Hi Joel,
I'm reviewing the Mayfair Glen Lowhead Dam Removal project. Can you answer a few questions for me?
They are--
1. The rock vane detail appears to specify the use of three layers of smaller rock. I'm concerned about
structural stability. Can you clarify if this is the case and what size rock you will be using?
Rocks specified in the detail are 1-2 feet by 1-2 feet by 2-3 feet. This is a small stream. I am working with an
experienced contractor (South Core Environmental) who has worked in trout water and sensitive habitat areas (McClure
Bog, Pisgah National Forrest, Davidson River, Avery Creek). We will be picking out the rocks from the quarry and will use
the largest rocks that can be handled with a 12,000-pound machine (appropriate size to access the tight work area) and
allow construction of the vanes in the small channel. I estimate that the rocks to be used will be 750-1000 pounds each,
potentially more. Their weight and proper construction techniques will provide channel stability during high flows.
2. Can you provide a plan view drawing, showing what is currently on the ground and shows all work to
be done, including area of excavation, structures, bank sloping, geolifts, and planting?
I can, however the budget for this project is small and additional survey information and/or production of an additional
plan sheet will require additional cost. The goal here is stabilize the low -head dam area within a budget that the client
can afford. Were you able to view all the files associated with the PCN including the photos with descriptions? If not, I
have attached the photo document and additional photos showing the project area. Excavation will be very minimal and
conducted primarily in areas that are eroding to prepare for installation of geolifts. Similarly, very little bank
benching/sloping will be conducted and will only be done to tie geolifts into existing grade. I have also attached a plan
view sketch of the site showing proposed work area over a Buncombe County GIS aerial.
3. You note that livestakes and native riparian seed mix will be used for areas below 2 times the bankfull
elevation and 20 ft out from the stream. This is a bit confusing. Do you mean that you will plant a 20'
buffer on each side?
My apologies for any confusion. I understand that this is a "C" classified water and that a native riparian buffer of
specific width is not required? You may note that the stream is not shown on the NC DWR Classification Map, Haw
Creek is "C". I am a huge fan of native, natural, riparian buffers and we (the contractor and myself) will install the
widest native and natural buffer possible and strive for 20+ feet. I have spoken to the property owners and chair of the
homeowners association the importance/significance of buffers. A problem is that the stream is close (approximately 30
feet) to the nearest residence (Mayfair Glen, river left) and apparently there is a need to maintain (turf grass) a strip
around the residences (town home community). Mayfair Glen only owns approximately 10 feet of width of streambank
on river -right. The river -right bank will remain undisturbed except for the installation of geolifts in the eroded portion
of the channel. Geolifts will be plated as described in the PCN and on the attached Plant Specification Sheet. Please be
assured that all disturbed areas will be stabilized at the end of each working day, slopes 3:1 or greater or that drain
directly to the stream will be stabilized with 400 g/m coir matting and that soil erosion sedimentation control measures
will be installed and maintained on the project for its duration.
4. Can you provide a plant specification sheet? What you have provided names the temporary and
permanent seed only, not the Ernst seed mix specs nor the livestake species described in the text. The
permanent seed specified in the plan set is fescue and Bermuda grass, neither of which should be
planted in the riparian zone due to their invasive character.
A plant specification sheet is provided. Temporary and permanent seed specified in the plan set is an error and will not
be used within 20 feet of the stream.
5. How will you stabilize the area upstream of the dam that will be excavated?
The only area upstream of the dam that will be excavated is the sediment that exists behind the dam, above the
elevation of the dam's foundation (conducted in the dry during pump around). This sediment will be
removed/excavated so that when the dam is lowered to the foundation elevation and incorporated into the upstream
cross -vane the sediment will not be flushed down stream. The area will be stabilized by the upstream cross -vane and
will not need additional stabilization.
