Dear Mr. Ensley:
On June 18, 2015, Cheng Zhang of the Raleigh Regional (RRO) Office Division of Water Quality
conducted a Compliance Evaluation Inspection of the subject facility. The assistance and cooperation
provided by Mr. Jeff Frazier, General Foreman, and Mr. Delaney Goss, Chief of Utilities, were very
helpfid and appreciated. A checklist of items is enclosed with this letter. During the inspection the
following items were noted:
1.) Federal Bureau of Prisons holds a deemed sewer collection system permit in Granville County.
There have been no sanitary sewage overflow (SSO) incidents from the collection system since the
last inspection.
2.) The collection system includes gravity sewer lines, manholes, and one pump station, which sends
sewage to South Granville Water and Sewer Authority's collection system.
3.) The facility maintains a map of the system to include locations of pipes, pump station, and
manholes.
4.) The facility has developed and implemented an operation and maintenance plan which lists the
frequency of system inspection (pump station), preventive maintenance schedule (right-of-way
maintenance), and overflow response plan. The plan needs to be updated to reflect change of
personnel.
5.) The facility has a grease education program including annual fat, oil, and grease (FOG) best
management practice training (part of stormwater pollution prevention training) and FOG posters at
food service areas. The five grease traps are serviced by a contractor twice per month.

6.) The lone pump station is equipped with a mechanical bar screen and standby generator. One diesel
pump was also on site for emergency use. Pump station inspection, preventive maintenance, and
testing of generator, alarms, and telemetry were well documented.
7.) During the inspection, four manholes were observed, the followings were noted:
• The outside wall of the manhole across Old NC 75 from the pump station needs to be re -
grouted with mortar;
• The first manhole on the Medical Center Outfall was totally covered with thick
vegetation, which needs to be removed to make the manhole accessible;
• The second manhole on the outfall was not properly seated (with loose manhole ring),
and sinkhole/depression were observed around the manhole;
• Excessive roots were noted in the third manhole on the outfall.
It is recommended that manhole inspections be included in the annual system observation.
