��/ Effluent sampling for this testing shall be performed at the NDES permitted final effluent discharge below all treatment processes. All toxicity testing results required as part of this permit condition will be entered on the Effluent Discharge Monitoring Form (MR-1) for the month in which it was performed, using the appropriate parameter code.
