Director Division of Water Quality February 20, 2007 CERTIFIED MAIL: RETURN RECEIPT REQUESTED William Goodwin Associates, LLC 2718 Rock Quarry Road Raleigh, NC 27610 DWQ Project # 03-0989, Ver. 2 Wake County Subject Property: Farmington Woods -Phases 13-15 Ut to Big Branch [030402, 27-34-11, C, NSW] REQUEST FOR MORE INFORMATION Dear Sir or Madam: On February 1, 2007, the Division of Water Quality (DWQ) received your application dated January 31, 2007, to impact 128 linear feet of intermittent stream and 0.00 square feet of Zone l Neuse River basin protected riparian buffers and 0.00 square feet of Zone 2 Neuse River basin protected riparian buffers to construct the proposed residential subdivision. The DWQ has determined that your application was incomplete and/or provided inaccurate information as discussed below. The DWQ will require additional information in order to process your application to impact protected wetlands and/or streams on the subject property. Therefore, unless we receive five copies of the additional information requested below, we will have to move toward denial of your application as required by 15A NCAC 2H .0506 and will place this project on hold as incomplete until we receive this additional information. Please provide the following information so that we may continue to review your project. Additional Information Requested: 1. Please show all stream impacts including fill slopes on the site plan. 2. Please indicate the location of the protected buffers as overlays on the site plan, clearly showing Zone 1 and Zone 2. 3. Please show cross section details showing the provisions for aquatic life passage. 4. Furthermore, it is the DWQ's policy that areas of concentrated development within a project must treat stormwater runoff. Please provide calculations showing the percent imperviousness of the drainage areas to each of the proposed dry detention basins. The impervious surface coverage given in the Diehl & Phillips, PA letter of January 31, 2007 allows only an average of 1,225 square feet per lot for houses and patios and only 450 square feet per lot for driveways or walks. If these limits are necessary to keep impervious surface below 30 percent, then each lot will be required to have impervious surface limits formalized in a deed restriction. 6. If any of the drainage areas to the proposed dry detention basins exceed 30 percent imperviousness, then the DWQ will require those drainage areas be treated by stormwater BMPs appropriate for NSW watersheds in accordance with GC 3402. This means that the dry detention basin will need to be replaced by either an extended detention stormwater wetland, a bioretention area, or a wet detention pond followed by a level spreader and forested filter strip. 7. Please show detailed plans and profiles for all proposed stormwater management devices. 8. Please submit worksheets for all dry detention basins that are proposed on the site. The worksheet forms can be found on the DWQ's web site at: http://h2o.enr.state.nc.us/ncwetlands/dr de~twk.~df. 9. The slopes in the vicinity of the scour holes proposed at the outlets of dry detention basins 5 and 6 are too steep for this BMP. Please replace these scour holes with properly designed level spreaders. 10. The slopes in the vicinity of the level spreaders proposed at the outlets of dry detention basins 7, 8 and 9 are too steep for a single level spreader. Please either place level spreaders in series to achieve diffuse flow or provide a properly designed stormwater management facility to control nitrogen and attenuate flow before stormwater is discharged. 11. The existing buffer conditions for the level spreaders proposed at the outlets of dry detention basins 7 and 9 appear to be wooded, requiring 65 feet of level spreader length per cfs of flow. No photo of existing conditions has been included for level spreader 8. The DWQ cannot complete its review of level spreader 8 without a photo showing the existing condition of the buffer. Please contact the DWQ within three weeks of the date of this letter to verify that you have received this letter and that you remain interested in continuing to pursue permitting of your project and will be providing the DWQ the requested information at a later date. Please contact me in writing and Mike Horan of the DWQ Raleigh Regional Office. This letter only addresses the application review and does not authorize any impacts to wetlands, waters or protected buffers. Please be aware that any impacts requested within your application are not authorized (at this time) by the DWQ.
