Box 33726 Raleigh, NC 27636 Subject: Informal Consultation for Federally Threatened & Endangered Species — Reggie Jackson Airport Honda Project at 9500 Lumley Road in the City of Raleigh, Wake County, North Carolina Dear Mr. Ellis, EMH&T requests information regarding federally Threatened & Endangered Species for the Reggie Jackson Airport Honda Project located at 9500 Lumley Road in the City of Raleigh, Wake County, North Carolina (Exhibits 1-2). Photographs depicting the subject property are attached. The subject property is composed of land that is existing parking lots, a perennial headwater stream, and a forested riparian corridor along the stream. One stream has been delineated on the subject property and verified during a July 31, 2019 site visit with the U.S. Army Corps of Engineers (USACE). As shown on Exhibit 3, a conceptual development plan, Hendrick Automotive Group is proposing to construct a new Honda Dealership and Service Center on the subject property. The southern portion of the subject property is going to be taken by the Airport in order to realign Lumley Road. A Nationwide Permit from the U.S. Army Corps of Engineers (USACE) and a A01 Authorization from the Department of Environmental Quality (DEQ) will be necessary in order to permanently impact 294 linear feet of the stream. This subject property is not expected to contain federally Threatened & Endangered Species due to historic disturbances, the location adjacent to an Airport runway, and fragmentation of habitats in the area for surrounding development. On October 30, 2019, EMH&T reviewed the U.S. Fish and Wildlife Service's (USFWS) Section 7 Consultation list of species and critical habitat that "may be present" within the subject property. The following six federally Threatened & Endangered Species known to occur in Wake County, North Carolina: Vertebrates ■ Cape Fear Shiner (Notropis mekistocholas) — Endangered • Red -cockaded woodpecker (Picoides borealis) — Endangered Invertebrates ■ Dwarf wedgemussel (Alasmidonta heterodon) — Endangered • Tar River spinymussel (Parvaspina steinstansana) — Endangered • Yellow lance (Elliptio lanceolata) - Threatened Vascular Plant Species • Michaux's sumac (Rhus michauxii) — Endangered 5500 New Albany Road, Columbus, OH 43054 • Phone 614.775.4500 • Fax 614.775.4800 Columbus • Charlolte • Indianapolis emht.com Mr. John Ellis, USFWS November 18, 2019 Request for Threatened and Endangered Species Information Aquatic Species The Cape Fear Shiner inhabits gravel, cobble, and boulder substrates in slow pools, riffles, and slow runs. It is found in the upper Cape Fear River Basin in the Central Piedmont of North Carolina and is known from tributaries and mainstems of the Deep, Haw, Rocky, and Upper Cape Fear River is Chatham, Harnett, Lee, Moore, and Randolph Counties (USFWS, 2019). The Tar River spinymussel lives in relatively silt -free unconsolidated beds or coarse sand and gravel in fast -flowing, well oxygenated stream reaches. It is endemic to the Tar River and Neuse River systems in North Carolina. In the Neuse River system, the species has been documented only form the Little River (USFWS, 2019). The Yellow lance is a sand -loving species often found buried deep in clean, coarse to medium sand. It can sometimes be found in gravel substates. This species depends on clean, moderate flowing water with high dissolved oxygen and is found in medium-sized rivers to smaller streams. It is found in the Tar and Neurse River systems in North Carolina and other River systems in Maryland, Virginia, and North Carolina (USFWS, 2019). The dwarf wedgemussel is historically endemic from the Petitcodiac River in Canada to the Neuse River in North Carolina. It is now extinct in Canada and present in low densities though much of its former range. It is found in Wake County, North Carolina. This mussel is a generalist that inhabits small streams to large rivers and is found in a variety of substrate types including clay, sand, gravel, and pebble (USFWS, 2017). The project is within the Range Map for this species in Wake County, North Carolina. The stream to be impacted by the project is a small, headwater channel primarily comprised of hardpan, gravel, and sand substrate. According to StreamStats this headwater feature has a watershed of 0.054 square miles and has a watershed containing 36% impervious surfaces. Flow is comprised mostly of stormwater runoff from the commercial development and roadways in the surrounding area. The project area is not likely to contain the above listed aquatic species due to the small watershed size. Therefore, this project is expected to have no effect upon these species. Downstream waters, located offsite, may contain the dwarf wedgemussel based on the range maps. Sediment and erosion control BMPs will be implemented on this project site to protect downstream waters. Terrestrial Species According to the USFWS Species Profile (2017), Red -cockaded woodpeckers is a small woodpecker that requires open stands of pine containing trees 60 years old and older for nesting and roosting. This site does contain a few large pine trees within the wooded portion of the property. However, this habitat is fragmented due to surrounding development, the nearby Raleigh -Durham International Airport, and nearby Interstate Highways. The subject property is a fragmented environment that is unlikely to provide habitat for this species. Therefore, this project is expected to have no effect upon this species. Michaux's sumac is endemic to the coastal plain and piedmont of North Carolina. Michaux's sumac grows in sandy or rocky open woods in association with basic soils, surviving best in areas where some form of disturbance has provided an opening (USFWS, 2017). The plant is extant in Wake County, North Carolina. The subject property is a fragmented environment that is unlikely to provide habitat for this species.
