Z + 5 0-;>J t!l ?' 4(r yi r \ v.i., ` PDEA Scoping Procedures Rev 4/10/06 Natural / Human Environmental Information (include comments from agencies): Introduction The Kinston Bypass project is a GIS Pilot project which is a part of the Interagency Leadership Team initiative to streamline the project development process using GIS data early on in the alternative development and evaluation process and for making decisions on the Least Environmentally Damaging Practicable Alternative (LEDPA) using GIS level data. A GIS Scoping meeting was held July 16, 2009, which was the culmination of six Pre-GIS Scoping meetings with various entities/agencies in order to identify GIS data layers that would need to be updated for use throughout the, project development process. GIS data layers are currently being updated by various entities/agencies and are anticipated to be completed by September 2010. The project Start of. Study (SOS) Letter was distributed on May 29, 2009, soliciting comments through August 28, 2009. Comments received have been included in the preliminary list of known constraints below: Project Status -The Draft Community Characteristics Report has been prepared; however, will most likely not be finalized prior to the scoping meeting. Upon finalization of the Community Characteristics Report, the Public Involvement Plan will be prepared, which will discuss press releases, project newsletters, project website, small group meetings, Citizens Informational Workshops, and Design Public Hearings. -Crash Data analysis of US 70 and US 70 Bypass will be summarized and presented at the scoping meeting. -Capacity analyses are currently underway and will be summarized and presented at the scoping meeting for the following: -Existing US 70 and US 70 Bypass for current and future year No-Build Conditions. -Existing US 70 and US 70 Bypass for future year (with each of the below Assumed Build Scenarios in place): -Extend/improve C.F. Harvey Parkway Bypass -Northern Bypass -Southern Bypass (with and without C.F. Harvey Parkway Extension) -Assumed Proposed Build Scenarios for future year -Upgrade Existing US 70 and US 70 Bypass -Extend/improve C.F. Harvey Parkway Bypass -Northern Bypass -Southern Bypass (with and without C.F. Harvey Parkway Extension PAGE 6 OF 13 PDEA Scoping Procedures Rev 4/10/06 County. -Voluntary Agricultural Districts (VADs) and Enhanced Voluntary Agricultural Districts (EVADs) are present within Lenoir, Jones and Craven Counties. There is potential for a GIS data layer to be updated/created by the CGIA. Should this layer not be updated by the CGIA, other efforts will be required to identify all VADs and EVADs to be used in future stages of this project. -Surface waters exist within the western portion of the Draft Project Study Area, which are classified as Water Supply Critical Area. -The project is within the Neuse River Basin and therefore riparian buffer rules are applicable. -According to the FONSI for STIP R-2719A, jurisdictional resources exist in the Draft Project Study Area, west of Kinston. -Investigation of USGS Quad maps for the Draft Project Study Area resulted with several major stream systems being identified including the following: -The Neuse River, which runs west to east through Lenoir County and crosses US 70 Bypass south of downtown Kinston. -Bear Creek, a tributary of the Neuse River, runs north to south and crosses US 70 west of La Grange. -Falling Creek, a tributary of the.Neuse River, runs west to east and crosses US 70 west of Kinston. -Southwest Creek, a tributary of the Neuse River, runs south to north and crosses US 70, east of Kinston. -Stonyton Creek, a tributary of the Neuse River, runs west to east and crosses NC 11 east of Kinston. -Briery Run, a tributary of Stonyton Creek, runs west to east, north of Kinston. -Moseley Creek, a tributary of the Neuse River, runs south to north along the Lenoir-Craven county line. -Tracey Swamp, a tributary of Moseley Creek, runs south to north and crosses US 70 near the Lenoir-Craven county line. Threatened and Endangered Species -Threatened and Endangered Species listed on the U.S. Fish and Wildlife Service website for Lenoir County include the Red-cockaded woodpecker (endangered) and the Sensitive joint-vetch (threatened). Jones County includes the American Alligator (threatened due to similarity of appearance) and the Red-cockaded woodpecker (endangered). Craven County includes the American Alligator (threatened due to similarity of appearance), the Leatherback sea turtle (endangered), Red-cockaded woodpecker (endangered), the West Indian manatee (endangered), the Rough-leaved loosestrife (endangered) and the Sensitive joint- vetch (threatened). Traffic Data -The Traffic Forecast Technical Memorandum prepared in July 2009 shows: -In 2008, along US 70 between NC 903 and Dover, the daily traffic ranges from 12,000 to 40,000 vehicles, with 20,800 to 29,400 vehicles along US 70 Bypass between Vernon Avenue and Queen Street. -In 2020, along US 70 between NC 903 and Dover, the daily traffic ranges from PAGE 9OF13 PDEA Scoping Procedures Rev 4/10/06 24,800 to 55,600 vehicles, with 35,200 to 47,000 vehicles along US 70 Bypass between Vernon Avenue and Queen Street. -In 2035, along US 70 between NC 903 and Dover, the daily traffic ranges from 35,000 to 79,200 vehicles, with 46,000 to 60,200 vehicles along US 70 Bypass between Vernon Avenue and Queen Street. Adjacent Projects -Major State Transportation Improvement Program (STIP) projects within the Draft Project Study Area vicinity include the following: -R-2719 Crescent Road (C.F. Harvey Parkway), a proposed four-lane divided highway, will bypass the northwest side of Kinston from US 70 to NC 58. Section B, from US 258 to NC 58 has been completed. Section A, from US 70 to US 258, is currently under construction with an estimated completion date of late 2012. -U-2928 Global TransPark Freight Transportation System, with right-of-way being purchased in 2009 and construction to begin in 2010. -The following projects are also included in the STIP; however, since the right-of-way or construction are not currently funded, they are not considered to be in place in . the foreseeable future. Additionally, given the project vicinity lies within an RPO, with no fiscally constrained projects identified, these projects will not be considered in the future year traffic forecast nor the Indirect and. Cumulative Effects analysis. -R-3308 US 258 from Crescent Road to-US 64 in Tarboro. -R-3102 NC 58 from Kinston to Wilson. -R-4423 US 258-NC 191 from Dobbs Farm Road in Kinston to US 264 Alt. with bypass of Snow Hill. -U-3618 Carey Road Extension from Rouse Road to US 258 (deferred). -U-4018 Plaza Boulevard Extension from NC 58 to NC 11. -U-3341 Global TransPark Spine Road. -FS-0802A New route proposed US 70 Bypass to NC 11-58. North Carolina Department of Transportation Strategic Highway Corridor -US 70 from Raleigh to Morehead City in North Carolina is identified as a Strategic Highway Corridor. North Carolina Intrastate System -US 70 from 1-40 in Wake County to NC 24 in Carteret County is included in the North Carolina Intrastate System, which states the facility shall "provide high speed, safe travel service throughout the State." General Statute §136-178 also states the North Carolina Intrastate System shall: -Connect major population centers both inside and outside the State and provide safe, convenient, through travel for motorists. -Be designed to support statewide growth and development objectives and to connect to major highways of adjoining states. -Have at least four travel lanes except those for which projected traffic volumes and environmental considerations dictate fewer lanes. -When warranted, have vertical separation or interchanges at crossings, have more than four travel lanes, or have bypasses.
